And 9 Commissioner Baldwin, Precinct 1, will lead us this morning 10 in the prayer and the pledge. 11 COMMISSIONER BALDWIN: Bow your heads with me, 12 please. 13 (Prayer and pledge of allegiance.) 14 COMMISSIONER BALDWIN: Thank you. 15 JUDGE POLLARD: Before we get to the public 16 visitors' input part of this, I'd like to take the 17 opportunity to make a couple announcements. One is that 18 Commissioner Letz is obviously not here today. He's 19 attending a Region J water conference, which is a -- it's 20 real important that we have representation there, because 21 there's a -- there's a big grant that we're trying to get, 22 and he needed to be there for that. Very important. So, 23 we're sorry he's not here, but glad he's protecting our 24 interests and representing our interests down there. The 25 second thing I want to do is to introduce our Emergency 12-14-15 6 1 Management man. Dub Thomas, stand up and be recognized, sir. 2 MR. THOMAS: Yes, sir. 3 JUDGE POLLARD: This is -- Sheriff, do you have 4 anything to say about him? 5 SHERIFF HIERHOLZER: No. Dub did -- 6 MR. THOMAS: Be careful. 7 SHERIFF HIERHOLZER: -- make it into it. Yeah, we 8 know a little bit more about it, but we did swear him in as a 9 deputy sheriff a couple weeks ago. He's still going through 10 some of the training, but his biggest duty will be the 11 county's representative as the county Emergency Management 12 Coordinator. And I think everybody's -- 13 JUDGE POLLARD: Excellent. We're glad to have you. 14 SHERIFF HIERHOLZER: -- aware, he comes with an 15 extensive background in it, working it for the entire region 16 for the state when he was a D.P.S. lieutenant, and his 17 qualifications couldn't have been beat. He's also worked 18 with Red Cross and a lot of their shelter stuff, so we're 19 very proud to have him on board. I think he'll be a big 20 asset to the department and the county. 21 COMMISSIONER MOSER: May I -- 22 JUDGE POLLARD: Thank you very much. Welcome 23 aboard, sir. 24 (Applause.) 25 COMMISSIONER MOSER: I want to add one thing, too. 12-14-15 7 1 This is very important, the position that Dub has as 2 Emergency Management Coordinator. The City has an Emergency 3 Management Coordinator; now the County has an Emergency 4 Management Coordinator. These are the guys that are 5 literally in charge if there's an emergency, a major fire, 6 major flood or whatever. And as the Sheriff pointed out the 7 other day, the document is this thing, so Dub helped to 8 prepare that. So, I think this county, with Dub in place, 9 and with the city there, it's taken us a year to redo this 10 thing, but I think this county is going to have the best 11 emergency management plan probably in the state. So, 12 welcome, Dub. 13 MR. THOMAS: Thank you, sir. It's my pleasure to 14 serve. 15 JUDGE POLLARD: All right. Okay, the next thing up 16 is the visitors' input portion. We always start with Precinct Number 1, 25 Mr. Baldwin. 12-14-15 8 1 COMMISSIONER BALDWIN: That's a good place to 2 start. I don't have anything right now, Judge. As we get 3 into the meat of the meeting, I have some comments, but not 4 right now. 5 JUDGE POLLARD: Okay. 6 COMMISSIONER MOSER: I'm going to pass right now. 7 JUDGE POLLARD: I have nothing to say right now. 8 COMMISSIONER REEVES: Just a couple brief things. 9 Number 1 was at one of them. I had the opportunity to attend 10 a couple Christmas parties for volunteer fire departments. 11 Congratulations to Chief Lynch at Ingram as firefighter of 12 the year. And then went out to the Divide, and I still want 13 to know how they got that big Christmas tree in that fire 14 station. Commissioner Baldwin can talk about that, but -- 15 COMMISSIONER BALDWIN: You could barely -- you 16 couldn't get it in this room. It was the biggest Christmas 17 tree I've ever seen. 18 COMMISSIONER REEVES: And very nice getting to go 19 out there, and just -- it was nice to see the ones that are 20 out there protecting the outlying areas just to be able to be 21 recognized this year. And everybody else, this is the last 22 meeting before Christmas, but to everybody, Merry Christmas. 23 And I do mean Merry Christmas. 24 COMMISSIONER BALDWIN: Yeah. 25 JUDGE POLLARD: Yeah, not "Happy Holidays." We'll go to 1.12; consider, 25 discuss, and take appropriate action to execute System 12-14-15 12 1 Acceptance Certificate with Motorola in regards to the 2 Sheriff's Office radio system. That'll sure enough take two 3 minutes, with the Sheriff talking. 4 SHERIFF HIERHOLZER: No. We've actually passed the 5 30-day burn-in. Everything has gone real well. We have had 6 a few little minor glitches, but they were mainly on getting 7 actual vehicle radios tuned and reprogrammed, not on the 8 system itself. But all that has been taken care of, and I 9 would recommend that we sign off on the acceptance of the 10 radio system. 11 COMMISSIONER MOSER: So moved. 12 COMMISSIONER BALDWIN: Second. 13 JUDGE POLLARD: It's been moved and seconded for 14 acceptance of the System Acceptance Certificate with Motorola 15 in regard to the Sheriff's Office radio system. Sheriff 9 Hierholzer. 10 SHERIFF HIERHOLZER: The contract negotiations have 11 gone back and forth between our architect, Mr. Gondeck, and 12 Huser, and they have come to an agreement on it all. That 13 has all been run through the County Attorney. She has 14 reviewed it all. Mr. Gondeck could not be here this morning; 15 he's in Crockett County this morning on one they have going 16 there. But everything is in place and looks good, and it's 17 time we start moving forward, and I'd recommend we sign that 18 contract. 19 COMMISSIONER MOSER: So moved. 20 COMMISSIONER BALDWIN: Second. 21 JUDGE POLLARD: Been moved and seconded to execute 22 the contract with Huser Construction for the Construction 23 Manager at Risk. But -- (Laughter.) 16 COMMISSIONER BALDWIN: Not yet. 17 COMMISSIONER REEVES: Anyway, as you know, we've 18 executed an agreement with Spectra Management, and they have 19 brought on their new General Manager. He comes down from the 20 cold weather of Colorado, but we look forward to working with 21 him. It's Mr. Jake Williamson. He started on board 22 December 1st, and he's up there. And we welcome you to 23 Kerrville, and we look forward to all the good things you can 24 do out there for our new event center, Jake. So, if you've 25 got any comments, we'd love to hear them. 12-14-15 15 1 MR. WILLIAMSON: You bet, absolutely. I just want 2 to thank everybody for, you know, welcoming me to town. I've 3 been here for a couple weeks, getting to know everybody 4 already. Had a couple events, met some promoters that you 5 currently have; very great people to work with already. And, 6 really, just looking forward to the partnership that the 7 County has entered into to make sure that we keep the event 8 center open for the entire community, you know, from the 9 youth all the way to the adults, getting a wide range of 10 content so that we can really make sure that everybody in 11 Kerrville and the surrounding area has somewhere to go and 12 some events to enjoy. So, thank you. 13 COMMISSIONER MOSER: Jake, a question. On the 14 transition between Tim's organization and yours, where does 15 that stand? 16 MR. WILLIAMSON: Transition has started. I 17 currently have an office manager; Robin Martin has started. 18 And I am in the process of hiring for my director of 19 operations, so I have my facility management team in place. 20 COMMISSIONER MOSER: Okay. 21 MR. WILLIAMSON: So, the partnership between us, 22 we'll be transitioning from the stock show post that. That 23 should be Tim's last -- where he's hands-on, and I can 24 transition fully from there. 25 COMMISSIONER MOSER: Very good. Welcome. 12-14-15 16 1 MR. WILLIAMSON: Thank you. 2 JUDGE POLLARD: Where are you officing out of? 3 MR. WILLIAMSON: Oh, I will office out of the 4 actual event center, so, I'll be on-site as much as needed. 5 And we're there to take care of everybody's needs. Give us a 6 call, and we'll get your event going. 7 COMMISSIONER MOSER: So, you live here now? 8 MR. WILLIAMSON: I do. I will sign a lease 9 tomorrow and finally move into an apartment. I've been out 10 of a hotel for a couple weeks. 11 COMMISSIONER MOSER: Okay. And Robin lives here? 12 MS. MARTIN: Actually in Kerrville, sir. 13 COMMISSIONER MOSER: Yeah. 14 MS. MARTIN: I meant to say Comfort, excuse me. 15 I'm from Comfort. You flustered me. 16 COMMISSIONER MOSER: Center Point suburbs. 17 MS. MARTIN: Close. 18 COMMISSIONER REEVES: I'll say that Commissioner 19 Letz and I, along with Jody and Tim, are meeting on a weekly 20 basis to help him get transitioned, and as needed, other 21 members of the County staff are out there. This past week, 22 the Treasurer and Auditor were out there, just making sure 23 everything is moving along good. And we're looking forward 24 to what all he can bring to the table for us. 25 COMMISSIONER MOSER: Good deal. Welcome. 12-14-15 17 1 COMMISSIONER BALDWIN: Thank you, Jake. 2 JUDGE POLLARD: Thank you. All right. Item 1.4; 3 consider, discuss, and take appropriate action to approve 4 capital items for the Hill Country Youth Event Center. 5 Commissioner Reeves. 6 COMMISSIONER REEVES: Yes. You will recall at the 7 meeting right before Thanksgiving, the Court approved $20,000 8 in expenditures, which it's coming from part of the agreement 9 with Spectra Management for capital improvements that they 10 will be funding, between the relocation costs and capital 11 expenditures, $75,000. We approved expenditures of $20,000 12 at the last meeting for initial plumbing, electrical 13 upgrades, kitchen equipment and sinks, as well as a concrete 14 slab to the back between the two buildings. All of that work 15 has been completed. Jake has been looking into costs for 16 other equipment at this time. He is looking for purchasing 17 an ice-making machine and storage bin, which is needed out 18 there for any concession items. It looks like one to handle 19 the need would run approximately $10,000 out of this same 20 fund which I previously described, and therefore, I would 21 like to authorize expenditure for an ice-making machine, 22 equipment storage bin, and other items that may need to hook 23 it up, water filters, what-have-you, not to exceed $10,000. 24 COMMISSIONER MOSER: That's a big ice machine. 25 COMMISSIONER REEVES: Need a big one with the 12-14-15 18 1 amount of -- 2 JUDGE POLLARD: It's a big use. 3 COMMISSIONER MOSER: Yeah, okay. 4 COMMISSIONER REEVES: So, I would make a motion for 5 that. 6 COMMISSIONER BALDWIN: Second. 7 JUDGE POLLARD: All right. Question. Were all of 8 the -- the other part, the plumbing and so forth, was that 9 all completed within the -- 10 COMMISSIONER REEVES: Within the budget, yes, sir. 11 JUDGE POLLARD: Didn't have to go over? 12 COMMISSIONER REEVES: No, sir. 13 JUDGE POLLARD: None was left? 14 COMMISSIONER REEVES: Very little was left. But 15 they still haven't got all the final plumbing hooked up yet. 16 JUDGE POLLARD: So that will be used? 17 COMMISSIONER REEVES: Yes. 18 JUDGE POLLARD: Okay. So we're not going to have 19 to amend something and get some more -- 20 COMMISSIONER REEVES: Not at this time. Box 791550, San Antonio, 7 Texas. 8 COMMISSIONER MOSER: Here's two more. 9 JUDGE POLLARD: The next one -- this one is from 10 Waller County Asphalt, Inc, 22010 Fairground Road, Hempstead, 11 Texas. This one is for black base, Type A. They didn't bid 12 on that. They did bid on cold mix, Type CC, $147 a ton, as 13 p.p.m. Grade 4 spec attached. 14 The next one is from -- on emulsion oils, and this 15 one is from Ergon, E-r-g-o-n, Asphalt and Emulsions, Inc., in 16 Austin, Texas. 11612 Route 2244, Building 1, Suite 250, 17 Austin, Texas, 78738. And it is CRS-2 type. Bid unit cost, 18 1.3966 -- a dollar 39.66 cents per gallon. Then here's 19 something called AEP, $2.96 a gallon. And then CSS-111, 20 $1.3966 a gallon. WALSTON: Judge, if you don't mind, I'd like 25 Angela Fiedler to start. 12-14-15 29 1 JUDGE POLLARD: Okay. 2 MS. FIEDLER: All right. Y'all get you some 3 popcorn; you're about to watch a movie. No, I'm not -- we're 4 not going to watch that quite yet. 5 COMMISSIONER REEVES: Can we still have the 6 popcorn? 7 MS. FIEDLER: You can. Dadgumit, we should have 8 brought our popcorn machine. Some of y'all were at our 9 office the other day, so some of this may be repetitive, but 10 sometimes you have to hear it several times to get it in your 11 head, right? 12 COMMISSIONER BALDWIN: Repetition's the price of 13 knowledge. 14 MS. FIEDLER: That's right. I'm just going to 15 highlight a couple of the things, and this here's just some 16 of the things that we do. We do a lot of different things 17 throughout the year, but that's what makes our jobs so fun. 18 But my main focus this year was to make Kerr County 19 healthier. Unfortunately, Kerr County does rank ninth in -- 20 in the state as the -- as the most obese, so we're trying to 21 combat that. 22 JUDGE POLLARD: Is that the whole county, or just 23 the Commissioners Court? (Laughter.) 24 MS. FIEDLER: No. No, it's the whole county. 25 So -- 12-14-15 30 1 COMMISSIONER MOSER: How do they determine that? 2 MS. FIEDLER: So if it were just y'all, we'd be in 3 trouble, 'cause I didn't see any of y'all in my Walk Across 4 Texas. 5 COMMISSIONER MOSER: How do they determine that? 6 MS. FIEDLER: That is a health ranking that they 7 do, and so I can get you more information on that. So, 8 there's quite a bit -- and I actually, in that packet of 9 information, I have the resources and everything like that. 10 COMMISSIONER MOSER: So, out of 254 counties, we're 11 ninth from the worst? 12 MS. FIEDLER: Yes. I mean, but I hate to -- but 13 we're working on that. So -- 14 COMMISSIONER MOSER: Get to work. 15 JUDGE POLLARD: Keep in mind, our average age in 16 our county is about 50 years old. 17 MS. FIEDLER: It's not helping us at all. But -- 18 but there's a lot of people out there being healthy and doing 19 healthy things, and so we're spreading that. And so I had 20 102 people involved in Walk Across Texas, and we walked 21 almost 25,000 miles in eight weeks. 22 COMMISSIONER MOSER: So it means every other 23 county -- means every other county walked 50,000. 24 MS. FIEDLER: We got to get real competitive. 25 So -- but, hey, we've got a fantastic walking trail. Y'all 12-14-15 31 1 get out there and get busy. We've had 80-degree weather, so 2 you don't have any excuses. But if every -- if those 102 3 people continue to be active like that -- well, like we were 4 during that competition, you're talking over $2 million in 5 health care costs, just by combating Type 2 diabetes and just 6 keeping people active, and that worked. And so that's just 7 one of the things I do, and we'll continue to do Walk Across 8 Texas. I'm still getting a lot of good results from that 9 program, and we're going to continue to do that one. 10 Some other things that I had done this year was -- 11 on the health end of it is Better Living for Texans, and this 12 is a nutrition program that's really geared towards 13 low-income audiences in the community. And, believe it or 14 not, we do have a lot of those here. So, I look at ways to 15 help them better spend their money, how to cook healthier and 16 make healthier choices at the grocery store, how to cook 17 healthy and different things like that. So, anyways -- so 18 that's one of the things that we do. Food protection 19 management is another related program. It's more to do with 20 food safety in the community, and so not only for consumers, 21 but for restaurant -- folks that work in the restaurant 22 field. So, we provide those food safety classes so they 23 don't have to travel to San Antonio and they don't have to go 24 different places; they can do it right here, so we get a real 25 good turnout there. 12-14-15 32 1 And then a new event that -- I know I had mentioned 2 this the other day, but a new event that we were able to do 3 this year because of a grant is the Friend-to-Friend event, 4 and it's a -- it's to encourage women to get those regular 5 screenings for mammograms and pap smears so that we can 6 detect cancer; if we have problems there, we can detect that 7 early on. So, we were able to provide mammograms and pap 8 smears free of charge to the community, so I'm excited about 9 that. That happened in November, and we're still getting 10 phone calls on that to get women involved in that program. 11 So, just when you have some extra time -- I know y'all don't 12 probably have a lot of that, but take it into the restroom 13 with you and read our pamphlets when you have some time. 14 (Laughter.) 15 COMMISSIONER MOSER: Angela, it says in here that 16 Kerr County ranks ninth in the nation as the most physically 17 inactive. I think you need to substantiate some of this 18 stuff. I don't believe it. 19 MS. FIEDLER: So we can -- I can get you more 20 information. 21 COMMISSIONER MOSER: Please do. I would like to 22 see that. 23 MS. FIEDLER: Come out, and we'll talk about that. 24 So, I hate to think that Kerr County ranks that -- that high 25 in that ranking. I want to -- 12-14-15 33 1 COMMISSIONER MOSER: Just -- I don't believe it. 2 MS. FIEDLER: You don't believe it. Well, I 3 promise I didn't make it up, so it is there, and the 4 information is there. But we're -- like I said, it's not 5 just me out there doing it by myself. We have a task force. 6 COMMISSIONER MOSER: In God we trust; everybody 7 else bring data. 8 MS. FIEDLER: Yes. Yes. And, you know, I know I 9 mentioned it the other day; another thing that we're going to 10 be bringing in 20 -- let's see, '17. In spring of 2017 is 11 the Texas Mission of Mercy Dental Health Clinic, so that's 12 something that we're going to be bringing to Kerr County. 13 And so there's a lot people in need of dental work that can't 14 afford it, so I'm excited about that. So, you'll be hearing 15 more about that, 'cause it's a very big deal. 16 COMMISSIONER MOSER: I don't want to belabor this, 17 but you mentioned two things. You know, with Obamacare and 18 all this other stuff, you said dental work for those who 19 can't afford it, mammograms for those -- how do all these -- 20 how do all these things play together -- 21 MS. FIEDLER: Well, I tell you -- 22 COMMISSIONER MOSER: -- with all the other welfare 23 programs? 24 MS. FIEDLER: Well, it's a -- 25 COMMISSIONER MOSER: I'd like to know that. 12-14-15 34 1 MS. FIEDLER: Now, this Mission of Mercy, we're 2 going to actually have to pay for that, so we're going to be 3 raising funds for that. So -- 4 COMMISSIONER MOSER: So, tell me how all these 5 things fit together. 6 MS. FIEDLER: So -- but there is a need for people 7 that don't have the funds for that, even with health care. 8 COMMISSIONER MOSER: But we have a lot of sources 9 for this. 10 MS. FIEDLER: We do. And the Raphael Clinic is who 11 we've been working with for the Friend-to-Friend event, and 12 so a lot of those people come from their clinic. 13 COMMISSIONER MOSER: So, tell me how 4-H plays into 14 all that. 15 MS. FIEDLER: Well, 4-H, we teach the kids how to 16 cook healthy, and we try to teach them those healthy options 17 as well. I know I personally do that with the kids. 18 COMMISSIONER MOSER: I'll come visit with you. 19 MS. FIEDLER: Yeah, please do. 20 COMMISSIONER BALDWIN: He'll have you funding the 21 library before it's over with. (Laughter.) 22 MS. FIEDLER: My pockets are empty too. We have to 23 stretch. We find a lot of grant money, too. So, there's a 24 lot of things that we would like to do, but unfortunately, 25 like you say, funds are restricted. I want to introduce 12-14-15 35 1 Ms. Patty Zohlen. She's going to come talk about our Master 2 Gardener program. 3 MS. ZOHLEN: It's been my pleasure to serve as 4 president of the Hill Country Master Gardeners for the past 5 couple of years, and I am delighted to be able to tell you 6 that our organization is growing. We have around 100 master 7 -- certified Master Gardeners right now, and that 100 Master 8 Gardeners have provided over -- almost 7,800 hours of 9 volunteer service for Kerr County this year. So, we're very 10 pleased to be able to do that for our county. Some of the 11 biggest projects that we've had this year have been our 12 Blooms and Barrels event that we have in the spring. At that 13 event, not only do we sell plants that we've grown, but we 14 also have been -- we've increased the amount of horticulture 15 education that we're providing to the county for free, and 16 this is a group of programs that we present during the day on 17 horticultural topics. This is the second year that we've 18 done that, and we're very pleased that we've had over 500 19 people attend this event, so we're real happy. 20 JUDGE POLLARD: When is that rain barrel and 21 plant -- 22 MS. ZOHLEN: Oh, we do the rain barrel sales at all 23 of our public events. And the rain barrel sales, we actually 24 create these rain barrels ourselves out of food-grade 25 55-gallon drums. And we sell those, and the profits from 12-14-15 36 1 those go into the horticultural scholarship fund. And this 2 year, we've funded six scholarships to horticultural students 3 at the Land-Grant universities here in Texas. And so we're 4 real happy to be able to do that. This is an ongoing project 5 that we began in 2007, and it's -- we've been able to 6 continue that project. Another thing we started this year 7 was we had a fall open garden day. I went to -- at the 8 meeting that we had at the Extension Office the other day, 9 someone commented that they didn't know we had a 10 demonstration garden at the Extension Office. We do. As 11 you're driving past the Extension Office, make a right turn, 12 and turn right again, and it's right there. And this 13 demonstration garden is maintained by the Master Gardeners, 14 and it is very, very educational to anybody interested in, 15 "What can I plant successfully in the Hill Country?" So, we 16 invite you to come. 17 And the fall open garden day this year was to make 18 sure that people were aware that it was available, and we had 19 Master Gardeners in the garden to answer questions. We also 20 presented a program of -- another horticultural education 21 program on alliums this year, and -- because they're supposed 22 to be planted in the fall. So -- and our goal is to educate 23 the public on good horticultural practices. So, that is 24 basically what we do. When you -- again when you have the 25 time to read it, this annual report on the Master Gardener 12-14-15 37 1 program is included in the packet that Angela provided. And 2 we would be delighted for you to visit any of our projects. 3 These are all going on all the time. One thing that you may 4 be more familiar with in the news more recently this year was 5 the Glory Community Garden. We're very much involved with 6 that and giving a lot of support to it. And the gentleman 7 who is heading up that program actually was certified as a 8 Texas Master Gardener this past year. We're real happy about 9 that. ZOHLEN: Yes, sir? 12 COMMISSIONER BALDWIN: Would you send the Judge 13 some of this -- some information on the rain barrels? 14 MS. I'd like to just brag a little bit real 4 quickly, that this year we decided to investigate -- I don't 5 know if you know Tom Collins or not, but he introduced me to 6 a program -- it's a national program presented by -- it's the 7 President's Volunteer Service Award, and this year we 8 actually had 23 of our members qualify to earn these silver 9 volunteer service awards at the federal level. And we had 17 10 that earned the bronze level, so we're real proud of that. 11 So, I just wanted to comment on that this year. 12 JUDGE POLLARD: We'll, you're working on getting 13 more and more certified all the time, 'cause every now and 14 then, I get a stack about that high I have to sign 15 certificates on. 16 MS. ZOHLEN: That's right, Judge Pollard signs all 17 of our certificates. So, thank you for doing that. 18 JUDGE POLLARD: You're welcome. 19 MS. ZOHLEN: Every year, we -- we have a training 20 class every year, and we usually have between 15 and 20 21 people who complete that training class. It's 50 hours of 22 classroom time, plus they have to have 50 hours of volunteer 23 service time as interns in order to certify as Texas Master 24 Gardeners, so it's -- you know, you have to be dedicated to 25 it. But we get a lot of good volunteers that way. We have five 17 community clubs, and we have three project clubs, and 18 essentially what that means is these kids are out there 19 working in the community, and they're learning leadership, 20 they're learning citizenship, and they're very involved in 21 their community. Presently, 2015-2016, we have 355 kids that 22 are signed up for 4-H, and we have about 364 volunteer adult 23 leaders, so that's a pretty big deal. We have the stock show 24 that's coming up in January, the 17th through the 23rd, so we 25 want to remind everybody in here about that. And we are also 12-14-15 40 1 doing a community project this year for Big Brothers and 2 Sisters; we've adopted five families for the first time, and 3 we're calling it our Christmas Tree Wish, so it's kind of 4 line an Angel Tree. So, all of this information is in here, 5 so I don't want to take the time, 'cause I want you to be 6 able to see this. COFFER: It is the 15th; it's the Friday 18 before. And we've got a bunch of kids coming from the 4-H 19 group. We've got some F.F.A. kids coming as well, so, from 20 about 5:30 to 7:00 in the morning, we'll be there serving 21 tacos. 22 COMMISSIONER MOSER: Quick question. You said 355 23 children. 24 MS. COFFER: Kiddoes, 4-H kids. 25 COMMISSIONER MOSER: 4-H kids? 12-14-15 41 1 MS. COFFER: Yes, sir. 2 COMMISSIONER MOSER: Out of that 355, what 3 percentage, just ballpark, is -- is those that live in the 4 city and don't have animals or anything like that, and don't 5 participate in raising animals, but do the community kind of 6 thing? 'Cause that's important. 7 MS. COFFER: Okay, yes, sir. Good question. I 8 will tell you that for the stock show that's coming up, we 9 have about 185 kids that are going to be showing in the stock 10 show. 11 COMMISSIONER MOSER: Okay. 12 JUDGE POLLARD: From Kerr County? 13 MS. COFFER: Yes, sir, uh-huh. 14 COMMISSIONER MOSER: Okay. 15 MS. COFFER: What we also have is we have a lot of 16 things such as leadership that kids do, so they don't have 17 animals. 18 COMMISSIONER MOSER: Right. So, do you have 19 some -- 20 MR. WALSTON: Probably -- 21 COMMISSIONER MOSER: -- idea that would be -- 22 MR. WALSTON: If they're not showing livestock, 23 they're pretty well in the non -- nontraditional clubs, such 24 as your leadership. 25 MS. COFFER: You have -- shooting sports is a big 12-14-15 42 1 one. 2 MR. WALSTON: Robotics. 3 COMMISSIONER MOSER: Okay. I'll come talk to you. 4 MS. COFFER: Sorry, I don't have the exact number. 5 But I will tell you that also, the project barn is a 6 lifesaver, because we have about 285 kids that have animals, 7 and if we didn't have that, they wouldn't have a place to do 8 that. 9 COMMISSIONER MOSER: Sure. Good. 10 MS. COFFER: Thanks for the question. 11 JUDGE POLLARD: Probably city people. 12 COMMISSIONER MOSER: Right, that don't have a 13 place. 14 JUDGE POLLARD: That don't have a place. 15 COMMISSIONER MOSER: That's great. 16 JUDGE POLLARD: So, that's good. I'd like to make 17 a comment about that, too. I'm also the juvenile judge in 18 Kerr County, and since I've been on the bench now about a 19 year and a half, I've not seen one kid from the 4-H program, 20 or any of those programs out there at the Ag Barn. I haven't 21 seen any soccer moms' kids. The point I'm trying to make is 22 that if the family's involved with the kids, they don't -- 23 they don't end up in juvenile court. And I can tell you that 24 Judge Tinley, who served, I think, 13 years prior to me on 25 there, has been quoted too. I've heard him -- he was quoted 12-14-15 43 1 as saying he had never had any of those kids in juvenile 2 court. I think it's a fantastic program, and I urge anybody 3 that can to support it. I really do. Thank you. 4 MR. WALSTON: Thank you, Judge. 5 COMMISSIONER BALDWIN: Roy, before you get started, 6 I want to make -- make a comment as well. The -- the Cowboy 7 Breakfast, you know, one of the items that they have out 8 there is the cow chip toss. Now, for the people that are 9 interested in politics, those guys from across the street, 10 the City Council, come over here and -- and pitch against us 11 guys. No competition. (Laughter.) Zero. 12 MR. WALSTON: That's -- 13 COMMISSIONER BALDWIN: We're talking about throwing 14 a little bull around, you know, and here's the masters 15 sitting at this table. That trophy's out there on the wall, 16 and has been out there for a number of years. Of course, 17 we'd refuse to give it back to them if they won, but -- 18 (Laughter) -- but it's worth the time to come see that. 19 MR. WALSTON: Yeah. 20 COMMISSIONER BALDWIN: We're the champs. 21 MR. WALSTON: Good. That's -- 22 JUDGE POLLARD: It's awful early in the morning. 23 MR. WALSTON: It's early, and usually pretty 24 chilly, but it's got plenty of hot coffee too. What I would 25 like to share with you this morning is -- is -- and I 12-14-15 44 1 appreciate y'all taking so much time, and I apologize, but 2 we've got a lot of programs going, and this thing, I'm 3 thankful John Trolinger's been able to help me get this up 4 and going. We -- this is a program that we started this last 5 year that I've been wanting to do for probably 10 years, and 6 it's a -- we opened it up to South Texas. It is a -- we call 7 it Youth Agricultural Lifetime Leadership. As we see kids 8 start to get into the high school age level, and they start 9 to think about their career plans and college plans and what 10 are they going to major in, we have a lot of kids in this 11 area they want to major in -- want to go into agriculture. 12 However, agriculture's changed in the last 20, 30 years since 13 I've graduated. There's a lot of job opportunities out 14 there. There's a lot of things that are -- that are 15 available to youth now that weren't 20 and 30 years ago. 16 And so this is an opportunity for -- we basically 17 took this as a challenge to try -- and we limit it to -- 18 we're going to limit to it 30. We ended up with 20 youth on 19 this tour, and this is a six-day-long tour. We took these 20 kids up through the panhandle of Texas. Their cost to them 21 was about $200 out-of-pocket. The rest of it we paid for 22 through sponsorships, support through Capital Farm Credit, 23 the Community Foundation, various feed companies, 24 pharmaceutical companies and things. So, the total cost of 25 the program ended up right at $20,000, but we had 20 youth, 12-14-15 45 1 so they put in about $4,000. The rest of it came from 2 sponsorships. So, this was the intent, was to get these 3 youth out, and we went through the panhandle of Texas up 4 through Lubbock, Amarillo, back down through Childress and 5 back into Angelo, and gave them an opportunity to see really 6 what's out there as far as internship opportunities, career 7 opportunities, what universities, whether it be Angelo State, 8 Texas Tech, West Texas A & M, and then, what did those 9 universities have to offer as far as career plans and -- and 10 degree plans that they might could help? 11 So, as we finished up the tour -- and I can tell 12 you, after six days, it was probably a day too long. We 13 about wore them out, and I can tell you we were worn out. 14 But it was really worthwhile to see -- we weren't sure how 15 involved these kids were going to be in this tour, you know, 16 if it was just going to be a trip that they were going to 17 take as a lot of fun, and -- but they were committed, and 18 they were sold on it. And they took it as -- as a young 19 leader and a future agricultural producer. And we actually 20 gave each -- we broke them into five groups, and gave each of 21 the groups a scenario to where they were responsible for, on 22 that tour, finding out information in which they would be 23 interviewed in -- in an interview process on those scenarios, 24 and those scenarios included wastewater effluent, drug use in 25 food animals, also had to do with water efficiency and water 12-14-15 46 1 irrigation management, some of those things. And so we gave 2 them -- we gave them these challenges and these scenarios 3 that they were going to have to defend in an interview 4 process, and it was very interesting to see the commitment 5 that these kids took on this tour, and what they learned out 6 of it. 7 So, I want to share this with you. If you have 8 anybody else in the community that would be willing for us to 9 come and share this information, we'd be glad to share it 10 with them and explain what our tour is. We're going to do it 11 again this year. Starting after the first of the year, we're 12 going to try to start securing some more sponsorships to make 13 that happen. We take a chartered bus, and hopefully this 14 year it won't break down on us. But we got to about Winters 15 and it shut down, and we ended up making it the rest of the 16 way on baling wire and duct tape. So -- (Laughter.) 17 MS. COFFER: That's the truth. 18 MR. WALSTON: But, John, if you would go ahead and 19 start that for us? WALSTON: But it was -- yeah, it was completely 17 funded through sponsorships and through the kids. 18 COMMISSIONER MOSER: Good. 19 COMMISSIONER REEVES: Judge, if I may, this past 20 Friday, Number 1, Number 2, and I were at a conference put on 21 by Extension down at Uvalde, and I don't know about y'all, 22 but during some of the breaks talking with our colleagues 23 from other counties, as well as Mr. Ripley and Ms. Greer, I 24 heard so many great comments about the Kerrville Extension 25 Office, just not only the 4-H, but everything that's involved 12-14-15 49 1 out there. And I guess one of the best things -- while it 2 wasn't directed at us, it's a good thing it wasn't directed 3 at us. They were talking about, "Well, we're about to get 4 this agent in County "X"; we lost our agent over here." And 5 we have a continuity with Roy, Angela, and bringing in Kay -- 6 Koy, I'm sorry. But we have such a good program going on 7 from all aspects of it, and with Kerr County changing from 8 historically farm and ranch, and we still have a lot of that, 9 but the other avenues that you're changing to, and to hear 10 from it your peers and our colleagues, just -- it really 11 makes the Commissioners take notice when you're getting 12 unsolicited bragging from other counties. So, I compliment 13 your whole staff. 14 MR. WALSTON: Thank you. 15 COMMISSIONER REEVES: By the leadership you're 16 providing here. 17 MR. Is it Alves 3 or -- 4 COMMISSIONER REEVES: Alves. 5 JUDGE POLLARD: Alves, okay. Commissioners Reeves. 6 COMMISSIONER REEVES: Yes. About two months ago, I 7 get a letter left in my box, and I really just wanted to 8 throw it away, because it was announcing the retirement of an 9 individual who led the emergency services district out of 10 Mountain Home, ESD Number 2. I had the privilege of serving 11 on that board prior to coming here, and, gentlemen, if you 12 want to know how to run a fast and efficient meeting, take 13 lessons from Ben. He can take care of that. But in all 14 seriousness, he led -- he's a member since 2006 -- or 2005; 15 he was president since 2006. I'm very sad that you're 16 leaving, but you're leaving behind a legacy. ESD Number 2, I 17 believe, is now debt-free. This occurred while he was there. 18 And what I would like to do is read a resolution into the 19 record, and we can't give it to you today because we'll be 20 missing one signature, but I promise I'll get it to you, Ben. 21 But thanks to our great resolution writer downstairs, a 22 resolution of the Kerr County Commissioners Court. 23 Whereas, Ben Alves has been a member of the Kerr 24 County Emergency Services District Number 2 Board of 25 Directors since 2005; and whereas, he has served as president 12-14-15 51 1 of the Board of Directors of the ESD Number 2 since 2006, and 2 under his leadership and the leadership of other board 3 members, tax funds have been managed in an exemplary way, and 4 grants have been secured, and fundraisers sponsored by the 5 Mountain Home Volunteer Fire Department have taken place to 6 provide needed funds for the enhancement of fire services in 7 the Mountain Home area, and to have available services to 8 other areas of Kerr and surrounding counties as needed in 9 emergency situations; and whereas, Ben Alves has provided the 10 guidance and leadership to the board during this time and 11 helped the emergency services district become successful; and 12 whereas, the residents of the western part of Kerr County who 13 live and work in the area covered by the ESD have benefited 14 from his leadership, and the lives and property protected by 15 the Mountain Home Volunteer Fire Department have been 16 improved; and whereas, Ben Alves has announced his retirement 17 from the Kerr County Emergency Services District Number 2 18 effective December 31, 2015. So, therefore, be it resolved 19 that the Kerr County Commissioners Court honors and 20 recognizes Ben Alves for his service and dedication to the 21 residents of Kerr County Emergency Services District Number 22 2, and to all citizens of Kerr County during his tenure on 23 the Board of Directors. And 1.17; 2 consider, discuss, and take appropriate action regarding a 3 resolution to encourage the reliability of telephone service 4 to Kerr County, especially telephone service related to 5 public safety and emergency services. Commissioner Moser. 6 COMMISSIONER MOSER: Thank you, Judge. Just -- I 7 know we're running a little bit late, so I'm going to make it 8 really brief. We had a committee meeting -- ad hoc committee 9 meeting before Thanksgiving, looking at what happened in the 10 telephone service and the destruction thereof, and it was 11 myself and the mayor, Mark Del Toro from 911, Patrick Tinley 12 and Rusty Henderson from the -- from the telephone companies, 13 and the I.T. departments for both the County and the City. 14 And they did -- Patrick Tinley and Rusty did a fantastic job 15 of identifying what the issues were and what some potential 16 corrective actions will be, so I've asked if they would come 17 and show this to not only the Commissioners Court, but some 18 of the other recipients of the service once we get some 19 redundancy put in place. And the hospital is represented 20 here by Pat Murray. And so if you would, please, Patrick. 21 Thank you for coming. 22 MR. TINLEY: We'll see if we can get this 23 technology to work real quick. 24 JUDGE POLLARD: Patrick Tinley. That's kind of a 25 familiar name in this room. 12-14-15 54 1 MR. TINLEY: No relation. (Laughter.) 2 COMMISSIONER MOSER: There's a lot of -- 3 MR. TINLEY: I get a lot of people ask me that. 4 COMMISSIONER MOSER: Is it going to work? 5 MR. TINLEY: It worked a second ago. It might just 6 need to wake up. 7 COMMISSIONER MOSER: Okay. So, while he's doing 8 that -- 9 MR. TINLEY: There you go. 10 COMMISSIONER MOSER: Okay. Go ahead, Patrick. 11 MR. TINLEY: Okay. Let's see if this is working. 12 As Commissioner Moser said, my name is Patrick Tinley. I'm 13 the manager of network operations for Hill Country Telephone. 14 We -- as you said, we had the meeting, so I'm just going to 15 go over a couple of slides here that'll show you what went 16 wrong and how -- the reasons why. So, we had the first fiber 17 disruption on 6-2 of 2015. That was near Leon Springs, near 18 the new -- where the H.E.B. is and the Walmart is going in 19 there. Now, the exact cause of what happened there we 20 haven't been told, but we're pretty sure it had something 21 related to what they were working on drainage-wise for 22 TexDOT. But, obviously, the outage lasted more than 12 23 hours, and that was detrimental to the work here. It 24 affected everything with the exception of communication 25 between Rusty's -- Windstream's office and Hill Country's 12-14-15 55 1 office at the time, which the reason why is there was a -- no 2 fault in the SS7 that interrupted our services there, but it 3 did disrupt 911 and multiple other services coming into Kerr 4 County. 5 The second cut was on 7-31. It was near Welfare 6 Road, Exit 533, on the north side of the interstate. The 7 fiber was cut by a contractor for FiberLight. FiberLight has 8 nothing to do with AT&T; they're a new company putting in 9 fiber to try and deliver services to cell towers, and -- and 10 they're an independent company. They were under a utility 11 permit, and the outage lasted about 12 hours. AT&T did the 12 repair on this one, and they're stating that the reason was 13 an incorrect locate. All the major utilities, with the 14 exception of Hill Country and some other smaller companies, 15 contract a third party to do their locates, and I can't think 16 of the name of the contractor that they used off the top of 17 my head, but I feel that that contractor probably has a lot 18 of turnover, and so there might be a training issue with 19 locating fiber. In this case, they were trying to put cable 20 in a very narrow space, which was probably less than 2 feet 21 spacing between one cable and another, and they were using a 22 rock saw. And you can't feel a lot with a rock saw except 23 for when it cuts stuff and disrupts it, so that was what 24 caused it, and then all services were disrupted. Now, 25 internet, for the most part, between Rusty's company and 12-14-15 56 1 myself was not disrupted, because we have a lot more 2 flexibility with how we can route our internet traffic in and 3 out. It's not as highly regulated as the traffic that we're 4 referring to in this case. So, in all three cases, our 5 internet was not disrupted, and neither was Rusty's. Is that 6 correct? 7 (Mr. Henderson nodded.) 8 MR. TINLEY: That's correct. Rusty's my backup. 9 The last cut, which was off I-10, the most recent cut, was -- 10 oh, I got the slide mixed up here, but it was closer to 11 Comfort. If y'all know where the Mueller building is, the 12 metal fabricator building, it was just west of there a little 13 bit. Another FiberLight contractor was setting a utility 14 pole, and they were doing an aerial span, and when they set 15 the utility pole -- when they put the auger in the ground, 16 they came up with a cable, and that was also due to a 17 mislocate of about 3 feet. In this case, AT&T allowed us to 18 repair the fiber, which shortened the outage duration to 19 about 8 hours. It's pretty intensive when you got to repair 20 a fiber cable. It's not like in the old days where copper 21 can just be twisted back together. It has to be 22 fusion-spliced, and fusion splicing is time-consuming. And 23 in addition, you have to excavate to put in a new conduit 24 system, put in hand-holds, 'cause you have to do a splice on 25 both ends of the cable, so it can be very time-consuming. 12-14-15 57 1 So, that's one of the reasons why the outages take so long. 2 But we're fortunate and blessed that AT&T did allow us to 3 take the bull by the horns and fix it, because otherwise they 4 didn't have a construction crew anywhere close, and we'd have 5 probably been looking at more of a 12- to 14-hour outage. 6 So, the network today. So, Windstream and Hill 7 Country both share a common meet point with AT&T in Comfort, 8 Texas. So I don't know how long ago AT&T built fiber into 9 Comfort, so -- and we both connect to that same meet point, 10 so it falls I-10. And I'm not really going to talk about 11 specifics of how it falls on I-10, because we don't want to 12 divulge any information that might encounter terrorism or 13 something of that nature. And then it ends up in Leon 14 Springs. From Leon Springs, I'm not 100 percent sure how it 15 routes. I don't have that much detail on AT&T's network 16 currently today as to how their traffic routes. 17 So, just to give you a little bit of background on 18 how the network topology works, we currently run what we call 19 SONET. It's been around since the late '80's, accepted in 20 the '90's, and it's been in use for a number of years. Now, 21 it works off of a two-fiber system. Two fibers are active; 22 two fibers are protect. The unfortunate part is, if both 23 fibers are in the same sheath and the fiber gets cut, then 24 your redundancy is effectively null. So, the typical -- most 25 networks in Texas, it is a collapsed ring, because what we 12-14-15 58 1 call uncollapsed rings are very expensive, because you have 2 to put fiber in the ground geographically diverse from each 3 other. Some people actually put them on either sides of the 4 road. But AT&T, in this case, they were providing a service 5 to Hill Country and Windstream at the time, and they chose to 6 do it the least expensive method, which is understandable in 7 their case. 8 So, obviously, the red is how it is today, and the 9 green is what we would -- what is desired for that type of 10 scenario. So, just to kind of -- you know, the cuts, you 11 know, Cut 1 was between Comfort and Leon Springs, Cut 2 12 there, and then the last cut, which was closer to Comfort. 13 So, what we're looking at is Hill Country is actively already 14 in the process of working with AT&T to re-home the traffic 15 that was going to Boerne, to Leon Springs. Once we do that, 16 then they will take that connection through their -- what we 17 refer to as a dense wave division multiplexing network, which 18 is not rocket science, but is pretty close. It takes that 19 traffic and it diversifies it through AT&T's backbone in San 20 Antonio, brings it around to Bandera. From Bandera, Hill 21 Country already has an established meet point with AT&T near 22 -- near our boundary. As I said, I'm not going to get too 23 specific there. And then we would take that second leg back 24 around, which we already have fiber today to bring that into 25 Comfort, so that if the fiber were to be cut on I-10, the 12-14-15 59 1 traffic would switch and come through -- you know, if there 2 is some issues with AT&T beyond Leon Springs, there is a 3 potential there could be a problem, but I discussed that with 4 AT&T, and they haven't had an issue with that in probably 10 5 years, so we're just going to knock on some wood here. 6 Because most of the development is from Leon Springs towards 7 us. 8 COMMISSIONER MOSER: So, you have a geographically 9 redundant system up to Leon Springs, and beyond that, no 10 historical issue? 11 MR. TINLEY: No historical issue. 12 COMMISSIONER MOSER: Got you, okay. 13 MR. TINLEY: And they'll take that -- that 14 connection, like I said, through their dense wave, which is a 15 ring as well, in San Antonio, and I think one leg goes to 16 Babcock, and then another one goes down to their Diamond 17 office, which is down closer to Highway 16 and 410. Anyway, 18 it's down in that area, and that's how we would pick it up 19 from AT&T in Bandera. 20 COMMISSIONER MOSER: Okay. 21 MR. TINLEY: So, as well, we're -- Windstream and I 22 are working together, 'cause Windstream -- my fiber and 23 Windstream's fiber does meet along Highway 27, but it kind of 24 defeats the purpose of diversity, because their fiber 25 currently already runs up and down Highway 27, as does some 12-14-15 60 1 of mine. So if we were to bring them back through Highway 2 27 -- and right now they're doing a big project; you know, 3 Avery's is building a big building out there right now near 4 the airport. If they were to cut it, then they would be 5 isolated. So, we -- we chose to look at an alternative, 6 which we do -- Hill Country does have fiber within a mile of 7 where they have fiber, so right now we are in negotiations 8 with Windstream to develop that. Obviously, there's money 9 involved, but -- and for us to do this diversity, it's going 10 to -- you know, the paper had a pretty good article in 11 Sunday's paper, or Saturday's paper. The only thing is that 12 they mentioned $30,000 for a fiber build, which was 13 incorrect; it's actually $30,000 for electronics. We have to 14 buy a card for the Leon Springs office, and we have to buy a 15 card for the Bandera office. These cards run about $15,000 a 16 piece, and that includes the optics needed to support what 17 we're trying to accomplish here. And Hill Country has 18 committed that capital to build that. 19 COMMISSIONER MOSER: So you're talking a total of 20 about 60,000? 21 MR. TINLEY: Well, if Windstream does the same 22 thing that we're trying to work on, then Windstream would 23 have to buy a set of cards as well. I tried to work with 24 AT&T to -- to allow them to use the same card that I'm 25 buying, and maybe we could split the cost, but unfortunately, 12-14-15 61 1 Windstream has a much larger connection. The connections are 2 -- are what we call in different bandwidths, so they have 3 what they consider a 192 -- an OC-192, which is equivalent of 4 a 10-gig internet circuit, so it's a pretty big circuit, 5 versus what's called an OC-48, which is about two and a half 6 gigs of bandwidth. So, if we both had OC-48's, we probably 7 could share the same card, but unfortunately, because they 8 have a bigger piece -- which it makes sense, 'cause before 9 Hill Country put in our tandem, the Kerrville tandem was the 10 tandem for the entire area around here. So, unfortunately, 11 it would be 30,000 -- 30,000 for us and 30,000 for Windstream 12 for the type of diversity. But, obviously, it's -- it's a 13 cost that we need to incur. I can't speak for Windstream, 14 but Hill Country is going to move forward with that cost. 15 So, the -- like I was stating, we're developing a 16 meet point along 173. I'll just tell you it's in that 17 general area, but it is diverse from the Highway 27 18 connection. And so we are in negotiations to develop that 19 meet point. And a lot of times, it's not so much a -- the 20 building and the fiber to meet the meet point is -- they're 21 going to incur a right-of-use of fiber that we have from the 22 AT&T meet point all the way to their meet point. And most of 23 the places, you know, when we work with different providers, 24 we do what we call an asset swap where we try and swap some 25 fibers. You've got fibers going this way, and so it's a 12-14-15 62 1 win-win situation for both companies. But that's ongoing. 2 So -- 3 COMMISSIONER MOSER: So, with that, Patrick, just 4 for clarity, so that gives us three -- if all that's done, 5 that will give us three routes of communication? 6 MR. TINLEY: Well, it'll correct the two routes 7 that we have today. 8 COMMISSIONER MOSER: Okay. 9 MR. TINLEY: The OC-192 that Windstream -- if 10 everything works out, you know, with us, and our 11 negotiation's been very friendly, and AT&T has been very 12 responsive, so that would give their connections a diverse 13 route, and give my connection a diverse route. 14 COMMISSIONER MOSER: Okay. 15 MR. TINLEY: So that if there was another cut -- 16 and, unfortunately, I'm going to say there probably will be 17 along I-10. 18 COMMISSIONER MOSER: Probably will be, right. 19 MR. TINLEY: Because the contractor is still 20 working out there, and unfortunately, in the area that 21 they're working in, there's a very -- we're working with 22 TexDOT to see, you know, if we can have them move where they 23 are in the -- the utility right-of-way. That's an ongoing 24 thing with -- and it's unusual, 'cause TexDOT -- there's, 25 like, a boundary line. Kerrville's TexDOT covers, like, 12-14-15 63 1 Comfort and going towards Junction, but once you get past a 2 certain line out towards Junction, I'm not sure exactly where 3 that is, then it's a different entity. 'Cause we're actually 4 building fiber right now out to Junction along I-10 ourselves 5 to provide services to the city of Junction. So, you know, 6 it's -- it's a difficult scope of work, because they -- 7 they've already got cable in the ground. I believe there's 8 AT&T and Guadalupe Valley. That's a telephone company near 9 Bulverde. Theyre a fairly large size company as well. 10 They're an independent just like Hill Country is. They have 11 fiber in the ground. I believe Windstream has fiber out 12 there as well, but it's on the other side of the interstate. 13 Is that correct, Bruce? 14 So, it's -- you know, like you said, it can get 15 kind of complicated, but overall, it's -- so, you know, Hill 16 Country did leave it to AT&T on the first fiber cut that was 17 trying to get that diversity rolling. AT&T was a little 18 resistant at first, but after the second cut, they put it in 19 gear, and 911 actually got a call from a gentleman at the 20 F.C.C. about our 911 diversity filing that we're required to 21 file. I didn't think anybody read that stuff, but I got a 22 call from a guy in Washington, D.C., and so he was very 23 interested. And so I've been -- not so much injecting him, 24 but I've been saying, you know, "This guy at the F.C.C. is 25 very interested," so it's kind of spurred AT&T to move along. 12-14-15 64 1 But it is mandated to have all 911 diverse by 2017, I believe 2 is what the F.C.C. mandate is, so the -- anyway, AT&T may be 3 very responsive. I understand it's a public safety issue. 4 You know, they did get regulatory approval. We 5 were waiting on that at that last meeting that we spoke, and 6 that was a big hurdle, 'cause, obviously, a lot of this stuff 7 is highly regulated, and that we weren't sure was going to 8 get through the regulatory approval process, but it did. So, 9 that's why we're moving on. And as I -- just the other day, 10 I had a conference call with AT&T. We were negotiating when 11 we were going to start doing these rearranges to accomplish 12 the first phase, which is to get the circuits taken all the 13 way back to Leon Springs. Beyond there, then we will do the 14 redundancy path. So, Windstream and I are currently still 15 evaluating the options as far as building that interconnect 16 with each other. I think that'll come to fruition, just 17 because it's the -- it's the simplest method of attacking the 18 problem. But, obviously, everybody's got budgets. Y'all 19 have a budget just like I do, and there is some dollars 20 involved if we have to build. And as I stated in the City 21 Council meeting, it can cost us to bury fiber. Depending on 22 the rock, it can cost $50,000 to $70,000 a mile. Just 23 depends on -- 24 COMMISSIONER MOSER: And that's a physical 25 connection that you and Windstream are -- 12-14-15 65 1 MR. TINLEY: Correct. 2 COMMISSIONER MOSER: Okay. 3 MR. TINLEY: Right. Yeah, we have approximately 4 about a mile of fiber, give or take. 5 COMMISSIONER MOSER: Okay. 6 MR. TINLEY: Give or take, that needs to be built 7 to interconnect us along that path. 8 COMMISSIONER MOSER: You're somewhere in the 9 $70,000 range or less? 10 MR. TINLEY: Well, and there's a creek there as 11 well, so there -- there could be a bore. And -- but, you 12 know, there's other options we can look at as well. So -- 13 COMMISSIONER MOSER: Okay. 14 MR. TINLEY: So there are -- there are boundaries 15 there, but, you know, it's nothing that can't be overcome. 16 It's just -- obviously, Windstream's a much bigger company, 17 and their budget's probably a lot tighter than probably a 18 smaller company. That's the good thing about a smaller 19 company; we can be a little more agile because we don't have 20 as big of a footprint to worry with. But, obviously, 21 Windstream is concerned about this. I'm not going to say 22 they're not, because the meetings that we've had with them, 23 they are -- this is one of their top priorities. So, 24 obviously, everybody knows that we're both competitors, but, 25 you know, Rusty and I are going to do what's correct for the 12-14-15 66 1 community and Kerr County so that we can provide a more 2 reliable, robust network. That's just the bottom line. 3 COMMISSIONER MOSER: That's the bottom line. 4 MR. TINLEY: Yeah. 'Cause if I didn't, you know, 5 then the guy that used to be in that chair, he would be 6 kicking my butt all over town. So -- (Laughter.) So, you 7 know, that's just the way it is, you know. And we are 8 working -- 9 JUDGE POLLARD: I understand that kind of language. 10 MR. TINLEY: Yeah. Yeah, probably been a little 11 more fluent. But we are working on trying to rearrange the 12 911 traffic that is currently coming in today through a 13 diverse route, and that is functioning quite well. We've got 14 orders and things are moving along. So, Rusty and I actually 15 have a -- a circuit that's in play that we need to work on 16 this week with AT&T that will diversify quite a bit of the 17 things from Mark Del Toro and Windstream circuits as well, so 18 we -- that is there. So -- and our goal is to have the -- 19 H.C.T.C.'s goal is to have the diversity project complete by 20 the end of the first quarter of 2016. So -- you know, and we 21 hope to get it done sooner, but obviously, we're at the mercy 22 of another entity, which is AT&T. And, obviously, they have 23 a lot of stuff -- I mean, they're like a whole 'nother 24 country themselves as far as all the different entities. The 25 lady I deal with is in Alabama. She's been a very nice lady 12-14-15 67 1 to deal with. I've dealt with her for years, and so she is 2 facilitating helping us get a lot of this stuff done a lot 3 faster than it normally would. So -- so, with that, do you 4 have any questions? Hopefully I didn't take too long, didn't 5 make anybody -- 6 COMMISSIONER MOSER: Well, let me just comment. 7 You just -- you said the bottom line, a while ago, is what -- 8 what you and Rusty are doing to -- working with AT&T for the 9 good of the community. And there's a lot of cost involved. 10 You know, you said 60,000-plus, 70,000 potentially there, so 11 you're at $100,000. 12 MR. TINLEY: Correct. 13 COMMISSIONER MOSER: Plus. It's not cheap. But 14 you guys are -- are stepping up to the plate, and I just 15 wanted to let the Court and the other people in the public 16 understand exactly what you're doing. 17 MR. TINLEY: Mm-hmm. 18 COMMISSIONER MOSER: And we appreciate it very, 19 very much. And the next agenda item is -- or one of them, 20 I've got a resolution that I'm going to propose that we have 21 just perhaps to help you with dealing with AT&T and anybody 22 else, and also to thank you for doing it. 23 MR. TINLEY: It's our pleasure. I mean, I -- 24 obviously, we -- we don't want to provide service that is -- 25 you know, that can be potentially disrupted. And our -- you 12-14-15 68 1 know, we obviously have to work with AT&T to get that 2 accomplished, and I think it is going to happen, and I 3 believe it will happen real soon.
