The Kerr County Commissioners Court is in session, and 9 this is a special meeting in the Commissioners Courtroom to 10 consider, discuss, and take appropriate action to interview 11 Pinnacle Venue Services and Global Spectrum to perform 12 management services at the Hill Country Youth Event Center, 13 and award contract as necessary. And -- and there will be 14 a -- if appropriately voted, an executive session as needed. 15 Commissioner Letz and Commissioner Reeves are in charge. 16 Want to proceed? 17 COMMISSIONER LETZ: I'll make a comment before we 18 get to the opening part. I think everyone on the Court is 19 aware that the two finalists were Pinnacle Consultants -- I'm 20 not sure what y'all are called -- and Global Spectrum, which 21 is now Spectra something-or-other. (Laughter.) Anyway, 22 whatever the two names are. Bob and I have spent a lot of 23 time with both companies' representatives, and I think 24 they're both excellent, you know, finalists for us to discuss 25 things with. Because of the nature of where we are in 7-8-15 4 1 negotiations, this is kind of a con -- to proceed with a 2 contract, I think we're going to probably go into executive 3 session. I'll turn it over to Commissioner Reeves, 'cause he 4 has the actual language that will be required for us to do 5 that. 6 COMMISSIONER REEVES: All right. First, since we 7 are in open session, if you don't mind, would the -- at least 8 one of the representatives from both come up and introduce 9 themselves and who's here for the record? We'll start with 10 Global, and then we'll have Pinnacle Venue Services introduce 11 who they are. But if you'll give your name and introduce 12 who's here? 13 MR. ZINGONI: Sure. Good morning, Judge, 14 Commissioners. My name is Peter Zingoni, and I'm the 15 Director of Business Development for Spectra Venue 16 Management. I'm also joined here by Kevin Jolley, who is our 17 General Manager for Spectra Venue Management in Lea County, 18 New Mexico. 19 MR. PAQUETTE: Good morning. Thank you for having 20 us. My name is Tom Paquette; I'm managing partner of 21 Pinnacle Venue Services. With me today, I have Barry 22 Strafacci, who is our senior vice president, and Pat Condon, 23 who is our C.F.O. 24 COMMISSIONER REEVES: Thank you. In order to go 25 into executive session, there's two things that's required. 7-8-15 5 1 And if the County Attorney -- if I get out of line, please 2 let me know. 3 MS. STEBBINS: I will. 4 COMMISSIONER REEVES: I figured you would, thank 5 you. The first off is that the County Attorney needs to 6 provide written determination that deliberation in an open 7 meeting would have a detrimental effect on the position of 8 the Commissioners Court in negotiations with a third person. 9 I do have that in writing that she's provided, and the County 10 Clerk will need this copy for the record. I'll just put it 11 back here. The second thing, the Court needs to vote 12 unanimously that deliberation in an open meeting would have a 13 detrimental effect on the position of the Commissioners Court 14 in negotiations with a third person. Therefore, I make a 15 motion that we go into executive session to interview the two 16 finalists separately, and in accordance with the County 17 Attorney's written opinion. 18 COMMISSIONER LETZ: Second. 19 JUDGE POLLARD: It's been moved and seconded that 20 we go into executive session to interview the two prospective 21 contractors. Is there any further discussion about this 22 motion? 23 MS. STEBBINS: Part of that motion should include 24 that you all find unanimously that it will have a detrimental 25 effect on the position of the Commissioners Court in the 7-8-15 6 1 negotiation with a third-party. 2 COMMISSIONER LETZ: That's -- 3 JUDGE POLLARD: That's part of the motion? 4 COMMISSIONER REEVES: That's my motion. 5 JUDGE POLLARD: Okay. All right. Now, any further 6 discussion? There being none, those in favor, signify by 7 raising your right hand. 8 (The motion carried by unanimous vote, 5-0.) 9 JUDGE POLLARD: It's unanimous, 5-0. We will go 10 into -- that puts us into executive session pursuant to the 11 motion. 12 COMMISSIONER REEVES: I believe the best way to 13 handle the interview process would be in the order that we 14 received the proposals back in May, and the first one who 15 presented it was Global, and whatever -- what are y'all now? 16 I don't have a scorecard with me. So -- so, I would like -- 17 and she just left. We need -- I'd like somebody from the 18 Auditor and somebody from the attorney's office to be 19 present, if that's permissible. 20 MS. STEBBINS: Sure, it is. I'll grab Brenda. 21 COMMISSIONER REEVES: So at this time, I guess 22 we'll go into executive session. 23 JUDGE POLLARD: Yeah. Pinnacle needs to -- 24 COMMISSIONER REEVES: Just stick around outside. 25 COMMISSIONER MOSER: There's a more comfortable 7-8-15 7 1 sofa out here. 2 COMMISSIONER LETZ: I would -- I guess it'll be 3 somewhere around 45 minutes each, somewhere -- 30, 45 4 minutes, maybe. You know, that's a guess. 5 MR. PAQUETTE: Let us know when you're ready. 6 COMMISSIONER REEVES: Heather, could you change 7 that sign? 8 MR. We'll be sending out an e-mail 19 this afternoon with some additional questions, and to both of 20 you. It will be the exact same to both, and we'd like to get 21 an answer back by the end of the week, which is, I know, not 22 a long amount of time. I guess it could be as late as Monday 23 morning. You can answer back by e-mail or in writing, and we 24 have a Commissioners Court scheduled Monday, and we 25 anticipate making a decision at that time. 7-8-15 8 1 MR. PAQUETTE: Okay, great. 2 JUDGE POLLARD: Commissioners Court is scheduled 3 Monday; starts at 9 a.m., so if you could get us e-mail 4 responses before that time so we can consider it in that -- 5 at that time, I'd appreciate that. 6 COMMISSIONER LETZ: And I am very impressed. I 7 think the whole Court is very impressed with both of y'all. 8 JUDGE POLLARD: Yeah. 9 COMMISSIONER MOSER: Very, very much so. 10 MR.
