            1               JUDGE KELLY:  Court will come to order.  It

            2   is Wednesday, July 31st, 2019 at two o'clock in the

            3   afternoon, and the Kerr County Commissioners' Court is

            4   now is session.

            5               We've got a meeting first, and then we'll

            6   have the workshop.  We've got both posted.  It's a very

            7   very brief meeting.  Let me call that first.

            8               Item 1.1 on the agenda is to consider,

            9   discuss and take appropriate action regarding

           10   rescheduling a public hearing associated with Mosty Lane

           11   here in Center Point.

           12               COMMISSIONER MOSER:  Thank you, Judge.  Let

           13   me start it.  Commissioner Letz and I have been working

           14   some of the issues in Center Point primarily around

           15   Mosty Lane, which is a very narrow street.  Very very

           16   narrow street.  Prescribed -- what's the right term,

           17   Jonathan?

           18               COMMISSIONER LETZ:  Easement by

           19   prescription.

           20               COMMISSIONER MOSER:  Easement by

           21   prescription is what it is.  And there's some options

           22   that we're looking at that are still viable.  And so

           23   before I think we had a court order which said abandon

           24   and rescind, is that correct, County Attorney?

           25               MRS. STEBBINS:  Abandon, vacate --

            1               JUDGE KELLY:  Abandon, vacate --

            2               COMMISSIONER MOSER:  Vacate.  Get all those

            3   terms right.  Abandon and vacate that road.  I want to

            4   make a motion that we rescind that court order while we

            5   look at these other options, and it won't take us long

            6   to do that, but we need to rescind that right now.

            7               COMMISSIONER LETZ:  I'll second.

            8               JUDGE KELLY:  Okay.

            9               COMMISSIONER LETZ:  And we're just

           10   rescinding the public hearing.

           11               COMMISSIONER MOSER:  Right.  Rescinding the

           12   public hearing, right.

           13               JUDGE KELLY:  Okay, there's been a motion

           14   made by Commissioner Moser, seconded by Commissioner

           15   Letz to rescind the prior order regarding setting the

           16   public meeting on Mosty Lane in Center Point.  Any

           17   discussion?  Anyone from the public here to talk about

           18   Mosty Lane?  Okay, then those in favor raise your hand.

           19   Unanimous, four zero.  Let the record reflect that

           20   Commissioner Belew is not here today.

           21               COMMISSIONER LETZ:  This item will be back

           22   on the agenda in the near future.

           23               JUDGE KELLY:  In the very near future.

           24   That's the only item I had on the agenda for the

           25   meeting.  There being no other business, then the
