It's now about, according to that clock up 3 there, about two or three minutes after 2 p.m., and the 4 Kerr County Commissioners' Court -- this is a special 5 session of it called for the purpose of receiving bids, 6 and we're going to get right to it without all of the 7 other usual lead up to it. 8 For consideration -- to consider, discuss 9 and take appropriate action, this is item 1.1, consider, 10 discuss and take appropriate action to receive bids for 11 the construction of the East Kerr County/Center Point 12 Wastewater Collection Project, Phase I, which is 13 situated in Precincts 2 and 3, and authorization to go 14 out for bid given on November 28th, 2016, under Court 15 Order Number 35887. 16 At this time, we will -- there have been a 17 number of bids submitted, I think four up here. This 18 gentleman here is Mr. Don Burger with Tetra Tech, who's 19 the county's engineering firm on the project. He's very 20 familiar with looking at bids, some of these are very 21 big in a big box. And instead of save a little time 22 with all the shuffling of paper around Commissioner 4 is 23 going to open them and hand them to Mr. Burger and he'll 24 shuffle through them to get to the part that -- the bid 25 part, the salient part, and I'll read what that bid is 4 1 then. That's going to be the procedure today. 2 COMMISSIONER REEVES: Judge, if I can point 3 out one -- and I'm still doing this on my checks, the 4 agenda for today read January 31, 2016 rather than 2017. 5 I have consulted with Miss Stebbins, and she feels since 6 this is a clerical error that the posting was filed 7 properly on the 27th day of January, 2017, and it is 8 your opinion we can continue with the meeting, Miss 9 Stebbins? 10 MRS. STEBBINS: Yes, Sir. And particularly 11 because the the Clerk's posting has a time and date 12 stamp of January 27th, 2017. 13 JUDGE POLLARD: What did I do to it? 14 COMMISSIONER REEVES: You dictated '16 as 15 well. 16 JUDGE POLLARD: Well, I'm going to re 17 dictate that. It's January 31st, 2017, okay. 18 COMMISSIONER REEVES: I just wanted that for 19 the record, and I have consulted with -- I'm still doing 20 that on my checks, so -- 21 MRS. STEBBINS: And if I may, if y'all need 22 anything, I'm doing jail pleas, I'll be in Judge 23 Harris's jury room if you need anything from me, I'm 24 right around the corner. 25 JUDGE POLLARD: All right. 5 1 MRS. STEBBINS: Thank you. 2 JUDGE POLLARD: Thank you. All right, let's 3 start. 4 COMMISSIONER REEVES: First bid I have is 5 from Pesado Construction Company. 6 MR. BURGER: Okay, it is all in order. That 7 is the amount. 8 JUDGE POLLARD: All right, that first bid 9 from a company indicated by Mr. Reeves -- 10 COMMISSIONER REEVES: Pesado, P-E-S-A-D-O, 11 Construction Company. 12 JUDGE POLLARD: All right, and it's all in 13 order according to Mr. Burger. And the figure bid is on 14 looks like addendum seven, I don't see a page number on 15 that, but anyway it's $30,434,503.71. 16 COMMISSIONER REEVES: Mr. Burger, if you 17 want to keep them straight. 18 MR. BURGER: Thank you. 19 COMMISSIONER REEVES: The next bid is from 20 Spawglass and it's S-P-A-W-G-L-A-S-S. 21 JUDGE POLLARD: Let the record reflect that 22 those present for this meeting in Commissioners' Court 23 are Mr. Reeves in Precinct 4, and Mr. Belew in Precinct 24 1, and the County Judge. Mr. Letz in Precinct 3 and 25 Mr. Moser in Precinct 2 are absent today, but we do have 6 1 a quorum. 2 MR. BURGER: Okay. Spaglass. 3 JUDGE POLLARD: All right. The next bid -- 4 is everything in order, Mr. Burger? 5 MR. BURGER: It is. 6 JUDGE POLLARD: All right, the bid from 7 Spaglass is $31,452,475.10. 8 COMMISSIONER REEVES: The next bid is from 9 Spiess or Spiess, I apologize if I mispronounce it, 10 Construction Company, Incorporated. That's S-P-I-E-S-S. 11 MR. BURGER: That's not the bid; it's going 12 to be in one of the other packages. There we go. Bid 13 from Spiess Construction is in order. 14 JUDGE POLLARD: Okay, Mr. Burger just said 15 that the bid from Spiess Construction -- is that the 16 proper pronunciation Spiess? 17 AUDIENCE: Yes. 18 JUDGE POLLARD: Any one of them here? 19 AUDIENCE: Yes, Sir. 20 JUDGE POLLARD: Spiess is correct? 21 AUDIENCE: Yes, Sir. 22 JUDGE POLLARD: Okay. Spiess Construction 23 Company is $34,655,331.00 even. 24 COMMISSIONER REEVES: Our last bid is from 25 the Joint Venture of Utility Contractors of America and 7 1 Keystone Construction. 2 MR. LANE: To help you it's the notebook 3 with the tabs in it. 4 COMMISSIONER REEVES: Pardon me, Sir. 5 MR. LANE: The notebook with the tabs; the 6 other is the supporting documentation that was required 7 in the bid documents. 8 JUDGE POLLARD: Thank you. 9 MR. LANE: Third notebook in there. 10 COMMISSIONER REEVES: Third notebook. 11 MR. BURGER: Signature and bid bond, all 12 right, that is in order. So this is from Joint Venture 13 UCA and Keystone is in order. 14 JUDGE POLLARD: All right, holy smoke. Gotta 15 be in order with all that paper and the whole box over 16 there. All right, this is under addendum seven it says, 17 I don't see a page number, but the bid is $32,991,450.00 18 even. 19 MR. LANE: Thank you, gentlemen and ladies. 20 MR. BURGER: Thank you very much. We 21 appreciate your attendance and appreciate your bids. 22 COMMISSIONER REEVES: Judge, first make a 23 motion that we have received and accepted the bids; not 24 award them, but accept the bids, and I make that motion. 25 JUDGE POLLARD: Okay, is there a second? 8 1 COMMISSIONER BELEW: Second. 2 JUDGE POLLARD: Been moved by Commissioner 3 Reeves, seconded by Commissioner Belew that we 4 acknowledge receipt of the bids, we're not awarding the 5 bids at this time. You going to make another -- 6 COMMISSIONER REEVES: I'll make another -- 7 JUDGE POLLARD: -- Resolution to refer it to 8 somebody for study. 9 COMMISSIONER REEVES: I thought we would 10 accept them and I'd like to make -- 11 JUDGE POLLARD: That's the proper order, I 12 think. 13 COMMISSIONER REEVES: Okay. 14 JUDGE POLLARD: Okay. Is there another motion? 21 COMMISSIONER REEVES: My next motion is to 22 refer all bids to a committee composed of Precinct 2 and 23 Precinct 3 Commissioners, as well as a representative 24 from Tetra Tech, our County Engineer's office, our 25 County Auditor's office, and our County Attorney's 9 1 office for review and report back to us at a future 2 date. 3 COMMISSIONER BELEW: I second that. 4 JUDGE POLLARD: All right, it's been moved 5 by Commissioner Reeves and seconded by Commissioner 6 Belew that it be referred to -- all bids be referred to 7 a committee consisting of the Commissioners from 8 Precincts 2 and 3, and a representative from Tetra 9 Tech -- 10 COMMISSIONER REEVES: Tetra Tech. 11 JUDGE POLLARD: -- and Mr. Hastings, the 12 County Engineer, and the County Auditor, and who else 13 was it? 14 COMMISSIONER REEVES: County Attorney. 15 JUDGE POLLARD: And the County Attorney, 16 Heather Stebbins, for review and recommendations back to 17 the Court, okay.
