This session is 4 made necessary because of an opinion by the Texas 5 Attorney General, so which we thank him. And so we'll 6 get right -- it's a special session, so we'll get right 7 down to business. Item 1.1 pay the bills. 8 COMMISSIONER MOSER: Move that we pay the 9 bills. 10 COMMISSIONER REEVES: I'll second. 11 JUDGE POLLARD: Been moved by Commissioner 12 Moser, seconded by Commissioner Reeves to pay the bills 13 as submitted. Any further comments or questions? If 14 not, those in favor signify by raising your right hand. 15 It's -- and I'll raise mine. It's three zero, 16 unanimous, and it passes. 17 1.2 budget amendments. Are there any? 18 MRS. DOSS: Yes, we have two budget 19 amendments. The first one is we received payment for 20 the chip -- the old chip spreader at the Road and 21 Bridge, so I'm setting up the budget to spend. 22 The next one is to do a line item transfer 23 in the Maintenance Department. 24 JUDGE POLLARD: All right. 25 COMMISSIONER REEVES: Move to approve the 4 1 budget amendments as presented by the Auditor. 2 COMMISSIONER MOSER: Second. 3 JUDGE POLLARD: Been moved by Commissioner 4 Reeves, seconded by Commissioner Moser to approve the 5 budget amendments as submitted in the agenda package and 6 by the Auditor. It's three zero, unanimous. 9 By the way, let the record reflect that 10 there is a quorum here today for this meeting, and has 11 been from the ab initio. They're Commissioner Reeves, 12 Commissioner Moser and myself are present. Absent are 13 the other two commissioners. 14 All right, the next thing on the agenda is 15 1.3 late bills. 16 MRS. DOSS: No late bills, Sir. 17 JUDGE POLLARD: All right. Going to 1.4 18 approve the payroll. 19 MRS. DOSS: Yes. You have the payroll 20 report. The regular payroll $26,961.48, and direct 21 deposits total $364,326.97, and there are various other 22 payments made to IRS, FICA, Medicare withholding, 23 retirement, etc. 24 COMMISSIONER MOSER: Move that we pay the 25 payroll, and all the items delineated by the Auditor. 5 1 COMMISSIONER REEVES: Second. 2 JUDGE POLLARD: Been moved by Commissioner 3 Moser, seconded by Commissioner Reeves to pay all of 4 the -- approve all the payroll and authorize the 5 payments as submitted in the agenda package, and by the 6 Auditor. Okay. 12 Now we go to the addendum to this agenda 13 today, and this is for the purpose of canvassing the 14 November 16 -- canvassing the election of November 7, 15 2017. 16 MRS. ALFORD: Good morning, Judge. 17 JUDGE POLLARD: Morning. 18 MRS. ALFORD: I highlighted on your report 19 there the numbers that you can read, just the totals 20 for -- you'll have to say Proposition 1 for and against, 21 and then just the totals. 22 JUDGE POLLARD: All right. Only the yellow 23 figures you highlighted? 24 MRS. ALFORD: Yes, Sir. 25 JUDGE POLLARD: All right. For the State of 6 1 Texas Proposition 1, the vote was 1,308 or 77.76 percent 2 for, and opposed was 374 votes, 22.24 percent of the 3 vote, so that one passed. 4 COMMISSIONER REEVES: Do you need total 5 votes also on the record? 6 MRS. ALFORD: Yes. Yes, yes. 7 COMMISSIONER REEVES: So as in total cast 8 votes of -- 9 MRS. ALFORD: Yes. 10 COMMISSIONER REEVES: -- 1,682. 11 MRS. ALFORD: Correct, yes. 12 COMMISSIONER REEVES: Okay, thank you. 13 JUDGE POLLARD: All right, as to State of 14 Texas Proposition 2, the vote was 933 or 55.8 percent 15 for, and against was 739 or 44.20 percent against. 16 Pretty close really. So it passes with a total vote of 17 1,672 votes. 18 (Commissioner Letz is present.) 19 State of Texas Proposition 3, it was voted 20 for it were 1,267 folks or 75.6 percent of the vote, and 21 against it were 409, about 24.4 percent against it, so 22 that passes as well with a total vote of 1,676. 23 State of Texas Proposition 4, the vote was 24 957(sic) for or 59.95 percent of the voters, and -- 25 MS. ALFORD: That number is 997. 7 1 JUDGE POLLARD: Oh, 5997? Okay. 2 MRS. ALFORD: No. Total number of votes was 3 how much? 4 JUDGE POLLARD: The total number of votes 5 was 59 -- okay, I see 97 -- 1,663. 997 votes, I'm 6 sorry, for, and against it were 666, so it passed as 7 well with a total vote of 1,663. 8 State of Texas Proposition 5, 798 people 9 voted for it, and 862 voted against it, so that one did 10 not pass in our locale anyway. 11 COMMISSIONER MOSER: Total votes. 12 JUDGE POLLARD: Total vote was 1,660. 13 State of Texas Proposition 6, 1,290 voted 14 for it, that's equivalent of 76.56 percent. 395 voted 15 against, which is 23.44 percent, so that one passed with 16 a total vote of 1,685 votes. 17 The State of Texas Proposition 7 there were 18 834 votes for it, which is 49.76 percent of the vote, 19 and against it were 842, which is 50.24 percent. That 20 one failed here, and total vote was 1,676. Very close 21 race. 22 The Medina Independent School District 23 Proposition A, 3 voted for it, and 1 voted against it, 24 so I guess that passes with a total vote of four. 25 All right. Anything else we need to do? 8 1 MRS. ALFORD: No, that's all. 2 JUDGE POLLARD: All right. 3 COMMISSIONER REEVES: Do we just need to 4 canvass, or do we need to -- 5 MRS. ALFORD: No. 6 COMMISSIONER REEVES: Thank you. 7 COMMISSIONER LETZ: Do we accept or -- 8 MRS. ALFORD: Accept these vote totals. 9 JUDGE POLLARD: All right, is there a motion 10 to accept it? 11 COMMISSIONER REEVES: Make a motion to 12 approve the canvassing of the election held November 7, 13 2017 as read into the record. 14 COMMISSIONER MOSER: Second. 15 JUDGE POLLARD: Been moved by Commissioner 16 Reeves, and seconded by Commissioner Moser to approve 17 the canvass as read, and to -- as read into the record, 18 that's of the canvass of the November 7, 2017 election. 19 By the way, let the record reflect that 20 Commissioner Letz just came in.
