It's about 9:01 a.m. The 3 Kerr County Commissioners' Court is in session. This is 4 a special bill pay session thanks to our illustrious 5 Attorney General. 6 We'll get right to it item 1.1 is pay the 7 bills. 8 MRS. DOSS: Yes. The Kerr County bills that 9 you have a printout of totals $635,301.87. And then we 10 also have other bills for other governing boards. Adult 11 Probation FY 17-18 $403.05. Adult Probation FY 18-19 12 $1,008.05. Juvenile probation FY 17-18 $11,059.63. 13 Juvenile probation FY 18-19 $18,778.67. The Airport 14 Board $856.88. 15 COMMISSIONER REEVES: Make a motion to 16 approve the bills and disbursements as presented by the 17 Auditor. 18 COMMISSIONER LETZ: Second. 19 JUDGE POLLARD: Been moved by Commissioner 20 Precinct 4, seconded by Commissioner Precinct 3 to pay 21 the bills as presented in the agenda package by the 22 County Auditor, and authorize the signatures as 23 indicated. Is there any further comment or discussion? 24 There being none, those in favor signify by raising 25 their right hands. It's three zero, unanimous. One 4 1 abstention, myself. 2 Let the record reflect that Commissioner 3 Belew, Commissioner 1, is not present; everybody else is 4 here. 5 All right, let's go to item 1.2 on the 6 agenda. Budget amendments? 7 MRS. DOSS: Yes. We have 14 budget 8 amendments. The first one is in the County Clerk's 9 office, it's a line item transfer within the Department. 10 The next one is for Constable 4 vehicle repair 11 maintenance, and this would be a transfer from 12 contingency to repair the vehicle. I believe 13 Commissioner 4 can address this if you have any 14 questions. 15 COMMISSIONER REEVES: That issue during the 16 routine maintenance of -- Constable Precinct 4 was 17 hearing a severe knock in his vehicle. He took it to 18 Elite Automotive, and they feel like major work on the 19 lifters and everything is needed. I suggested he also, 20 before we authorize the repairs, get quotes to see what 21 the vehicle's worth before we expend this money. And if 22 the vehicle repairs were not made would be worth about 23 5000. If they were made is approximately -- the vehicle 24 would be worth 9500. So I don't see -- he doesn't want 25 to trade a vehicle, and I don't see that it would be 5 1 prudent to not make these repairs, so I feel like 2 they're justified. 3 JUDGE POLLARD: So is that a motion? 4 COMMISSIONER REEVES: No. That's just a 5 report. 6 MRS. DOSS: We're just talking about it, 7 speaking about it. 8 Number 3 is to move funds into the Court 9 appointed attorney line item from the CPS court 10 appointed attorneys. 11 Number 4 is to move funds into juror fees. 12 Number 5 is to move funds into court 13 appointed services in the 216th District Court. 14 Number 6 is to move funds into court 15 appointed services and Court Reporter expenses in the 16 198th District Court. 17 Number 7 is jury fund into part-time salary 18 and FICA in J.P. 4. 19 Number 8 is to move funds into books, 20 publications, and dues, the County Attorney. 21 Number 9 is to move funds to Chief Jailer 22 salary from Jailer salary, because someone obtained a 23 certification, and that increases their salary. 24 Number 10, this is to move funds into 25 capital outlay from investigation expense. The Sheriff 6 1 purchased a drone. 2 COMMISSIONER REEVES: A what? 3 MRS. DOSS: A drone. 4 Number 11 is to move funds into uniforms in 5 the County Engineer Department. 6 Number 12 is to move funds into capital 7 outlay in the Road & Bridge Department. This is to 8 purchase a material screen. 9 Number 13 is to move funds -- it's just to 10 move funds around in the indigent health care into the 11 jail indigent health expenses. 12 And number 14 is to move funds into lease 13 copier and office supplies in crime victims services. 14 COMMISSIONER MOSER: So everything was 15 within the department, inner department. 16 MRS. DOSS: There were a few that were not. 17 Let's see, number 4 was not. 18 COMMISSIONER MOSER: Okay. 19 MRS. DOSS: And number 3 was not, and number 20 2 was not. 21 COMMISSIONER MOSER: Okay. Move to adjust 22 the budget as delineated by the County Auditor. 23 COMMISSIONER LETZ: Second. 24 JUDGE POLLARD: There's been a motion made 25 by Commissioner Precinct 2, seconded by Commissioner 7 1 Precinct 3 to approve item 1.2 budget amendments as 2 presented by the County Auditor. Is there any further 3 comment or discussion? There being none, those in favor 4 signify by raising your right hands. It's three zero, 5 unanimous. One abstention, myself. 6 Item 1.3 late bills? 7 MRS. DOSS: No late bills. 8 JUDGE POLLARD: No late bills. 9 Item 1.4 approve payroll? 10 MRS. DOSS: The total payroll for 11 disbursement is $525,049.46. 12 COMMISSIONER REEVES: Make a motion to 13 approve the payroll as outlined by the Auditor. 14 COMMISSIONER MOSER: Second. 15 JUDGE POLLARD: Moved by Commissioner 16 Precinct 4, seconded by Commissioner Precinct 2 to pay 17 the -- approve the payroll expenditures item 1.4 on the 18 agenda as presented by the County Auditor.
