It 2 is Thursday, April(sic) the 27th, 2019, 9 o'clock, and 3 the Kerr County Commissioners' Court is now in session. 4 Reminder to everybody to turn their cell phones off, put 5 them on the vibrate and make sure it's a silent vibrate. 6 First item on the agenda is 1.1 pay the 7 bills. 8 MRS. JOHNSON: Good morning. For Kerr 9 County $101,767.73. For other funds for the Treasurer 10 to disburse $3,746.50 for Adult Probation. Airport 11 $3,265.98. Juvenile Probation $912.42. Fund 51, which 12 is the Plateau Water Region, $340.00. Fund 78 is County 13 Clerk fees, $397.81. And fund 95 is the 198th 14 forfeiture fund, $54.40. 15 COMMISSIONER HARRIS: I move to pay the 16 bills. 17 COMMISSIONER BELEW: Second. 18 JUDGE KELLY: Been moved by Commissioner 19 Harris, seconded by Commissioner Belew to pay the bills. 20 All in favor raise your hand. Five zero, unanimous. 21 1.2 budget amendments? 22 MR. ROBLES: Yes, Sir, we got three of them 23 today. One for the Hill Country Youth Event Center, 24 we're moving money from building ground maintenance into 25 utilities. This one I kind of saw a few months ago that 4 1 we were on pace to go over, and as you can see we've 2 already expended that. I know they're doing a lot more 3 events out there, but I don't know exactly why it's so 4 much higher than it is last year. We've already 5 exceeded the entire last year's budget. 6 COMMISSIONER MOSER: Wow. 7 MR. ROBLES: So we're going to have to move 8 probably about another 25 to 30 thousand on top of this 9 at some point. 10 COMMISSIONER MOSER: Or else look and see 11 what's happening? 12 MR. ROBLES: Well, yeah. This last month -- 13 COMMISSIONER MOSER: I was out there one 14 time, it was colder than hell. That's probably the 15 wrong term. Colder than Alaska, put it that way. 16 MR. ROBLES: Our last month's bill was 17 $10,000.00. 18 COMMISSIONER MOSER: Golly. 19 MR. ROBLES: I can only imagine the summer 20 months are going to get worse. 21 The other two, we got one for County 22 Engineer moving into uniforms. And the rest of these 23 are insurance proceeds for damages to vehicles. 24 COMMISSIONER LETZ: James, on that going 25 back to the utilities, I believe that's controlled, I 5 1 want to say it's a very computerized system out there, 2 so you might get in combination with both Bruce and Jake 3 and figure out kind of -- 4 COMMISSIONER HARRIS: A happy medium. 5 COMMISSIONER LETZ: -- when there's events 6 they've got to turn it down because it gets hot quickly. 7 But if there's not an event they need to let it get a 8 little bit warmer in there. 9 COMMISSIONER BELEW: What kind of a spike 10 was it percentage-wise? 11 MR. ROBLES: We have three months left in 12 the year and we've already exceeded last years total 13 budget. 14 COMMISSIONER BELEW: But was there a point 15 which there was a really a spike, or is it the beginning 16 of the summer? 17 MR. ROBLES: You know, I looked at the 18 detail and it's kind of strange, I would have thought 19 the winter months would be less and summer months would 20 be higher, but it didn't. It's leaned 4 or 5,000 each 21 time. But this last month was 10,000. It's almost 22 twice as much as any other month we've paid throughout 23 the whole year. 24 COMMISSIONER BELEW: And we're electric heat 25 out there? 6 1 COMMISSIONER LETZ: Yeah, everything's 2 electric out there. There's no gas on that property. 3 COMMISSIONER BELEW: There's not some 4 propane out at the back on something. 5 COMMISSIONER LETZ: There may be a tank out 6 there for the AG barn, or the Extension, but it's not -- 7 we've been looking at trying to figure out how to get a 8 natural gas line over there, but it's not real feasible 9 according to what Tom says. 10 JUDGE KELLY: Why don't we think about 11 having Bruce and Jake come talk to us about it on 12 Thursday morning. 13 COMMISSIONER MOSER: That's a good idea. 14 COMMISSIONER BELEW: Yeah. With electricity 15 it's not like you could have a water leak or something. 16 It not like it's just -- you gotta figure out -- you 17 have to -- 18 MR. ROBLES: I think we only pay -- no, it's 19 just KPUB, and City of Kerrville is the water. I don't 20 think there's any -- 21 COMMISSIONER BELEW: I was just using that 22 as a comparison. If you have a water leak your bill can 23 go way up and you don't know why; you don't do that with 24 electric so we gotta figure out what they're doing. 25 JUDGE KELLY: We'll talk to them and find 7 1 out. 2 Okay, budget amendments, any motion? 3 COMMISSIONER MOSER: Well, let's see. Did 4 he get to the third one? 5 MR. ROBLES: Yeah. Insurance proceeds for 6 hail damage of vehicles. 7 COMMISSIONER BELEW: That went to the 8 Sheriff's Department? 9 MR. ROBLES: Three different ones. Yeah, 10 most of it to the Sheriff though. Animal Control and 11 Constable as well. 12 COMMISSIONER MOSER: Move that we approve 13 the requested budget adjustments. 14 COMMISSIONER LETZ: Second. 15 JUDGE KELLY: Moved by Commissioner Moser, 16 seconded by Commissioner Letz to approve the budget 17 amendments. Any further discussion? Those in favor 18 raise your hand. Five zero, unanimous. 19 Late bills. 20 MR. ROBLES: there are none. 21 JUDGE KELLY: Payroll? 22 MR. ROBLES: There are none. 23 JUDGE KELLY: Okay, the Court orders. 24 COMMISSIONER LETZ: We did have a court 25 order for Monday, June 24th meeting, court orders 37546 8 1 through 37556. And the only one that I noticed and made 2 a recommended change to was on 37553, originally read 3 rescind court order 37530. And I recommend we add the 4 language related to the 4th of July fireworks setting, 5 so we know what that's about. 6 And with that modification I make a motion 7 to approve court orders. 8 COMMISSIONER HARRIS: Second. 9 JUDGE KELLY: Okay. Commissioner Letz has 10 moved, Commissioner Harris has seconded for approval of 11 the orders as presented. Any further discussion on the 12 order? Those in favor raise your hand. He looks too comfortable 18 there. 19 (Laughter.) 20 JUDGE KELLY: Let's go down to 1.7 consider, 21 discuss and take appropriate action to determine future 22 schedule for Thursday for Commissioners' Court meetings. 23 (Discussion.) 24 JUDGE KELLY: Okay, then I'll make a 25 motion that we establish a policy in addition to our 9 1 regular Commissioners' Court meetings on the second and 2 fourth Monday of the month, and on all the other Monday 3 meetings then we have an information agenda meeting, 4 with the only exception being that action items in 5 regard to some exigent circumstance? 6 COMMISSIONER MOSER: I'll second that. 7 JUDGE KELLY: And limit them to an hour -- 8 no. We don't don't have to limit them on Monday. I 9 withdraw that part. 10 COMMISSIONER MOSER: Well, let's try to. 11 JUDGE KELLY: On every other Monday. 12 COMMISSIONER LETZ: Try to limit them. 13 COMMISSIONER MOSER: Okay, I'll second that. 14 JUDGE KELLY: Okay, I made the motion, 15 seconded by Commissioner Moser to do on alternate 16 Mondays as an information agenda -- 17 COMMISSIONER LETZ: Judge, information 18 agenda and bill pay. 19 JUDGE KELLY: And bill pay. Yes, I'm sorry. 20 An approval and an information agenda. 21 COMMISSIONER BELEW: And those can become 22 workshops, too? 23 COMMISSIONER LETZ: Sure. 24 COMMISSIONER HARRIS: Bingo. 25 JUDGE KELLY: But it just reserves Monday. 10 1 Those in favor raise your hand.
