PAGE 3 *** CALL TO ORDER 3 4 1.1 Consider, discuss and take appropriate 3 action regarding reorganization of Kerr 5 County Road and Bridge Department; and appointment of Managers. 6 *** Adjourned 6 7 * * * * * * 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 3 1 THE COURT: Okay, it's June 10th, 2016, it's 2 about 1:04 looks like, 1:05 p.m., and the Kerr County 3 Court is in session -- Commissioners' Court is in 4 session. 5 And item 1.1 is consider, discuss and take 6 appropriate action regarding reorganization of Kerr 7 County Road and Bridge Department; and appointment of 8 Managers, and we're going to go into executive session 9 for purposes of doing that. 10 And so we go into executive session pursuant 11 to Sections 551.071, .072, .073, .074, 078, .0785, .076, 12 .087, all of Chapter 551 of the Texas Government Code. 13 We're in closed session. Close the doors. 14 (Executive Session was had.) 15 THE COURT: Okay, the closed session closed, 16 we're now back in open session. Is there anyone wishing 17 to make any comments or any motions? 18 COMMISSIONER LETZ: I make a motion that we 19 reorganize the current Road and Bridge Department into 20 two separate departments. One Department would be Road 21 and Bridge Department which Kellie Hoffer will be head 22 of that Department, at a salary of $80,000.00 a year, it 23 will be an exempt position. 24 And then they'll be a County Engineering 25 Department which would be headed up by Charlie Hastings, 4 1 at a salary of $106,000.00 per year, and that position 2 is an exempt position as well. And request that both -- 3 that they work together in the next couple of weeks and 4 by our second meeting in June come up with an 5 organizational plan for each of their departments 6 respectively. And this will become effective Sunday, 7 whatever that date is. 8 JUDGE POLLARD: Which is the beginning of a 9 pay period. 10 COMMISSIONER LETZ: Right. 11 JUDGE POLLARD: Right, the 12th. 12 COMMISSIONER LETZ: On the 12th. 13 COMMISSIONER REEVES: I'll second that. 14 15 JUDGE POLLARD: Been moved and seconded as 16 stated. I'm not going to try to repeat all of that, but 17 it's in the record. Any further discussion or comments? 18 COMMISSIONER REEVES: Just that I know y'all 19 will do a good job, and I know both of you realize that 20 we got about 50 thousand bosses out here, and we 21 remember that. 22 COMMISSIONER BALDWIN: This is history, you 23 guys are making history, be part of history in Kerr 24 County. I remember when we went from the Commissioners' 25 System to the Unit Road System, and now you guys are 5 1 changing that. 2 JUDGE POLLARD: And that was over your dead 3 body, wasn't it? 4 COMMISSIONER BALDWIN: Yes, it was. But I'm 5 still here. 6 JUDGE POLLARD: Yes, Sir, I know. 7 COMMISSIONER BALDWIN: And the -- 8 JUDGE POLLARD: And a convert. 9 COMMISSIONER BALDWIN: But I appreciate you 10 guys doing what you do. I know your commitment to this 11 County and I appreciate that. 12 COMMISSIONER LETZ: It's really a unit road 13 system or revamped unit road system. 14 COMMISSIONER BALDWIN: Yeah, it was 15 revamping the unit road system. Because the people 16 voted that thing in. It's not a -- no question of 17 getting rid of it. 18 COMMISSIONER MOSER: The people were right. 19 COMMISSIONER BALDWIN: They were right. 20 COMMISSIONER MOSER: Good luck. 21 MS. HOFFER: Thank you. 22 MR. HASTINGS: Thank you. 23 JUDGE POLLARD: If there's no further 24 discussion or comment those in favor of the motion 25 signify by raising your right hand. It's five zero, 6 1 unanimous. 2 COMMISSIONER LETZ: Another comment before 3 we get off the agenda item, I think we need to do a 4 press release for a number of reasons. One, it will 5 impact the public a lot. So I don't know which of you 6 four want to write that press release. 7 MR. HASTINGS: I'm not it. 8 MRS. GRINSTEAD: Rosa. 9 COMMISSIONER MOSER: Yeah, Rosa. You two go 10 talk to Rosa. 11 COMMISSIONER LETZ: Well, I would appreciate 12 it based on that if y'all, you know, we need to get a 13 press release out pretty quick. 14 COMMISSIONER MOSER: And make it short. 15 COMMISSIONER LETZ: Not real long. Just as 16 short as reorganizing. I'll be here for a little bit. 17 How about I'll work with Jody on this. 18 JUDGE POLLARD: Jody's good at it. 19 COMMISSIONER LETZ: Jody's great. 20 JUDGE POLLARD: All right.
