It's 9 a.m., we have 4 Commissioner Belew, Commissioner Reeves and myself here 5 this morning. Short meeting hopefully. 6 Item 1.1 is pay the bills. 7 MRS. DOSS: Yes. Our first set of bills is 8 for Kerr County. It totals $331,886.44. Of note, on 9 page 1 down towards the bottom, non-departmental you'll 10 see that we have a large tax unemployment payment for 11 $18,686.94. This was resulting from three departments, 12 County Clerk, Sheriff's Office and Juvenile Detention. 13 If we go over we have to make a payment at the end of 14 the year to bring us back up to our claim amount. 15 Also, on Page 11 -- 16 COMMISSIONER LETZ: Can we go back to the 17 first page? Under non-departmental, refund trap 18 deposit. I presume those are traps that Animal Services 19 loans out? 20 MRS. DOSS: Yes. 21 COMMISSIONER LETZ: I mean seems like a lot 22 of paperwork to do it this way. Is there an easier way 23 to keep a deposit and not have to return -- I mean get a 24 deposit and then return a deposit, write a check out? 25 Basically could we get a check from people and then hold 4 1 the check until -- 2 MRS. DOSS: That's not really a good 3 accounting policy. The internal control is better if 4 you get the money, you deposit it, and then you write 5 the check back. 6 COMMISSIONER LETZ: Okay. I figured there 7 was a reason. That's why I'm not an accountant. You 8 have something -- 9 MRS. DOSS: Page 11. This was paid out of 10 the bill advances project for a new AC unit. 11 COMMISSIONER REEVES: It wasn't replacing 12 new AC units; it was AC units that went out in the jail, 13 correct? 14 MRS. DOSS: Right. And then on page 15 this 15 is the balance of the check for the Early property 1.72 16 acres. 17 COMMISSIONER REEVES: The property that 18 surrounds the boat dock that we're closing on tomorrow. 19 MRS. DOSS: And then we also have for 20 Treasurer's disbursements Adult Probation, 2017-18, 21 $2,698.39. Adult Probation FY 18-19, $8,516.84. 22 Juvenile Probation FY 17-18 $4,891.13. Juvenile 23 Probation FY 18-19 $377.97. Airport $1,242.61. And 24 fund 95, which is the 198th Forfeiture $674.17. 25 COMMISSIONER LETZ: Is there a motion to 5 1 approve the bills and the Treasurer's disbursements? 2 COMMISSIONER REEVES: So move. 3 COMMISSIONER BELEW: I second. 4 COMMISSIONER LETZ: Motion by Commissioner 5 Reeves, second by Commissioner Belew. Any discussion? 6 All in favor. Unanimous, 3-0. 7 Do we have any budget amendments? 8 MRS. DOSS: Yes, Sir. This is the last time 9 we can do budget amendments for the fiscal year, so we 10 have a lot. Okay, Number 1 is setting up -- we received 11 some revenue for the Sheriff's office equitable sharing 12 program, and this is setting up the revenue budget, and 13 the expenditure budget. 14 Number 2 is non-departmental, this is for 15 the TAC unemployment insurance, we had to take it out of 16 contingency. 17 Number 3 is to reallocate court-appointed 18 attorney and services fees. 19 Number 4 is the budget adjustment in the 20 County Jail. 21 Number 4(sic) is for Constable 4. This was 22 a budget adjustment that we did last time to repair the 23 vehicle. Now, it is looking like the repairs to the 24 vehicle are going to have to be done in FY 18-19, so I 25 am reversing the budget adjustment that we did. 6 1 COMMISSIONER BELEW: And you said that's in 2 number 4. 3 MRS. DOSS: Constable 4. 4 COMMISSIONER REEVES: Item 5, Constable 4. 5 MRS. DOSS: Number 6 is a budget adjustment 6 to transfer in Animal Control Department. 7 Number 7 are budget adjustments for the Road 8 and Bridge Department. 9 Number 8 are budget adjustments in the 198th 10 DA. 11 Number 9 is a budget adjustment for the law 12 library, and we have to take that out of contingency. 13 Number 10 is the budget adjustment for the 14 jury. 15 And then Number 11 is -- it continues on the 16 next page. These are all payroll line items that we are 17 taking out of payroll contingency to cover group 18 insurance and also make sure that we have enough because 19 we have to accrue payroll at year end. We have to 20 accrual full payroll at year end. 21 COMMISSIONER REEVES: We have to accrue 22 full -- oh, because we're going to make the payroll -- 23 MRS. DOSS: The payroll that's for -- 24 through September 30th, or September -- actually, I 25 think the 29th, but we don't pay it until October. 7 1 COMMISSIONER REEVES: And write the check in 2 October, okay. 3 MRS. DOSS: And then the next page is a 4 continuation of the payroll accrual budget adjustment. 5 Then we have number 12. This is to move 6 funds in the Crime Victim's Rights grant fund, or 7 department. 8 Number 13 is for the 198th DA moving funds. 9 And number 14 is moving funds in the County 10 Engineer Department. 11 On the next page following that, this is a 12 budget adjustment for fiscal year 18-19. Constable 4 13 has found out that the vehicle repairs and maintenance 14 are going to be more extensive than what he thought. 15 And there's two -- there's two scenarios. Either he can 16 get a new engine replaced, or he can have this work 17 done. 18 COMMISSIONER REEVES: I talked to Gene on 19 this. Last week we approved like it was going to be, I 20 think, like 26, 27 hundred dollars for the repairs. 21 Once they got into it, it was going to be more 22 extensive. What they were, the lifter was gone, the 23 camshaft. If they just did the repairs on it it'd be 24 forty-eight ninety-seven sixty-seven if they rebuilt 25 everything. Or they could get a new engine with 8 1 three-year warranty for sixty-eight thirteen seventy. 2 He'd looked at trading before the initial repairs. If 3 no repairs were needed the vehicle -- I mean if no 4 repairs were made the vehicle would be worth about 55 5 hundred. This was before they found out how extended it 6 was. The vehicle's already torn down when they found 7 out the additional work. Gene says the body, everything 8 else is in good shape. I know he takes care of the 9 vehicle. He said it would make more sense just to get a 10 new engine and three year warranty, and get another 11 three years out of it rather than buy a new vehicle. I 12 tend to agree on that. 13 COMMISSIONER BELEW: I agree. 14 COMMISSIONER LETZ: Uh-huh. 15 COMMISSIONER REEVES: So the budget is going 16 to be 68 hundred and some odd dollars to do it, and I 17 feel like he oughta go ahead and do it. 18 COMMISSIONER BELEW: Well, where is it 19 coming out of? 20 MRS. DOSS: It will come out of -- we are 21 having to move from Contingency the vehicle repair 22 maintenance line item in Constable 4, and this will be 23 in the 18-19 budget. 24 COMMISSIONER LETZ: In the 18-19 budget the 25 Victim's Coordinator is coming out of the grant, 9 1 correct? 2 MRS. DOSS: In the 18-19? 3 COMMISSIONER BELEW: There's no money in it. 4 MRS. DOSS: There's no money in it. We 5 didn't budget, because we don't have the grant yet. 6 COMMISSIONER LETZ: I thought the DA's got 7 the grant. 8 MRS. DOSS: No. 9 COMMISSIONER BELEW: No. They were going to 10 pay for it out of their budget. 11 MRS. DOSS: It's coming out of their budget. 12 COMMISSIONER REEVES: Yeah, they had 13 budgeted new -- 14 COMMISSIONER LETZ: I thought I heard -- 15 MRS. DOSS: And what will happen -- I mean 16 we still have -- because I talked to our grant manager 17 just a couple days ago, she said we are still in the 18 running for the grant. We may possibly get the grant, 19 but everything would have to be -- if we are awarded the 20 grant at that time we can set up a budget then. 21 COMMISSIONER LETZ: That's what I was 22 wondering if that money was available, and it's not yet. 23 COMMISSIONER REEVES: Because if the ones 24 ahead of us who got grants didn't qualify, or if another 25 COG who awarded grants didn't use all their money, then 10 1 the Governor's Office will reallocate the funds and 2 everything like that. 3 COMMISSIONER LETZ: Okay. 4 MRS. DOSS: So we haven't got a complete 5 denial yet. 6 COMMISSIONER BELEW: So I have a question. 7 You have the Number 2 unemployment insurance. Does that 8 always come out of contingency? 9 MRS. DOSS: No. We do have a line item for 10 unemployment insurance; we just didn't have enough in 11 there because we had to pay extra this year. 12 COMMISSIONER BELEW: We're 18 thousand 13 dollars short, 18 and change. 14 MRS. DOSS: Yes. 15 COMMISSIONER REEVES: Claims, wasn't it? 16 MRS. DOSS: Yes. It was because of direct 17 claims. 18 COMMISSIONER BELEW: A lot of it come from 19 the Detention Center? 20 MRS. DOSS: Yes. A lot of it from them, and 21 the Sheriff's Department. And then some from the County 22 Clerk. Just a small amount from the County Clerk's 23 office. 24 COMMISSIONER REEVES: I make a motion to 25 approve the budget amendments for fiscal year 17-18, as 11 1 well as fiscal year 18-19 as presented by the Auditor. 2 COMMISSIONER BELEW: Second. 3 COMMISSIONER LETZ: I have a motion to 4 approve the budget amendments as presented for the 17-18 5 and 18-19 budget year.
