So, we're back 12 into our regular session, reconvening the recess from 13 yesterday. And I think the first item was -- what was it, 14 Number 12 or 14? Number 14; consider, discuss, and take 15 appropriate action on request from Sean Rotge to use the show 16 barn at the Hill Country Youth Event Center for a midget 17 wrestling event. Are they here? 18 MR. ROTGE: Yeah. 19 COMMISSIONER LETZ: They're here. 20 JUDGE POLLARD: All right. 21 COMMISSIONER LETZ: I think the questions we had 22 yesterday -- the Judge wasn't here -- was that the -- you 23 know, kind of a little bit more firm as to what dates you 24 wanted, how long a period, kind of as a trial to see how all 25 this goes. 3-24-15 4 1 MR. ROTGE: Yeah, we got it. We got it together 2 for you, just like you asked. Sunday, April 26th, is the day 3 we coordinated with you guys. And the Extreme Midget 4 Wrestling, they're good to go for the 26th, Sunday, as well. 5 We want to run from 5 p.m. to 9 p.m. Of course, we're going 6 to do the beer and food stations during that time period. 7 Guessing around 400 people, maybe. Maybe more, less. We'll 8 run our security, either use Flores or the Sheriff's 9 Department. Of course, we're going to adequately get enough 10 guys there. The other pending dates that we had, May 9th and 11 June 6th, that we're going to maybe run some Texas country 12 bands on those dates. We just don't know exactly who yet. 13 COMMISSIONER REEVES: June what? 14 COMMISSIONER LETZ: 6th. 15 MR. ROTGE: May 9th and June 6th. 16 COMMISSIONER LETZ: At the events -- I mean, I've 17 never been to midget wrestling, so I know nothing about 18 midget wrestling. 19 COMMISSIONER BALDWIN: I can't believe this. 20 (Laughter.) 21 MR. ROTGE: You guys are going to be there, aren't 22 you? You got to be there. 23 COMMISSIONER BALDWIN: Count me in. (Laughter.) 24 MR. ROTGE: We got VIP passes for y'all. 25 JUDGE POLLARD: I didn't know we had that many 3-24-15 5 1 midgets around here who do that kind of thing. 2 MR. ROTGE: It's -- we've have rounded them up 3 pretty good. These guys go all over; it's crazy. 4 JUDGE POLLARD: Oh. 5 COMMISSIONER LETZ: But, I mean, is it, I guess, a 6 raucous crowd? I mean, is it a -- I guess -- you mentioned 7 beer right away. And I guess how do you control the alcohol 8 consumption, that whole part of it? 9 (Commissioner Moser joined the meeting.) 10 COMMISSIONER LETZ: If you had somebody -- 11 MR. ROTGE: That goes hand in hand with what we've 12 been doing for years. We've been doing the bar and taking 13 the action we need to take. But it -- I'm pretty -- we ran 14 the event with the roller derby girls; I'm pretty sure it's 15 going to be really similar to that type of event. You know, 16 during the day, not too late. If we -- if you run it later 17 on at night, you might expect more of the 2 a.m. crowd to 18 show up, but running 5:00 to 9:00, I think we'll be very 19 mild. You know, and I want to keep it to a family deal, 20 'cause I want my son to go, and he's eight, so I definitely 21 don't want a bunch of, you know, crazy stuff, and we'll 22 escort them right out of the building if that starts to 23 occur. 24 COMMISSIONER BALDWIN: Crazy stuff. 25 JUDGE POLLARD: And there will be officers there? 3-24-15 6 1 MR. ROTGE: Yeah. 2 JUDGE POLLARD: As required. 3 COMMISSIONER LETZ: Yeah, okay. I don't have any 4 problem with, you know, going ahead and going with those -- 5 blocking those three dates, and then we can look at how they 6 go, and go from there. 7 MR. ROTGE: Sounds good. 8 COMMISSIONER BALDWIN: I was thinking something 9 very similar. However, I was thinking let's do the one 10 thing. Let's do the midget wrestling, and then take -- we 11 can all kind of take a look at each other. They may not like 12 us, and we may not like them or whatever. And, you know, 13 let's do the midget wrestling thing and then reevaluate, and 14 then take a look at the future. And also, it will give us 15 time to see who's coming forward to want to rent the place 16 and that kind of thing. 17 COMMISSIONER LETZ: Right. 18 COMMISSIONER BALDWIN: To me -- to me, taking baby 19 steps and taking this thing kind of slow and easy is wiser 20 than doing a bunch of things. It's just -- that's just my 21 opinion. 22 COMMISSIONER LETZ: On the May 9th event, is that a 23 midget wrestling also, or is that something different? 24 MR. ROTGE: No, that's going to be a live music. 25 COMMISSIONER LETZ: Live music. Commissioner 3-24-15 7 1 Baldwin, how about two events? 'Cause they're different kind 2 of events. Or you just want to do one at a time? Makes no 3 difference. 4 COMMISSIONER BALDWIN: That's fine. That's fine. 5 I mean, it's not that I don't trust them or anything like 6 that. I just think it's -- it's a proper way to do business, 7 in my opinion. 8 MR. ROTGE: The only difficulty at waiting, like, 9 where the time comes upon us, like we had just -- what we 10 just realized, we just ran into, is these guys book, like, 11 six months out in advance. I mean, you're a musician; you 12 know how the game is played as far as that goes, especially 13 the bigger name guys; they got almost a year booked in 14 advance. I mean, that's the tough part about getting 15 somebody in there on a Saturday. 16 COMMISSIONER LETZ: So we're not getting the 17 big-budget -- 18 MR. ROTGE: No, those guys actually came on Sunday; 19 they were booked solid. Literally, they have dates. So -- 20 COMMISSIONER REEVES: I tend to think more, let's 21 try a wrestling event; let's try one music event. 22 COMMISSIONER BALDWIN: That's good. 23 COMMISSIONER REEVES: The 26th and the 9th. It 24 would be difficult to come back and have a -- have a thing 25 booked in the small time, so let's try one of each. And I 3-24-15 8 1 would make a motion to allow the wrestling event April 26th 2 and the live music event on May 9th, and then we will look at 3 any further events after we can review those. 4 COMMISSIONER BALDWIN: I agree. I'll second that 5 motion. 6 JUDGE POLLARD: All right. Any further discussion? 7 If not, those in favor, signify by raising your right hand. 8 (The motion carried by unanimous vote, 3-0-1.) 9 COMMISSIONER MOSER: I'm going to abstain; I didn't 10 hear all the discussion, so that's okay. 11 COMMISSIONER BALDWIN: Oh, you did too. 12 JUDGE POLLARD: It's three for it and one 13 abstention. It passes. All right. The other item is -- 14 MR. ROTGE: Thank you, guys. Appreciate it. 15 COMMISSIONER BALDWIN: See you. 16 JUDGE POLLARD: -- Item 1.18; consider, discuss, 17 and take appropriate action on request to allow animals for 18 dog shows in the Event Hall at the Hill Country Youth Event 19 Center. Lori Graham? I saw her just come in. Just in time. 20 MS. GRAHAM: Just in time. 21 COMMISSIONER LETZ: Just a little introduction 22 here. Bob and I visited with the representatives from Global 23 Spectrum that will be making a presentation, and, you know, 24 they didn't see a problem with it. They did say that there's 25 some things that we probably need to look at adding that are 3-24-15 9 1 not customary, or some -- maybe where the kennels are, maybe 2 the kennels in the show barn. The actual dog show itself was 3 perfectly fine, they thought, in the Event Hall, but it just 4 kind of depends on a little bit more protection. 5 MS. GRAHAM: Can I pull this down a little bit? 6 COMMISSIONER LETZ: A little protection on -- you 7 know, around the kennels themselves. 8 MS. GRAHAM: Well, the kennels themselves would be 9 in the back barn. 10 COMMISSIONER LETZ: Right. And that's part of it; 11 put them back there. And then -- 12 MS. GRAHAM: It's just the showing part. 13 COMMISSIONER LETZ: Right. 14 MS. GRAHAM: Anyone with a coated breed is not 15 going to want to be on dirt. 16 COMMISSIONER LETZ: It's concrete in the back. 17 COMMISSIONER MOSER: I have a question. In the 18 show barn, I know that's sealed, that floor. Is the floor 19 sealed in the Exhibit Hall? 20 COMMISSIONER LETZ: Yes. 21 COMMISSIONER MOSER: Okay. 22 MS. GRAHAM: So you're talking about just dogs in 23 the show, and then they leave. 24 COMMISSIONER LETZ: Right. 25 MS. GRAHAM: Back to the other part of the 3-24-15 10 1 building. 2 COMMISSIONER LETZ: Right. 3 MS. GRAHAM: But just for comfort, -- 4 COMMISSIONER LETZ: Sure. 5 MS. GRAHAM: -- people would like to be in climate 6 -- I like it climatized. You never know what's going to 7 happen. Humidity makes my hair curly. Same with a coated 8 dog. Bob doesn't have that problem. 9 COMMISSIONER REEVES: Thank you, Lori. 10 COMMISSIONER LETZ: I'll make -- I'll make a motion 11 that we allow dog shows, and I guess cat shows, if someone 12 wants to do a cat show, in the Event Hall. Kennels, however, 13 will be kept in the show barn. 14 COMMISSIONER REEVES: I'll second that. 15 JUDGE POLLARD: All right. Is there any further 16 discussion of that motion? There being none -- yes? 17 MS. GRINSTEAD: Just to clarify, so you're going to 18 make them rent both? 19 COMMISSIONER REEVES: Correct. 20 MS. GRINSTEAD: If they want to do one, they have 21 to rent them both so they can store -- 22 MS. GRAHAM: They did want -- they wanted all 23 three, technically. 24 COMMISSIONER LETZ: Right. Yeah, they can get all 25 three. 3-24-15 11 1 MS. GRINSTEAD: San Antonio Kennel's already done. 2 I'm assuming this is for other dog shows you're wanting to 3 bring in. 4 MS. GRAHAM: Well, San Antonio Kennels does want 5 the -- 6 COMMISSIONER LETZ: Right, they've got the whole 7 building. 8 MS. GRAHAM: -- the front barn also. 9 COMMISSIONER LETZ: They already have it. 10 MS. GRAHAM: Yes, wonderful. 11 JUDGE POLLARD: This is for a dog show and then a 12 separate cat show? Not -- 13 COMMISSIONER LETZ: No. 14 MS. GRAHAM: Not a cat show. 15 JUDGE POLLARD: Not the same thing. 16 MS. GRAHAM: Not any cats. But I have several -- 17 several kennel clubs that have come to me to talk to you 18 about coming to Kerrville. 19 JUDGE POLLARD: Yeah. 20 MS. GRAHAM: But they want climatized. 21 COMMISSIONER LETZ: Right. 22 MS. GRAHAM: I mean -- 23 COMMISSIONER MOSER: Well, let me ask a question. 24 The show barn is not climatized, so kennels are going to be 25 out there. You're aware of that? 3-24-15 12 1 MS. GRAHAM: People aren't going to leave them 2 there. It's going to be a temporary thing. 3 COMMISSIONER MOSER: Okay. So you're okay with 4 that? 5 MS. GRAHAM: Well, it is what it is. 6 COMMISSIONER MOSER: No, I said you're okay with 7 that? 8 MS. GRAHAM: I'm not okay with that, but I can 9 understand that. 10 COMMISSIONER MOSER: You're not okay with it? 11 MS. GRAHAM: Well, say I have a person coming in in 12 July. 13 COMMISSIONER LETZ: And there may be some way to 14 get around it by bringing in mats. There may be things to 15 do; we just need to make sure the floor is protected. 16 MS. GRAHAM: The floor can be protected. 17 COMMISSIONER MOSER: Or put them in some of the 18 offices -- I mean, meeting rooms or something like that. 19 MS. GRAHAM: Like, the agility people that would 20 like to come, the teacup agility people, we're talking about 21 little dogs, little crates. We're going to run agility in 22 the -- okay, run agility in that air-conditioned building. 23 Well, they're going to want a crate in there. But we're 24 talking about trained dogs. They aren't going to mess up the 25 floor. 3-24-15 13 1 COMMISSIONER MOSER: I'm just -- I think that we 2 get that. We're just saying we understand you like to be 3 air-conditioned. The show barn where the kennels will be are 4 not air-conditioned. 5 MS. GRAHAM: Yes, sir. 6 COMMISSIONER MOSER: Okay? 7 MS. GRAHAM: For the dog show in April, I don't 8 believe it's going to be a big issue. 9 COMMISSIONER MOSER: Okay, just long as you 10 understand. 11 MS. GRAHAM: But I'll come talk to you again if 12 somebody wants to come in July. 13 COMMISSIONER REEVES: I think that's fair enough. 14 Let's vote. 15 COMMISSIONER LETZ: Let's vote on what we have 16 right now, and then we can -- if it's -- we can always amend 17 it, and based on the specific -- 18 MS. GRAHAM: If I can get someone coming in July, 19 then I need to talk to you about -- but they don't stay 20 overnight. They just come in, they crate, they show, we 21 leave. 22 COMMISSIONER MOSER: Yeah. 23 COMMISSIONER LETZ: Good. 24 JUDGE POLLARD: Once again, nobody's told me yet 25 we're not having dogs and cats at the same time. (Laughter.) 3-24-15 14 1 MS. GRAHAM: No dogs and cats at the same time. 2 JUDGE POLLARD: Okay. Dog show one time and cats 3 another time, okay. 4 MS. GRAHAM: I'm not into cats.
