And this one is a special meeting 5 for the consideration of item 1.1. Consider, discuss 6 and take appropriate action to interview and select 7 owner representative/construction manager for the Kerr 8 County 2016 hail damage (roofs and HVAC), and part of 9 this will be in executive session. But I understand 10 that we're having presentations also, is that correct? 11 MRS. GRINSTEAD: (Moving head in affirmative 12 manner.) 13 JUDGE POLLARD: And at this time I'll kind of 14 turn it over to Commissioner Reeves, and to Brenda Doss. 15 COMMISSIONER REEVES: As you'll recall when 16 we opened, we received four packages from vendors. 17 JUDGE POLLARD: Right. 18 COMMISSIONER REEVES: We appointed a 19 committee of myself, County Attorney, County Auditor and 20 County Engineer. Charlie has taken the lead on this as 21 far as reviewing the qualifications, interviews with 22 references, etc., and we've -- I believe we received 23 proposals from PBK. Are they present? 24 VOICE: Yes, Sir. 25 COMMISSIONER REEVES: Armko? 4 1 VOICE: Yes, Sir. 2 COMMISSIONER REEVES: 4T? 4T is not here. 3 And JS Held? 4 VOICE: Yes. 5 COMMISSIONER REEVES: I see we have three of 6 the four that are present. My suggestion would be if 7 this is okay with the County Attorney, because we will 8 be discussing contract negotiations as well as trade 9 secrets, to go into executive session, hold interviews 10 with each one of approximately 10 to 15 minutes, and 11 then we can discuss the financial and legal part of it. 12 MRS. STEBBINS: Yes, Sir that's appropriate. 13 COMMISSIONER REEVES: And then come back 14 into open session if we need to take any action. And 15 Mrs. Doss and I were visiting the order that we would 16 interview them would be how we opened the bids that are 17 reflected in the minutes, which would be PBK, Armko, 4T 18 and then JS Held Company, if that's satisfactory with 19 the rest of the Court. 20 JUDGE POLLARD: Do we have any information 21 from 4T that their failure to appear means that they're 22 withdrawing their bid, or we just don't know? 23 MRS. STEBBINS: They have to withdraw in 24 writing, Sir. 25 JUDGE POLLARD: Pardon. 5 1 MRS. STEBBINS: They have to withdraw in 2 writing, Sir, but they haven't done that. 3 JUDGE POLLARD: All right. Maybe they're 4 just late. Who knows. 5 COMMISSIONER REEVES: None the less, Judge, 6 if you could call an executive session at this point, 7 and I'd like Mr. Hastings to stay in during this time as 8 well as County Attorney and County Auditor. 9 JUDGE POLLARD: Well, was it anticipated 10 that there will be any presentations, oral 11 presentations? 12 COMMISSIONER REEVES: There will be 13 presentations. 14 JUDGE POLLARD: In closed session. 15 COMMISSIONER REEVES: Similar to what we did 16 for the jail. 17 JUDGE POLLARD: Gotcha, okay. At this time 18 then we will go into closed session. 19 (Executive Session.) 20 JUDGE POLLARD: All right, we're back in 21 open session. It's about 11 -- looks like about 11:37 22 a.m., and we're -- is there a motion? 23 COMMISSIONER REEVES: I'd like to say we 24 looked at and listened to three very good presentations, 25 and each one is very well qualified. One of my biggest 6 1 concerns that I have is experience with detention 2 centers, county jail, simply what we're going through 3 now and renovations of -- of all of that. 4 (Buster Baldwin entered the courtroom.) 5 COMMISSIONER REEVES: Would you get security 6 in here please. 7 COMMISSIONER BALDWIN: That's me. 8 COMMISSIONER REEVES: He used to sit up 9 here, so he thinks he can just walk in. 10 MRS. STEBBINS: Just for a few years. 11 (Off the record.) 12 COMMISSIONER REEVES: But I would like to 13 make a motion to authorize the committee as it's 14 standing to enter into contract negotiations with Armko. 15 COMMISSIONER BELEW: I'll second. 16 JUDGE POLLARD: Is there any further 17 discussion or comment? There being none, those in favor 18 of the motion signify by raising their right hands. 19 It's four zero, unanimous. Okay. 20 MR. RUEBSAHM: We appreciate it. 21 MR. PERRY: Looking forward to working with 22 the County. 23 COMMISSIONER MOSER: Do good. 24 MR. PERRY: We will do you really good. 25 You'll wonder why you didn't hire us before. 7 1 MR.
