It's Sunday, 2 January the first, 2017. We'll have a hard time getting 3 used to that and writing it. Commissioner Baldwin is 4 still a Commissioner until he's -- his replacement is 5 sworn in. He told me he was through. I guess he really 6 meant it. He's not here, okay. 7 The Kerr County Commissioners' Court is in 8 session at the Kerr County Courthouse, and we'll start 9 with the prayer and the pledge of allegiance with 10 Commissioner Moser leading us on that. 11 (Prayer and Pledge of Allegiance.) 12 JUDGE POLLARD: All right. The first item 13 on the agenda today at this point it'll be comments from 14 the Commissioners and County Judge as to anything they 15 want to talk about at this time? 16 COMMISSIONER MOSER: Nothing. 17 JUDGE POLLARD: I don't think Mr. Baldwin 18 has anything to say. I don't. 19 COMMISSIONER LETZ: Happy new year everyone. 20 COMMISSIONER REEVES: I feel the sentiments, 21 happy new year. 22 JUDGE POLLARD: Happy new year everyone 23 says. So let's go to item 1.1 on the agenda, that's 24 approval of bonds for all elected officials and/or 25 appointed officials whose bonds have not previously been 4 1 approved by the Commissioners' Court, and there are a 2 number of them. And I have -- the County Clerk a few 3 minutes ago gave me all those bonds to approve, and I 4 have already approved them. Is there anything further 5 we need to do? I would suggest that we have a 6 Resolution approving all of the bonds that have been 7 submitted. 8 COMMISSIONER LETZ: I'll so move. 9 COMMISSIONER MOSER: Second. 10 JUDGE POLLARD: Been moved by Commissioner 11 Letz, seconded by Commissioner Moser to approve all of 12 the bonds that have been submitted for the elected 13 officials here today. 14 COMMISSIONER LETZ: For the record, maybe it 15 would be a good idea to read the names of the 16 individuals. Just of the names for all the bonds we do 17 have. There's a stack, 18 JUDGE POLLARD: So in this stack here, all 19 right. We have first the bond for Sheriff Hierholzer, 20 another one for Diane Bolin, another one for 21 Commissioner Letz, and then there's a bond for Precinct 22 2 that needs to be -- your bond that you -- 23 COMMISSIONER MOSER: Has been submitted. 24 It's filed, and approved. 25 JUDGE POLLARD: You're midterm. 5 1 COMMISSIONER MOSER: Right. 2 JUDGE POLLARD: But there's another bond 3 that's due today so that's approved as well. And 4 Commissioner Precinct 3, your bond's been submitted and 5 approved already. And Bob Reeves subject to the 6 Resolution here today, as are all the others. And 7 Constable Precinct 2 and Constable Precinct 4 as well 8 have been approved subject to the Resolution of 9 affirming those here today. Is there any further 10 discussion or comment? 11 COMMISSIONER LETZ: I think you gotta 12 continue reading until we get all of them on record to 13 make sure. 14 JUDGE POLLARD: Okay. Just the names, all 15 right. Tommy Rodriguez is included. Sheriff 16 Hierholzer, Diane Bolin, Charlie Hicks -- I'm sorry. 17 I'm supposed to be pushing that down to talk. And 18 Kenneth Wilke, Gene Huffaker, Lucy Wilke as District 19 Attorney, and Scott Monroe as District Attorney. All 20 right, is that the total list of them, Becky? 21 MRS. BECKY BOLIN: Yes. 22 JUDGE POLLARD: All right. At this time 23 then, we'll go have a vote on that Resolution. Those in 24 favor of the motion signify by raising your right hands. 25 It's three -- make it four zero, it passes. 6 1 Item 1.2 acknowledge existence and 2 continuation of all other bonds. Like your bond and the 3 other one, which I've already indicated have been 4 approved subject to a Resolution. You want to have a 5 Resolution on those? 6 COMMISSIONER MOSER: I thought we did. 7 COMMISSIONER LETZ: We did. 8 COMMISSIONER MOSER: We just did. 9 JUDGE POLLARD: All right, if it was 10 included. 11 COMMISSIONER MOSER: Yeah. 12 JUDGE POLLARD: 1.3 administer oaths to 13 County Commissioners with terms of office beginning 14 January 2017. Yeah, the Sheriff has requested -- the 15 Sheriff has requested that we do his first so he can 16 make sure we're all orderly after that. 17 SHERIFF HIERHOLZER: I gotta get my guys 18 back to work. 19 JUDGE POLLARD: Looks like you got plenty of 20 people to enforce it here. 21 All right, the first one is Sheriff Rusty 22 Hierholzer. Would you step forward, Sheriff. It's my 23 pleasure to administer the oath to you today. 24 SHERIFF HIERHOLZER: Thank you. 25 (William R. Hierholzer, Kerr County Sheriff, 7 1 was sworn in by the Honorable Tom Pollard.) 2 JUDGE POLLARD: I think this has to be read, 3 too where it says -- 4 SHERIFF HIERHOLZER: No. Mine's on file. 5 JUDGE POLLARD: All right. 6 SHERIFF HIERHOLZER: Now, I can do all mine. 7 What I'd like to do now just to give everybody else a 8 little bit more room in the courtroom and get all these 9 Kerr County Deputies that have been invited to this to 10 please come forward. We'll move the flags back and I'll 11 administer y'all's oath all at one time. 12 (Commissioner Baldwin is now present.) 13 SHERIFF HIERHOLZER: After we get through if 14 you would go out in the lobby area right here and you'll 15 each need to sign your oath at that time. One thing I 16 would like so say, hopefully this will be the last time 17 I do this, and over the next four years. But I can 18 promise you there's 43 officers standing here. Some 19 work in the jail, some are investigators, most of them 20 are patrol and administration. But I could never do the 21 job that I've be doing without them, and I don't think 22 that Kerr County could ever ask for a better group of 23 officer than these guys right here, and gals, to do 24 this. 25 So if y'all would, and that actually goes 8 1 for Clay, my chief deputy, also. 2 So if y'all would please raise your right 3 hand and repeat after me. 4 (43 Kerr County Sheriff's Deputies were 5 sworn in by Sheriff Hierholzer.) 6 (The Honorable Keith Williams, 216th 7 Judicial District, was sworn in by the Honorable Rex 8 Emerson.) 9 JUDGE POLLARD: All right. BELEW: Let all my people see me. 13 JUDGE RAGSDALE: And as a matter of fact 14 before we start, it's an honor for me to able to swear 15 in in my opinion another good honest person to 16 participate in our local government. We have all 17 suffered, I think, at times from those people who were 18 not quite so honest, and not quite so community minded, 19 but today we're going to swear in a man who will 20 participate with these fine gentlemen in the governing 21 of our County. 22 JUDGE POLLARD: Hey, why don't y'all move 23 right over in the middle. She told me she typed a little 4 speech up to give about her. She's been -- this is kind 5 of a big deal with us. She has been with my office 6 three or four -- how long? 7 MRS. WILKE: 20 years. 8 MR. CURRY: 20 years. So she has been first 9 assistant district attorney for 20 years, and she's 10 going to be a great D.A. and quite capable. So at this 11 time it's my honor to swear you in. I've always wanted 12 to swear you in.
