First item on the agenda is consider, 4 discuss and take appropriate action regarding personnel 5 matters and other matters related to the Information 6 Technology Department. 7 Before we go into executive session, 8 yesterday evening the Court was notified by John 9 Trolinger that he had resigned as the Director for the 10 Information Technology Department, effective yesterday. 11 So at this point, I'll make a motion that 12 the Court accept his resignation. 13 COMMISSIONER HARRIS: Second. 14 JUDGE KELLY: Is there any further 15 discussion? Those in favor raise your hand. Four zero, 16 unanimous. We lost -- Mr. Belew was here. Where'd he 17 go? 18 COMMISSIONER MOSER: He went to the 19 restroom, I think. 20 JUDGE KELLY: Well, we'll poll him here in a 21 minute when he gets back before we go into executive 22 session. 23 I know we have people that did want to 24 address the Court. I think we probably hopefully 25 addressed most of the personnel issues to be discussed. 4 1 We do have executive session items that will need to be 2 addressed. 3 MRS. STEBBINS: Tracy Soldan was here, and 4 if you would like for her to come back, she will. 5 JUDGE KELLY: Well, whatever. 6 MRS. STEBBINS: I told her it wasn't 7 necessary. 8 (Commissioner Belew present.) 9 JUDGE KELLY: We took a vote. We accepted 10 the resignation, give you a chance to vote if you want. 11 We all voted. It's four zero right now. 12 (Commissioner Belew raising right hand.) 13 JUDGE KELLY: Five zero. 14 COMMISSIONER BELEW: I'm in. 15 JUDGE KELLY: I did want to give anybody 16 that still wanted to address the Court give you an 17 opportunity. We do have some house cleaning items that 18 we need to take care of -- housekeeping. So if anybody 19 would like to address the Court, this is your 20 opportunity. 21 Okay, then otherwise we're going to go into 22 executive session. We have our County Attorney's Office 23 well represented here, and we have -- I wanted to 24 recognize Sheila Glastone from Austin that came in for 25 this meeting. 5 1 We want to keep our HR Director in for this 2 discussion, and because of the nature of the allegations 3 that we're dealing with, we're going to keep the Sheriff 4 here for that. And other than that, I'm sorry, Irene, 5 that's just about you, and Bob. 6 (Executive Session.) 7 JUDGE KELLY: Okay, Court is back in open 8 session, it is 10:15. First item on the agenda is we've 9 already accepted the resignation of John Trolinger as 10 the Information Technology Director. 11 Next item on the agenda would be appointment 12 of an acting IT Director. 13 COMMISSIONER LETZ: I make a motion that we 14 appoint Bruce Motheral as the acting IT Director at an 15 interim salary of 65 thousand a year. 16 COMMISSIONER BELEW: Second. 17 JUDGE KELLY: Okay. Commissioner Letz has 18 made a motion, seconded by Commissioner Belew to appoint 19 Bruce Motheral as acting IT Director with a salary of 20 $65,000.00. Any other discussion? Those in favor raise 21 your hand. Five zero, unanimous. 22 Next item on the agenda is the appointment 23 of a consultant to perform an initial security analysis 24 in conjunction with our in-house assessment, and to 25 coordinate that through the Sheriff's office. 6 1 COMMISSIONER MOSER: Make a motion that we 2 permit Commissioner Belew to secure the services of an 3 outside consultant for looking at IT security purposes, 4 and come back to this Court with his recommendation. 5 JUDGE KELLY: Okay, we got a motion. Is 6 there a second? 7 COMMISSIONER MOSER: Well, instead of coming 8 back to the Court, we just authorize him to engage the 9 services thereof, and for an amount not to exceed 10 $25,000.00. 11 COMMISSIONER LETZ: Second. 12 JUDGE KELLY: I'm looking for -- 13 MS. GLADSTONE: That should easily do it, 14 yes. 15 JUDGE KELLY: So Commissioner Moser's made a 16 motion for Commissioner Belew to retain an in-house -- 17 to retain a consultant to conduct the internal initial 18 security analysis in conjunction with our in-house 19 assessment, and not to exceed $25,000.00, which we're 20 going to budget out of the electronic monitoring budget 21 of the Sheriff's office. 22 SHERIFF HIERHOLZER: As far as the last 23 report I looked at it, it was there. I can double check 24 with James. 25 COMMISSIONER MOSER: That's a separate item 7 1 on a budget adjustment. 2 JUDGE KELLY: Seconded by Commissioner Letz. 3 Any further discussion? Those in favor raise your hand. 4 Five zero. 5 Do we have any other action items that we 6 need to take up at this time?. 7 MRS. GRINSTEAD: Could you just clarify on 8 that first motion earlier, they accepting the 9 resignation. Is it effective yesterday, effective 10 today? 11 JUDGE KELLY: It was effective yesterday, 12 the 19th. That was his notice to us was effective May 13 the 19th. 14 But because of the uncertainty of the 15 situation, the Court is not going to adjourn at this 16 time; we're going to recess, and we will reconvene 17 tomorrow morning at 8 o'clock, if necessary.
