It's about 9:02 a.m. Kerr 3 County Commissioners' Court is in session, and this is a 4 bill pay session thanks to our illustrious Attorney 5 General's opinion. Let's get on with it because we got 6 a lot of other stuff to do on this agenda as well as 7 other things later. 8 1.1 pay the bills. 9 MRS. JOHNSON: Good morning. Kerr County 10 with $150,457.12, and other disbursements of Adult 11 Probation for $4,756.49, the airport $2,154.84, and 12 fund 95 $612.41. 13 COMMISSIONER MOSER: Move that we pay the 14 bills. 15 COMMISSIONER LETZ: Second. 16 JUDGE POLLARD: Been moved by Commissioner 17 Precinct 2, seconded by Commissioner Precinct 3 to pay 18 the bills. By the way, I find that there is a quorum 19 here today. We're a little lean, Commissioner 4 and 1 20 are absent today, but we do have a quorum. All right, 21 is there any further discussion about the motion? There 22 being none, those in favor of the motion signify by 23 raising their right hand. It's three zero, unanimous, 24 it passes. 25 Item 1.2 budget amendments? 4 1 MRS. JOHNSON: We have one for elections, 2 they are taking $7,000.00 from postage and putting it 3 into the Judge and the Clerks. I'm sorry, did you want 4 to say anything? 5 COMMISSIONER LETZ: Move for approval. 6 MR. REEVES: I don't have any questions. 7 COMMISSIONER MOSER: Second. 8 JUDGE POLLARD: Been moved by Commissioner 9 Precinct 3, seconded by Commissioner Precinct 2 to 10 approve the budget amendments as set forth in the agenda 11 package in item 1.2. Is there any further comment or 12 discussion? 13 COMMISSIONER MOSER: I was going to ask Bob 14 one question. Is that -- was it an increase just 15 because of -- 16 MR. REEVES: There was a petition signed by 17 15 people of a certain political party that none of us 18 are members of, which required us to remain open 12 19 hours a day for 6 days of early voting, so each Precinct 20 was represented at early voting in two places, so just 21 the auditorium there was four people there, four 22 additional hours at ten dollars an hour. It adds up 23 very quick. 24 COMMISSIONER MOSER: Yeah. Because I was 25 wondering why that wouldn't be, you know, to budget 5 1 that. But that explains it, yeah. 2 MR. REEVES: It was a petition for early 3 voting, and it only takes 15 registered voters from the 4 County to require that. 5 COMMISSIONER MOSER: Okay, thank you. Good. 6 MRS. STEBBINS: That's interesting. 7 COMMISSIONER MOSER: Not good, but thanks 8 for the explanation. 9 JUDGE POLLARD: All right, if there's no 10 further discussion those in favor of the motion signify 11 by raising their right hand. It's three zero, 12 unanimous. 13 Item 1.3 late bills. 14 MRS. JOHNSON: There are none. 15 JUDGE POLLARD: 1.4 approve payroll. 16 (Commissioner Belew is present.) 17 MRS. JOHNSON: None. 18 JUDGE POLLARD: 1.5 consider, discuss and 19 take appropriate action to approve job description for 20 the Assistant Crime Victim Assistance Coordinator. 21 Heather Stebbins. 22 MRS. STEBBINS: I provided the job 23 description for that position, the assistant, the second 24 position in that office that was funded by the grant to 25 you guys yesterday. Do you have any questions about it? 6 1 Okay, just ask for your approval. 2 COMMISSIONER LETZ: What's the difference 3 between this one because I don't have the other one in 4 front of me? 5 MRS. STEBBINS: The grant oversight is a big 6 difference, and the other one will be supervising this 7 person and coordinating how that department serves each 8 of the elected offices. 9 COMMISSIONER BELEW: I just looked at the 10 money. 11 COMMISSIONER MOSER: The important stuff -- 12 COMMISSIONER BELEW: The important stuff. 13 COMMISSIONER MOSER: -- not the duties. 14 COMMISSIONER LETZ: That's the next item. 15 MRS. STEBBINS: It is the next item. 16 JUDGE POLLARD: Let the record reflect that 17 Commissioner Precinct 1 just appeared on the scene and 18 just got into the record. All right, anything further? 19 COMMISSIONER LETZ: I move for approval of 20 the job description as presented. 21 COMMISSIONER MOSER: Second. 22 JUDGE POLLARD: Been moved by Commissioner 23 Precinct 3, seconded by Commissioner Precinct 2 to 24 approve the item 1.5 on the agenda, and that is to 25 approve the job description for the Assistant Crime 7 1 Victim Assistance Coordinator. All right, any further 2 comment or discussion? There being none, those in favor 3 signify by raising your right hand. It's four zero, 4 unanimous. 5 1.6 discuss and take appropriate action to 6 appoint and set salaries for the Crime Victim Assistance 7 Coordinator, and Assistant Crime Victim Assistance 8 Coordinator. Executive session requested by Heather 9 Stebbins, but do we need it? 10 MRS. STEBBINS: The only reason I put 11 Executive Session on there is we're going to provide 12 names of the recommendation that the committee made, and 13 I'd like to be able to do that in Executive Session if 14 y'all have any questions, and then give you an 15 opportunity to vote when we come out. 16 JUDGE POLLARD: All right, we're going into 17 Executive Session then pursuant to Section 551 of the 18 Texas Government Code. 19 (Executive Session.) 20 COMMISSIONER LETZ: I make a motion that we 21 accept the recommendation of the committee that 22 evaluated the -- or interviewed the Crime Victim 23 Coordinator and Assistant Coordinator positions, and 24 appoint Pam Peters(sic) as the Crime Victim Service 25 Coordinator at a salary of $50.502.40, which is a 23.1. 8 1 And Carole Machetta as the Crime Victim Assistance 2 Coordinator at a salary of $40,435.20, which is a 18.51. 3 And both of these positions will start January 7th. 4 JUDGE POLLARD: Is there a second? 5 COMMISSIONER BELEW: Second. 6 JUDGE POLLARD: Been moved by Commissioner 7 Precinct 3, seconded by Commissioner Precinct 1 to 8 accept the recommendation of the committee and appoint 9 Pam Peter; not Peters, as the Crime Victim Assistant 10 Coordinator -- 11 COMMISSIONER LETZ: No. Coordinator. 12 JUDGE POLLARD: And the Assistant to her 13 is -- 14 COMMISSIONER LETZ: Carole Machetta. 15 JUDGE POLLARD: -- Carole Machetta. All 16 right, at the salaries dictated into the record, I can't 17 remember them, by the Commissioner. Is there any 18 further comment or discussion? 19 COMMISSIONER LETZ: Just a quick comment. 20 The reason I made the January 7th date is that we have 21 new people coming into HR on January 1, and they're 22 about to get overloaded with a lot of new transfers and 23 moving around down there, and Dawn requested that we 24 postpone that, which is a dead week anyway. 25 JUDGE POLLARD: Good point.
