It's 9 a.m. and 3 Commissioners' Court is in session. This is a special 4 bill pay session thanks to our illustrious Attorney 5 General, and that we've got an additional agenda, too, 6 so let's get started. 7 1.1 pay the bills. 8 MRS. JOHNSON: Good -- 9 COMMISSIONER LETZ: I move that we pay the 10 bills as presented. 11 COMMISSIONER MOSER: She didn't present 12 them -- 13 COMMISSIONER BELEW: Second. 14 COMMISSIONER MOSER: -- she was getting 15 ready to. Would you care to say anything? 16 MRS. JOHNSON: I'm fine. 17 COMMISSIONER MOSER: Moving right along. 18 JUDGE POLLARD: Moved by Commissioner 19 Precinct 3, seconded by Commissioner Precinct 1 to pay 20 the bills as in the agenda package. Is there any 21 further comment or discussion? 22 COMMISSIONER LETZ: Question. Why are they 23 so big this month in this pay period? 24 MRS. JOHNSON: Because we're still paying 25 some from the previous year. 4 1 COMMISSIONER LETZ: Yeah. But I mean our -- 2 MRS. JOHNSON: The packet is larger. 3 COMMISSIONER LETZ: No. 18-19 is almost 1.4 4 million, which seems like a big -- 5 MRS. JOHNSON: Pesado Construction has -- 6 COMMISSIONER LETZ: Oh, Pesado, okay. That 7 makes sense. 8 MRS. JOHNSON: And we have a medical bill in 9 there -- I mean a City of Kerrville in there also. 10 COMMISSIONER LETZ: Okay. 11 JUDGE POLLARD: All right, those in favor of 12 the motion signify by raising their right hand. It's 13 4-0-1, it passes. One abstention, myself. 14 1.2 budget amendments. 15 MRS. JOHNSON: There's three. The Sheriff 16 received revenue from the SAVN's proceeds. We just put 17 that into the expense account. And received revenue for 18 insurance proceeds for the Sheriff, and that's into his 19 expense account, also. And J.P. 4, he is removing money 20 from his conference line item to get his bond. 21 COMMISSIONER LETZ: Move for approval of the 22 budget amendments as presented. 23 COMMISSIONER HARRIS: Second. 24 JUDGE POLLARD: Been moved by Commissioner 25 Precinct 3, seconded by Commissioner Precinct 4 to 5 1 approve the budget amendments in 1.2 of the agenda as 2 presented in the agenda package. JOHNSON: We do have payroll. 13 COMMISSIONER BELEW: It's in there. 14 COMMISSIONER LETZ: $920,631.17. 15 JUDGE POLLARD: Is there a motion? 16 COMMISSIONER MOSER: Move that we pay the 17 payroll. 18 COMMISSIONER BELEW: Second. 19 JUDGE POLLARD: Been moved by Commissioner 20 Precinct 2, seconded by Commissioner Precinct 1 to 21 approve the payroll and authorize the payroll to be paid 22 pursuant to item 1.4 of the agenda package. One abstention, myself. 6 1 1.5 consider, discuss and take appropriate 2 action to approve Bond(s) for Bob Reeves, Kerr County 3 Tax Assessor. Mr. Reeves, do you have anything to say? 4 COMMISSIONER REEVES: No, Sir. Both bonds 5 have been submitted to the Clerk for your approval, 6 Judge. 7 JUDGE POLLARD: And looks fine to me. I 8 just looked it over, and I'm going to sign it right now. 9 MR. REEVES: There should be two, one 10 payable to the Court, and one payable to the Governor 11 and the Comptroller's Office, both in the amount of 12 $100,000.00. 13 COMMISSIONER LETZ: I make a motion that we 14 approve and accept both bonds as presented. 15 JUDGE POLLARD: Is there a second? 16 COMMISSIONER MOSER: And authorize the Judge 17 to sign same. 18 COMMISSIONER LETZ: And authorize the Judge 19 to sign same. 20 COMMISSIONER MOSER: Second. 21 JUDGE POLLARD: Moved by Commissioner 22 Precinct 3, seconded by Commissioner Precinct 2 to 23 approve the bonds submitted, and authorize the Judge to 24 sign same. Is there any further discussion? 25 COMMISSIONER BELEW: I have a question. 7 1 This was not -- does this come out of a contingency? 2 This is not something we had anticipated? 3 MS. DIANE BOLIN: No, Sir; it was in the 4 budget. 5 COMMISSIONER BELEW: In your budget? 6 MS. DIANE BOLIN: In my budget, yes. 7 Because I knew in May, I went ahead and put everything 8 in that we thought we would have to have. 9 COMMISSIONER BELEW: Good. 10 JUDGE POLLARD: All right. Item 1.6 11 consider, discuss and take appropriate action to 12 acknowledge existence and continuance of other bonds for 13 the employees of Kerr County Tax Assessor-Collector 14 Office. Mr. Reeves. 15 MR. REEVES: Yes, Sir. That is an insurance 16 policy that's been in effect with the same insurance 17 agency. It's just an extension through, I believe, 2020 18 or 2021. It's reflected on the Declaration page and we 19 just need to knowledge that it remains in existence. I 20 don't believe there's any signatures because the policy 21 is made out to Kerr County Tax Office. 22 MS. DIANE BOLIN: That's just the extension 23 of the personnel crime policy that we have to have 24 separate in accounting. 25 COMMISSIONER LETZ: I'll make a motion that 8 1 we acknowledge the existence and continuance of other 2 bonds as presented for the employees of Kerr County Tax 3 Assessor-Collector's Office. 4 JUDGE POLLARD: Is there a second? 5 COMMISSIONER BELEW: Second. 6 JUDGE POLLARD: Been moved by Commissioner 7 Precinct 3, seconded boy Commissioner Precinct 1 to 8 knowledge the existence and continuance of other bonds 9 for the employees of Kerr County Tax Office. This is 10 item 1.6 of the agenda package. Is there any further 11 comment, question or discussion? There being none, 12 those in favor of the motion signify by raising your 13 right hands. It's 4-0-1. One abstention, myself, it 14 passes. 15 Item 1.7 -- 16 MRS. VANKLAVEREN: Judge, can we go back to 17 1.5? Did we have a vote on that? I don't believe we 18 had a vote on that, on 1.5. 19 COMMISSIONER MOSER: Which one was that? 20 JUDGE POLLARD: 1.5 was the approving of the 21 bond for Bob Reeves. I think we did have a vote on 22 that? 23 MRS. VANKLAVEREN: We didn't. 24 MRS. GRINSTEAD: I didn't get it. 25 COMMISSIONER LETZ: They said they didn't 9 1 either one get it. We oughta just revote. 2 COMMISSIONER BELEW: I'll make a motion that 3 we pay the bond for Bob Reeves. 4 MRS. One abstention, myself. 9 Go back to 1.7 consider, discuss and take 10 appropriate action to interview candidates for the Human 11 Resources Director position. That's in executive 12 session. The next one is another one, it's 1.8, it's in 13 executive session, too. 14 1.9 consider, discuss and take appropriate 15 action to set salary for Bob Reeves, Kerr County Tax 16 Assessor. Is there any recommendation on that? 17 COMMISSIONER LETZ: To me the salary should 18 be the base salary as we have for our adopted policy. 19 COMMISSIONER MOSER: That's your motion? 20 COMMISSIONER LETZ: That's my motion. 21 COMMISSIONER MOSER: I'll second that. 22 JUDGE POLLARD: Been moved by Commissioner 23 3, seconded by Commissioner Precinct 2 to set the salary 24 in accordance with our -- what did you call it? 25 COMMISSIONER LETZ: Our base salary in 10 1 accordance with our policy. 2 JUDGE POLLARD: All right. It's about ten minutes 4 after 1 p.m. Is there a motion? 5 COMMISSIONER LETZ: I make a motion to offer 6 Jennifer Doss the HR Director position at 59,000 annual 7 salary -- I mean 60 thousand. 8 COMMISSIONER MOSER: You gotta watch him. 9 MS. JENNIFER DOSS: I'm telling ya. 10 COMMISSIONER LETZ: 60 thousand annual 11 salary, and it'll be effective January 1st. 12 MS. JENNIFER DOSS: Okay. 13 COMMISSIONER MOSER: I'll second that. 14 COMMISSIONER BELEW: Second. 15 JUDGE POLLARD: All right, it's been moved 16 by Commissioner Precinct 3, seconded by Commissioner 17 Precinct 2 to offer Jennifer Doss the position of HR 18 Director for Kerr County at an annual salary of 19 $60,000.00 starting date January 1st, 2019. Is there 20 any further comment or discussion? If not, those in 21 favor signify by raising your right hands. Four zero, 22 unanimous. 23 Let the record reflect that Commissioner 24 Precinct 4, Mr. Harris, is absent -- has been absent 25 this afternoon. 12 1 All right, anything else? 2 COMMISSIONER LETZ: One other thing, and I 3 don't know if we need a motion on it, but just for the 4 record the intent, I think, to increase the salary of HR 5 Assistant by ten percent effective January 1st, and 6 that'll be on a -- formal action of that will be on a 7 future -- on our next court agenda, and that will go 8 along with the realignment of job duties. 9 MS. JENNIFER DOSS: All right, well I 10 accept. Minor question. Do y'all have -- January 1st 11 is a holiday, I'm assuming, are we going to be -- 12 JUDGE-ELECT KELLY: I'm being sworn in that 13 day. 14 COMMISSIONER MOSER: Most of us, but not HR. 15 COMMISSIONER LETZ: It's a holiday, but it's 16 effective that day from the standpoint of payroll and 17 benefits. 18 MR. JENNIFER DOSS: Okay. I can be here, 19 but January 2nd. 20 JUDGE POLLARD: Well, let's see, the 21 swearing in ceremony is on that day, isn't it? 22 COMMISSIONER LETZ: But HR doesn't have to 23 be here for the swearing in, but you can be. 24 COMMISSIONER MOSER: You're welcome. 25 MS. JENNIFER DOSS: I can be. 13 1 JUDGE POLLARD: 9 o'clock, is that when it 2 is? 3 COMMISSIONER MOSER: It's an open meeting. 4 COMMISSIONER LETZ: We haven't set it yet. 5 JUDGE POLLARD: So let's set it now so she 6 knows when to be here. 7 COMMISSIONER MOSER: Well, you can't do 8 that, it's not on the agenda. 9 COMMISSIONER LETZ: We'll put it on the 10 agenda and set it. 11 MRS. GRINSTEAD: But 9 o'clock is what we've 12 talked about. 13 COMMISSIONER MOSER: It's these damn lawyers 14 that keep us going -- 15 JUDGE POLLARD: Well, the law requires us to 16 swear people in on that date. All we gotta decide is 17 what time. 18 COMMISSIONER LETZ: Well, we gotta do all 19 the other stuff, too. We gotta aceept all the bonds and 20 stuff. 21 COMMISSIONER MOSER: And you gotta post it. 22 JUDGE POLLARD: I know. I don't think it 23 has to be on the agenda -- 24 MRS.
