Reagan Givens. 6 MR. GIVENS: Good morning. Reagan Givens, 7 Director of Kerr County Environmental Health and Animal 8 Services. I'm here today to discuss Nelson's 9 retirement. The Kerr County Attorney has done research 10 on our options for Nelson's retirement, and looked into 11 the retirement practices of other entities for animals 12 similar to Nelson were examined. Information that was 13 given to me by the County Attorney indicated that it was 14 common for the responsible entity to retire the animal 15 to his handler. 16 I would like to advise the Court that Nelson 17 has been officially retired from service, and has been 18 adopted by his most recent handler, who is a Kerr County 19 Environmental Health and Animal Services employee. This 20 employee has been Nelson's handler since July of 2016. 21 Nelson finally has an opportunity to be a regular dog 22 and have a normal life. He has children to play with at 23 his new home along with other dogs, and several 24 different types of animals. I've been told that Nelson 25 likes to make his morning rounds at his new home and see 4 1 the chickens, and his best friend Lucy the pig. 2 Nelson was already familiar with his handler 3 and the family, and is fitting back in nicely. He's 4 loved, he's cared for, and this resolution is ideal 5 above all other options. I personally believe that it 6 is in Nelson's best interest to be retired into his 7 handler's care, and Nelson's best interest has always 8 been our primary concern. 9 Nelson has been a valued member of our Kerr 10 County Environmental Health and Animal Services family. 11 He has been a joy for children at local elementary 12 schools, during educational events as well as Juvenile 13 Detention Facility where he went to interact with youth. 14 Nelson is well known in the community, and 15 is a familiar face in many households. He has been and 16 will always be a member of our department family. His 17 service to the community was outstanding, and that 18 service will be remembered by many adults and children 19 for years to come. 20 COMMISSIONER LETZ: Okay, thank you. I 21 think we can move on from Nelson. 22 COMMISSIONER REEVES: Thank you, Mr. Givens. 23 COMMISSIONER LETZ: Okay. Let's go on to 24 item -- or consideration agenda. Consider, discuss and 25 take appropriate action to approve policy for On-Site 5 1 Sewage Facility connections and related matters to the 2 East Kerr County/Center Point Wastewater Project, and to 3 rescind Court Order 36556. 4 I think there's some wording that needs to 5 be adjusted. 6 COMMISSIONER BELEW: Still? 7 COMMISSIONER LETZ: Still. I think that 8 item 2 -- I think we need to more clearly define exactly 9 what the service area is. I don't see it as defined in 10 this document adequately, and as I read this, and I let 11 two other people, Commissioner Reeves read it, and Jody 12 read it, and they kind of interpreted it the same way I 13 do that pretty much, you know -- under item 2 anyone who 14 qualifies under a CEDAP, which is a renter, it doesn't 15 have to be a property owner. If somebody qualifies and 16 it's a rent house on some property that's in the service 17 area, which I'm not exactly sure what that service area 18 is, then we have to hook it up free. And it could be a 19 mile away. And I don't see that there's any -- I don't 20 think that's the intent of this, so I think we need to 21 pass until next week. 22 COMMISSIONER REEVES: I also have a question 23 on item 7, Commissioner, how it reads in platted 24 subdivisions shall be based on individual lot size. 25 COMMISSIONER LETZ: The reason for that is 6 1 that the -- and we tried to figure out how to best to 2 say it, and then we decided maybe the best thing is just 3 to say as little as possible. But the issue comes in 4 that Kendall County WCID is going to hook up once they 5 connect at per lot. So if you own two half-acre lots, 6 you get -- there's two set up, you know, two connections 7 there, even though one of them may not be used right 8 away. And you cannot -- if say you own three lots, and 9 you end up with 1.5 acres, you still have to hook up 10 even though you own more than, you know, it's more than 11 an acre. 12 COMMISSIONER REEVES: It's not an aggregate, 13 but it's -- 14 COMMISSIONER LETZ: Right. It's an 15 individual lot size. 16 COMMISSIONER REEVES: That makes it clearer 17 then. 18 COMMISSIONER LETZ: And trying to word that 19 was difficult, so we ended up saying not a whole lot and 20 tried to explain it to people who asked that question. 21 COMMISSIONER REEVES: Thank you. 22 COMMISSIONER BELEW: Are the property owners 23 responsible to hook up to where it's stubbed out, or -- 24 COMMISSIONER LETZ: No. The -- all -- I 25 mean the -- everyone -- it's real clear if you're less 7 1 than one acre. Actual it's clearer -- if you're within 2 the service area, but you're hooked up free no matter. 3 COMMISSIONER BELEW: That's what it sounded 4 like. So if you have one of these lots that it's 5 undeveloped, and you got it stubbed out to the property 6 line or just within, or whatever, and they don't develop 7 it for a long time you're not going to -- 8 COMMISSIONER LETZ: No. They just get a 9 stub out to that lot and then whenever they build 10 they connect. 11 COMMISSIONER BELEW: Is there a time limit? 12 COMMISSIONER LETZ: No. They don't have to 13 build, they can never build on that lot; we're just 14 going to put in a tap at that lot line kind of like you 15 do with electrical services. 16 COMMISSIONER BELEW: Sure. Does that need 17 to be noted for undeveloped property? 18 COMMISSIONER LETZ: I think that they're 19 putting the lots in based on lot or property owner gets 20 to stub out, but there's no connection. It's the only 21 ones where there's a connection if there's an actual 22 on-site facility currently. 23 COMMISSIONER REEVES: And I guess number 5 24 would apply after 90 days, that property owner 25 wouldn't -- so if it was a vacant lot, I guess like 8 1 Commissioner Belew is talking about, if they got it 2 built in 90 days they could do something and get the 3 financial assistance, but if they didn't develop it the 4 90 days are gone, so -- 5 COMMISSIONER LETZ: Right. 6 COMMISSIONER BELEW: Makes sense. 7 COMMISSIONER LETZ: And I know we need to 8 get this done, but this is important wording, so I think 9 we need to look at that, and I think basically should 10 come down to defining very explicitly maybe by listing 11 all the property that Katie has come up with that are 12 within the service area. 13 Anyway, with that being said, there's no 14 further business. 15 MRS.
