We 9 don't have that thing for the public, huh, on today's? This 10 is not a regular agenda. All right. I think Commissioner 11 Baldwin is up for the prayer and the pledge of allegiance. 12 COMMISSIONER BALDWIN: Let's just do it. Is it my 13 turn? 14 JUDGE POLLARD: Yes, I think it is. 15 COMMISSIONER BALDWIN: Let's do it. Commissioners Letz and 23 Reeves. Did we get any more? 24 COMMISSIONER LETZ: We have two bids. We were 25 hoping to get more, but we got two. 10-20-14 4 1 JUDGE POLLARD: This one is from Southwest Sound 2 and Electronics, by Stephen H. Simpson, III, president, in 3 San Antonio, and this one is for $78,800. This one is from 4 AVM Contracting, James Young, owner, on Sierra Grande Drive 5 in Austin, Texas, and it is for $112,711. 6 COMMISSIONER LETZ: Judge, I move we accept both 7 bids, and we'll put it on our Monday agenda for the 8 recommendation. 9 JUDGE POLLARD: All right. Is there a second? 10 COMMISSIONER REEVES: I'll second. 11 JUDGE POLLARD: It's been moved and seconded that 12 we put them on the agenda for next Monday for taking some 13 kind of action. Is there any further discussion on those 14 matters? 15 COMMISSIONER LETZ: I'll just make a comment. I 16 mean, the bids are very different. This is rather 17 complicated, and we just want to make sure the -- you know, 18 that the low bid is exactly what we actually think we're 19 getting. It's not -- you know, we'll -- we need to -- it's 20 going to take some time to go through it. 21 JUDGE POLLARD: The bids and the specifications 22 required? 23 COMMISSIONER LETZ: Yes, sir. 24 COMMISSIONER BALDWIN: That was going to be my 25 question. Who's going to do that? Are you going to hire 10-20-14 5 1 three or four lawyers, or -- 2 COMMISSIONER LETZ: We probably could. 3 JUDGE POLLARD: Lawyers don't know specifications. 4 COMMISSIONER LETZ: I think Mr. Hastings and Mr. 5 Reeves and myself. 6 COMMISSIONER BALDWIN: That's close enough, thank 7 you. This is the 16 flashing at the T.P.O. roof for the Event Hall at the Hill 17 Country Youth Event Center. Commissioners Letz and Reeves. 18 COMMISSIONER LETZ: Probably all these -- well, 19 maybe we'll do it -- refer them all to Charlie. Charlie, are 20 you going to go through each one of them a little bit? 21 MR. HASTINGS: Yes, sir. 22 COMMISSIONER LETZ: Or do you want us to give you 23 an overview first? 24 JUDGE POLLARD: Which ones are you going to 25 address, Charlie? 1.2, 1.3 -- 10-20-14 6 1 MR. HASTINGS: Three, four, and five. 2 JUDGE POLLARD: All right. We'll call all of 3 those, then. 4 MR. HASTINGS: Okay. 1.2, the flashing on the 5 thermoplastic polyolefin. That is how they were connecting 6 the roof to the existing arena. There was some additional 7 cost. There was some things that they needed to do in order 8 to make that connection. Originally, they gave us a cost of 9 about $8,500, and our architect argued with them, and they 10 dropped the price down to about $4,000 to -- 4,685, I think 11 is what it's at. There was -- there was something in their 12 cost that needed to come out. 13 COMMISSIONER LETZ: What's the total on that one? 14 MR. HASTINGS: What's the question? 15 COMMISSIONER LETZ: 46? 16 MR. HASTINGS: I believe it's 4,685. I don't -- I 17 don't have it in front of me. Jody, do you -- 18 MS. GRINSTEAD: It came in after I posted. 19 MR. HASTINGS: $4,685. 20 COMMISSIONER LETZ: And this one is on the -- 21 which, the flashing at the -- 22 MR. HASTINGS: This is where the roof connects to 23 the existing indoor arena, those two, the flashing so that we 24 don't have rain and water coming from the roof, getting into 25 the indoor arena, nor that wall. 10-20-14 7 1 COMMISSIONER LETZ: I might make a comment. This 2 was addressed in another one as well when it comes to the 3 flashing. There was really no way that they could bid the 4 connection of the two buildings, because it was behind a 5 building, and that's why there's -- 6 COMMISSIONER MOSER: Couldn't see it? 7 COMMISSIONER LETZ: Couldn't see it. Couldn't get 8 to it. 9 COMMISSIONER MOSER: Okay. 10 COMMISSIONER LETZ: There's two of them that are 11 going to be part of this. 12 COMMISSIONER MOSER: Okay. 13 COMMISSIONER LETZ: So, I move approval of Change 14 Proposal Number 7 in the amount of $4,685. 15 COMMISSIONER REEVES: Second. 16 JUDGE POLLARD: Been moved and seconded for 17 approval of that change order. All right, 22 1.3. Charlie? 23 MR. HASTINGS: Change Proposal Number 11, operable 24 partition closure. The original scope of the contract was to 25 have the partition between the two event halls. There have 10-20-14 8 1 been accommodations for that, but in order to keep the 2 project within the budget, that was removed. There -- the 3 portion where those partitions would fold up and go into is 4 open right now, but we need to close it off with some drywall 5 for now, and then open it again at that time -- at a time 6 when those partitions are going to be installed. 7 COMMISSIONER MOSER: So, this is just for the 8 enclosure for the partitions if we ever put them in? 9 MR. HASTINGS: Yes, sir. 10 COMMISSIONER MOSER: Got you, okay. HASTINGS: 1.4 is to revise the pre-engineered 3 metal building gutters. The specifications call to use a 4 thicker gauge than what was used on the last metal building 5 that we did out there. And on top of that, we talked with 6 the contractor. I had some concerns, just because the 7 gutters are so big, they're so large, there's so much water 8 that goes into them. I want them to hold up. And so he went 9 back and revised the gutters further to have some structural 10 stability through some bends, and so there's additional cost 11 associated with that. 12 JUDGE POLLARD: How much? 13 MR. HASTINGS: I don't have that one. 14 COMMISSIONER LETZ: $4,295. 15 JUDGE POLLARD: 4,295? 16 COMMISSIONER LETZ: Right. 17 COMMISSIONER MOSER: So, the architect didn't catch 18 that originally? Or you just think it needs to be more than 19 what the architect thought, or what? 20 MR. HASTINGS: I think it needs to be more than 21 what the architect was asking for. 22 COMMISSIONER MOSER: So, just -- 23 MR. HASTINGS: Plus the pre-engineered metal 24 building guy was going to -- they were just going to have a 25 box shape. 10-20-14 10 1 COMMISSIONER MOSER: Yeah. 2 MR. HASTINGS: This puts some crimps in the top, 3 and another one on the side, and then another one on the top 4 to give it extra -- 5 COMMISSIONER MOSER: So, you just did an 6 engineering assessment. 7 MR. HASTINGS: Yes, sir. 8 COMMISSIONER MOSER: And the architects didn't; 9 just missed it. 10 COMMISSIONER LETZ: Right. What happened, the -- 11 and that's correct, what you're saying, Commissioner Moser. 12 COMMISSIONER MOSER: Yeah. 13 COMMISSIONER LETZ: The -- we started looking very 14 closely at the gutters on the show barn. 15 COMMISSIONER MOSER: Uh-huh. 16 COMMISSIONER LETZ: And they -- they're not working 17 well; they're bending. 18 COMMISSIONER MOSER: I see. 19 COMMISSIONER LETZ: And they're not working. The 20 architects realized this and increased the gauge of it, 21 but -- 22 COMMISSIONER MOSER: But not the stiffening. 23 COMMISSIONER LETZ: But -- so it's a higher gauge, 24 so it will be better, but what Charlie's recommending is a 25 much better solution. 10-20-14 11 1 COMMISSIONER MOSER: Okay, I got it. Good. 2 JUDGE POLLARD: It's a better connection. 3 MR. HASTINGS: And this was recommended -- this was 4 recommended by our contractor and the pre-engineered metal 5 building -- 6 COMMISSIONER MOSER: Okay, good. They're just 7 going one step further, good. So, you stiffened the gutter. 8 COMMISSIONER LETZ: Stiffening the gutters so they 9 won't bend. 10 COMMISSIONER MOSER: Okay, got it. 11 COMMISSIONER REEVES: Move for approval. 12 COMMISSIONER LETZ: Second. 13 JUDGE POLLARD: Been moved and seconded for 14 approval of 1.4. HASTINGS: This is the indoor arena gutter and 21 repairs. And it doesn't need to be paid for out of the Hill 22 Country Youth Event Center project. We've got money reserved 23 for indoor arena, I believe. But where the roofs connect -- 24 and Commissioner Letz just touched on this a moment ago on 25 1.2, with the flashing of the roof. This is the same 10-20-14 12 1 situation. You had a roof that was continuous between the 2 indoor arena and what was the former exhibit hall, we'll call 3 it. And when that all got demolished, now that it's all 4 exposed, we knew that whenever we hired a contractor, at some 5 point we're going to have to figure out how to make that all 6 work. How are the gutters going to work? How are we going 7 to tie everything back in? And that's what this does. This 8 repairs those gutters on the edge that there was no gutter 9 there before, because the roof was continuous with the other 10 building. 11 COMMISSIONER MOSER: And how much is that? 12 MR. HASTINGS: This one's $6,098. 13 COMMISSIONER LETZ: 6,098. 14 COMMISSIONER MOSER: Okay. 15 JUDGE POLLARD: Is there a motion? 16 COMMISSIONER LETZ: Move approval. 17 COMMISSIONER REEVES: Second. 18 JUDGE POLLARD: It's been moved and seconded. Is 19 there any further discussion? This is for approval of Change 20 Order Number 1.5 -- or Item 1.5. Charlie? 3 MR. HASTINGS: Got a quote from C & M Precast to do 4 the concrete sidewalks at the Hill Country Youth Event 5 Center. These sidewalks would be 8 feet wide. There's about 6 3,600 square feet, and their bid or quote came in at a little 7 over $21,000. $21,643. I'd like to get that work done as 8 soon as possible. We're trying to coordinate that work with 9 getting the chip seal down for the parking lot, and we're 10 running low on time. 11 COMMISSIONER MOSER: How much was it, Charlie? 12 MR. HASTINGS: $21,643. 13 COMMISSIONER MOSER: So that's $6 and something a 14 square foot, so -- right? 15 MR. HASTINGS: Yes, sir. 16 COMMISSIONER LETZ: Just under -- exactly $6 a 17 square foot. 18 COMMISSIONER MOSER: Yeah. 19 COMMISSIONER LETZ: I've asked Charlie to get some 20 more quotes, just to make sure that this is a good price. 21 It's -- it's not -- to my knowledge, not outrageous; it's not 22 overly high, but it's not overly cheap either. I think it 23 would be good to get another quote. 24 COMMISSIONER REEVES: I'd like to see some more 25 quotes on it too. 10-20-14 14 1 COMMISSIONER LETZ: But I think we need to get this 2 moving. I think that's why Charlie has it on here. The plan 3 is great. They've spent a lot of time working on it. I know 4 that Road and Bridge wants to get this done so they can -- 5 they're ready to get out of there. 6 JUDGE POLLARD: I understand the urgency to try to 7 get it going, but how are you going to -- do you want to move 8 for authorization for spending up to 21,6, whatever it is, 9 and then if it gets a -- a lower bid, they can go ahead and 10 operate with that one? Is that what you're saying? 11 COMMISSIONER LETZ: Yes. 12 JUDGE POLLARD: Okay. Is that a motion? 13 COMMISSIONER LETZ: Yes. My motion is to authorize 14 the concrete work for the sidewalks, et cetera, the front of 15 the building, in an amount not to exceed $21,643. And 16 request -- leave it up to the discretion of the County 17 Engineer, request that he receive at least one other quote. 18 JUDGE POLLARD: Is there a second? 19 COMMISSIONER REEVES: I'll second. 20 JUDGE POLLARD: It's been moved and seconded as 21 stated to spend that money, up to $21,643, but maybe get a 22 lower bid. I just wanted to 24 verify that all these changes and everything all fit within 25 the -- the original plan of work in the C.O., correct? 10-20-14 15 1 COMMISSIONER LETZ: Yes. 2 COMMISSIONER MOSER: Okay. 3 COMMISSIONER LETZ: We're using it up, but it's 4 within the C.O. 5 COMMISSIONER MOSER: Okay, good enough. 6 JUDGE POLLARD: Any further discussion? Commissioner Baldwin, 14 Precinct 1. 15 COMMISSIONER BALDWIN: Yes, sir, thank you. This 16 is exactly the same letter that Commissioner Moser had on the 17 agenda last week. And he's exactly right; it is time to 18 initiate that letter. Normally grant moneys, we may not see 19 anything until around May or something like that, but for the 20 -- for this particular kind here, for the engineering, et 21 cetera, there's a possibility that it may come in a little 22 bit early and do some things, so we just want to get in the 23 pipeline and get it out there and get in front, and try to 24 be -- you know, I mean, that's -- the early bird gets the 25 worm a lot of times with these things. 10-20-14 16 1 JUDGE POLLARD: I think there's a time deadline or 2 something? 3 COMMISSIONER MOSER: No, not -- not for this. The 4 time issue is related to getting the three-phase power down, 5 and that was part of it. But Commissioner Baldwin is 6 correct; what this does is just lets us go into some planning 7 and engineering, if we so choose, before the agreement is 8 reached -- or the application is approved, let me say it that 9 way. So, before the application is approved, we can start 10 work on -- well, we're just notifying -- or you're notifying, 11 as a matter of fact, and we thank you for that -- the -- 12 notifying the T.D.A., Texas Department of Agriculture. So, 13 that's what that is. 14 JUDGE POLLARD: All right. 15 COMMISSIONER BALDWIN: And it includes the 16 apartments. I can't remember the name of them. They're on 17 the right as you're going out Ranchero Road. Right before 18 Goat Creek, there's three sets of two-story apartments there. 19 And then there's picking up half a dozen or so houses over 20 across the street that, for one reason or another, didn't get 21 in on the last one that we did, so we want to pick them up as 22 well. 23 COMMISSIONER MOSER: Yeah. 24 COMMISSIONER BALDWIN: If you remember, I mean, we 25 got to keep -- keep in mind, what we're doing here is we're 10-20-14 17 1 taking these places off of septic tanks and getting the 2 effluent out of the creeks; therefore, out of the river. 3 COMMISSIONER MOSER: Mm-hmm. 4 COMMISSIONER BALDWIN: And pumping it into 5 Kerrville. Let them treat it. 6 JUDGE POLLARD: Get it out of people's yards. 7 COMMISSIONER MOSER: And out of people's yards. 8 COMMISSIONER BALDWIN: Yeah, absolutely. 9 JUDGE POLLARD: Been that way for years, bubbling 10 up out there. 11 COMMISSIONER BALDWIN: Absolutely. That's true. 12 COMMISSIONER REEVES: Commissioner, are those 13 apartment projects right before the old fire station? 14 COMMISSIONER BALDWIN: That is correct. 15 COMMISSIONER REEVES: All right. 16 COMMISSIONER BALDWIN: Yeah. 17 COMMISSIONER MOSER: And there's additional work -- 18 like Commissioner Baldwin said, there's -- there's 19 connections we didn't get to make in Phase 5, 'cause there 20 wasn't sufficient money, so this will be to connect those. 21 And some people just didn't apply for them properly, so we -- 22 we'll connect those. And we have to run a whole new set of 23 power poles, put in all new poles from behind the apartments 24 all the way over to the end of Quail Valley, so that's -- 25 that's $83,000 worth of work there. So, a lot of it's in 10-20-14 18 1 Precinct 1 and Precinct 2 both, so -- okay. 2 COMMISSIONER BALDWIN: Well, another thing. I just 3 wanted to give y'all a heads-up, that when we get around to 4 talking about the planning and talking about engineering and 5 those kinds of things, those folks need to understand that we 6 don't want to come back at a later date and find that we need 7 to -- we need $30,000 to cut under some live oak trees, or 8 that we need to build a pond for so-and-so. I want those 9 things seen up front, and that's what we're paying for. 10 We're paying professional people to engineer these things. 11 And if we start getting into that, I'm going to tell you 12 right now, I'll back off and be a horse's butt about the 13 whole thing. They need to -- they need to do the work that 14 we're paying them to do, and this coming back later and 15 fixing things is not good. So -- 16 COMMISSIONER MOSER: Well, just for the record, 17 some of the -- and I'm -- this is a general statement. Quite 18 often there's preliminary design and conceptual design, and 19 then you don't get into some of the details like the catch 20 basin, I think may be what you're referring to, down at -- 21 COMMISSIONER BALDWIN: Comfort. 22 COMMISSIONER MOSER: -- Comfort. You don't get 23 into that until you get into the details. So, that's -- 24 that's standard in any engineering project. Let me assure 25 you, every engineering project is that way, from preliminary 10-20-14 19 1 design to detailed design. Just like these gutter things, 2 okay? 3 JUDGE POLLARD: Yeah. 4 COMMISSIONER MOSER: You don't see that until you 5 start peeling that onion. And when you peel that onion, or 6 peel the roofs, okay, you see problems. So -- so it's going 7 to continue to happen, so we'll just have to make sure that 8 nobody has fallen down on their job. This isn't on the agenda, but I didn't know about it 12 till about 30 minutes ago. Stacy Friend, the Assistant 13 County Attorney, is -- is leaving us. Her last day is going 14 to be November the 3rd. She's going to go -- got a really 15 good offer from U.S.A.A. I'm real happy for her. She's 16 going to make a lot more money, and she's going to be able to 17 drive to work with her husband, who works there too, and have 18 lunch with him. She lives down there anyway. I want to tell 19 you that she's a crackerjack. I just hate like heck to lose 20 her, boy. 21 MS. STEBBINS: You aren't the only one. 22 JUDGE POLLARD: I just -- 23 MS. STEBBINS: I'll update you about my intentions 24 at the next meeting. 25 JUDGE POLLARD: Man, I just -- I hate that. I'm 10-20-14 23 1 happy for her, but it's going to be a mess for us. All 2 right. 3 COMMISSIONER BALDWIN: Stacy's been a good hand. 4 JUDGE POLLARD: Oh, boy, she's -- she's really an 5 intelligent, bright person. 6 COMMISSIONER BALDWIN: Willing to jump in and help. 7 JUDGE POLLARD: I mean to tell you, and she's very 8 knowledgeable in the law, and very prompt to go find it right 9 quick and get you an answer right quick. I mean, she's a 10 really good prosecutor, too. So, anyway -- 11 COMMISSIONER BALDWIN: Judge, I'd like to make an 12 announcement, too. I just want to remind everybody, tomorrow 13 is dinner on the grounds, so bring your sack lunch, and -- 14 and I don't know. BOLLIER: And the Maintenance Department. 19 COMMISSIONER BALDWIN: And there's 18 of them this 20 time. 21 JUDGE POLLARD: And I guess everybody's happy about 22 the Cowboys' score yesterday, and it's unfortunate about the 23 A & M score. 24 COMMISSIONER LETZ: That wasn't unfortunate. What 25 are you talking about? 10-20-14 24 1 COMMISSIONER MOSER: I agree with Commissioner 2 Letz. 3 JUDGE POLLARD: Well, no. No. 4 COMMISSIONER BALDWIN: Texas won one. Hear that? 5 JUDGE POLLARD: Yeah. I -- I'm an A & M fan, as 6 long as they're not playing Texas. 7 COMMISSIONER MOSER: Yeah, me too. 8 JUDGE POLLARD: That's just -- in fact, I'm pretty 9 much in favor of all the Southwest Conference teams whenever 10 they play somebody else. 11 COMMISSIONER BALDWIN: Baylor even got beat this 12 Saturday. 13 JUDGE POLLARD: Yeah, and I hate that too. I want 14 to remind everybody that this week -- this Friday, Tivy's 15 playing Seguin, and it's homecoming for them. And the Tivy 16 class of 50 years ago is having their reunion; I'm going to 17 be there at that game.
