It is 9 2 o'clock, Monday, January the 6th, 2020. The first 3 Commissioners' Court of the year. This is a Special 4 Commissioners' Court meeting and the Court is now in 5 session. 6 I want to remind everyone if you have a cell 7 phone, turn it off. If you don't and it goes off, then 8 I will request the Sheriff to take it up and you can 9 pick it up after the Commissioners' Court meeting. 10 COMMISSIONER HARRIS: Rusty's silencing his 11 now. 12 SHERIFF HIERHOLZER: No. I'm reading. 13 JUDGE KELLY: But that is the policy of the 14 Court. First part of the agenda is always public input. 15 Do we have anyone that wants to talk to the Court about 16 something about that is not on the agenda. If it's on 17 the agenda we'll take it up at the time that agenda item 18 is called. Is there anyone that would like to address 19 the Court at this time? 20 Okay then, let's start with Commissioner's 21 comments. How are things going after the holidays? 22 COMMISSIONER BELEW: Great. 23 COMMISSIONER MOSER: Superb. We had a 24 resident die that's right around Christmas time, 25 Margaret Higgins, a long-time resident of Center Point, 4 1 and her husband was a County Commissioner. We passed a 2 Resolution for him not long ago, but anyway Margaret was 3 very active in the community and active until her death, 4 so anyway she'll be missed. 5 JUDGE KELLY: Sorry to hear about that. 6 COMMISSIONER LETZ: I really don't have 7 anything. 8 COMMISSIONER HARRIS: Everything I would say 9 would probably -- Mr. Bauer's probably going to say it 10 for me here in a minute, so I'm good. 11 JUDGE KELLY: Well, I think we're all 12 getting ready for the stock show. And I appreciate the 13 Constable Huffaker's style of reporting, and 14 Commissioner Belew. For those of you that have never 15 heard one of Constable Huffaker's reports on how things 16 are going in West Kerr County, his usual response is 17 "nothing". 18 Okay, on the consideration agenda item 1.1 19 report from the Hill Country District Junior Livestock 20 Show Association regarding the upcoming event. Mr. 21 Bauer. 22 MR. BAUER: Good morning, Judge, 23 Commissioners. Thank y'all very much for allowing me 24 the time to come in and share with you a few notes. I 25 did bring you our catalog, these will have our schedules 5 1 and so forth. Should be one for every one on there so 2 y'all have those. 3 COMMISSIONER MOSER: Good deal. 4 MR. BAUER: As Commissioner Harris alluded 5 to, yeah, we're fixin' to be right in the big middle of 6 this very quickly. January the 12th through the 17th 7 the Hill Country Youth Event Center, as the name implies 8 will be the home to a lot of youth not only from Kerr 9 County but from the surrounding 33 counties as we put on 10 the 76th annual livestock show. 11 This year our entries are up. District 12 entries, we have 3,122 entries, shown by 1207 13 exhibitors. For Kerr County we have 565 exhibitors -- I 14 mean exhibits, shown by 264 exhibitors for a total of 15 1453 exhibitors that will be out here during that week 16 starting Sunday through Saturday, with culminating with 17 the sale on Saturday. 18 I know many of you are interested in 19 different parts of it. One thing that we've -- I know 20 has always been of interest is the Ag Mech Program. It 21 continues to do very well. We have a 117 entries in 22 that one alone. So again, another opportunity for these 23 young folks, if they're not involved in animal projects 24 to come out and show their skills with welding, wood 25 working and so forth, and we encourage you to come out 6 1 and view that show on Tuesday, those young folks will be 2 in. That is one of our statewide shows, as well as our 3 angora goat show, and our breeding sheep show, which are 4 statewide shows. That means anybody within The State of 5 Texas can enter those and show up, and we're very proud 6 of those, and they continue to grow as well. 7 JUDGE KELLY: Don't mean to interrupt, but 8 what time on Tuesday is the Ag Mech show? 9 MR. BAUER: It'll be all day, Judge, pretty 10 well. Those kids will be there at -- 11 JUDGE KELLY: So at 9 or -- 12 MR. BAUER: -- 8, so you can start about 8, 13 9 o'clock in the morning. Yes, Sir. Mr. Harris has 14 helped with that. 15 COMMISSIONER HARRIS: You know, the judging 16 usually starts around 8. But one thing that's a lot of 17 fun for the spectators is the cutting torch contest 18 where it's a tournament style where two competitors go 19 head to head and loser out, and it goes to the end, and 20 that's a lot of fun. That's a good spectator sport. 21 And that usually starts around ten or so in the morning, 22 and so it'll run until probably wrap up a little bit 23 after lunch. 24 MR. BAUER: Yes, Sir. So encourage you to 25 come out for that. 7 1 JUDGE KELLY: Sorry to interrupt. Just 2 wanted to make sure everybody knows when to show up. 3 MR. BAUER: No, you're fine. You're good. 4 Also, we have our vendor area again this year, which 5 continues to expand, bringing in local merchants as well 6 as merchants from around that are selling their wares, 7 non-profits as well, showing their programs. And that 8 continues to grow and get bigger. It's held at the 9 Event Center so we ask you to take time and walk through 10 there and view what they have as well. 11 This Friday, we kick everything off. The 12 Kerrville Convention and Business Bureau, Charlie 13 McIlvain, puts this together, which is the cowboy 14 breakfast, and we encourage y'all to come out that 15 morning. Be held out there at the Event Center as well, 16 and kind of kicking things off and getting things 17 started for us, so we encourage you to come out for 18 that. 19 I know many of you on the Court will also be 20 out as announcers or other officials in the show. We 21 appreciate your dedication and your time. And again, 22 the Association wants to express our gratitude for your 23 cooperation and partnership that we have with you in 24 being able to put on this program. 25 Again, this year the Association has 8 1 invested more of our funds in equipment for out there. 2 We've added two new large bleachers that have the safety 3 backs and stairs and everything to the facility out 4 there that's not only used during our show but 5 throughout the entire year for other events out there as 6 well. So we continue to invest in the program as well. 7 We thank y'all for that. Are there any other questions 8 that I can answer? 9 JUDGE KELLY: Well, I'd just like to add a 10 footnote to that. I know we all know it takes a village 11 to raise a child. Well, I think the truth of the matter 12 is it takes a county to raise a kid, and we're happy to 13 partner with you. 14 MR. BAUER: Well, we thank you. And I 15 always go back, Judge, to a former Judge when I started 16 this. Mr. Tinley always made the comment there's always 17 one thing I will support and that's the stock show, 18 because he said I don't see those kids in my Court. And 19 I don't know if you can echo that or not. 20 JUDGE KELLY: I haven't seen one, nor did 21 Judge Pollard see one, and it's gone on for three 22 administrations. 23 MR. BAUER: We pride ourselves on that -- 24 JUDGE KELLY: We're very proud of it. 25 MR. BAUER: -- that we're starting our kids 9 1 on the right track and continue their endeavor. 2 JUDGE KELLY: And just for the record, one 3 of things that we do on juvenile court as part of our 4 rehabilitation process is the 4-H Golf Tee Challenge, 5 which is one of the most successful programs we have in 6 our probation -- Juvenile Probation. 7 MR. BAUER: Yes. That program's done very 8 well. Thank you. Look forward to seeing y'all. If 9 there's any other questions. 10 COMMISSIONER MOSER: Good job. BAUER: Thank you. 15 JUDGE KELLY: Okay, next item on the agenda 16 1.2 consider, discuss and take appropriate action for 17 the Court to approve the contract between Kerr County 18 and the KNOWiNK, LLC, and authorize the County Judge to 19 sign it. Mr. Reeves. 20 MR. REEVES: Yes. Good morning, Judge, 21 Commissioners. Kerr County's been utilizing the EA Poll 22 Pads for quite a few years for verification of voter 23 registration at the voting precincts. And in 2018 EA 24 Poll Pads was purchased by KNOWiNK, LLC, and the current 25 poll pads we have will no longer have adequate technical 10 1 support. And this is something we only found out right 2 before the general election. The new KNOWiNK pads are 3 Apple based iPads. We met with the Auditor's Office, I 4 met with James, and we will be presenting the budget 5 amendment, I guess today, James, as part of this? 6 (Mr. Robles nodding in affirmative manner.) 7 MR. REEVES: In order -- 8 JUDGE KELLY: Let the record reflect that 9 was a knowing nod. 10 MR. REEVES: That was a knowing nod. That 11 in order for the KNOWiNK to prepare the system for the 12 upcoming primary election the software and license 13 agreement needs to be executed. The County Attorney has 14 reviewed and approved the agreement, and I respectfully 15 request the Court to approve said agreement and 16 authorize the Judge to sign. 17 COMMISSIONER MOSER: So move. 18 COMMISSIONER BELEW: Move for approval. 19 JUDGE KELLY: It's been moved by 20 Commissioner Moser, seconded by Commissioner to approve 21 the contract between the County and KNOWiNK regarding 22 the new poll pads. REEVES: Thank you, gentlemen. 11 1 JUDGE KELLY: Thank you, Bob. 2 COMMISSIONER BELEW: I do have one question. 3 Is there any kind of learning curve for the staff? 4 MR. REEVES: The learning curve we were able 5 to borrow the KNOWiNK Pads for the general election in 6 November, so we were able to -- 7 COMMISSIONER BELEW: You've worked with 8 them. 9 MR. REEVES: And the poll workers that were 10 available worked with them at that time, so we're a 11 little ahead of the curve. And as I said part of 12 corporate buy-out and lose the ability to have technical 13 support. Thank you. 14 JUDGE KELLY: Thank you, Bob. 15 Next item on the agenda is 2.1 pay the 16 bills. Miss Shelton. 17 MRS. SHELTON: For today's invoices to be 18 paid Kerr County $466,949.37. The Airport $47.94. 19 Adult Probation $18,368.22. District Clerk fees $1,216. 20 And the 198th DA forfeiture fund is $147.90. 21 COMMISSIONER LETZ: I move to pay the bills. 22 COMMISSIONER HARRIS: Second. 23 JUDGE KELLY: Been moved by Commissioner 24 Letz, being seconded by Commissioner Harris to pay the 25 bills. ROBLES: Yes, Sir, we have ten today. 4 This covers the first three months of operation for this 5 fiscal year. We have Animal Control, Human Resources, 6 Constable 2, County Court, Environmental Health, 7 District Administration, Road & Bridge, Jail Expansion, 8 Records Management, and Sheriff. And that knowing nod I 9 gave earlier is -- the reason I didn't answer because 10 yours will be coming next week. 11 MR. REEVES: Okay. 12 MR. ROBLES: We have ten. They're all line 13 item transfers within the department. 14 JUDGE KELLY: And these FY-19? 15 MR. ROBLES: 1920. 16 JUDGE KELLY: 1920. 17 MR. ROBLES: Yes, Sir. 18 COMMISSIONER BELEW: That's new equipment 19 for Animal Control operating equipment? What is that? 20 MR. ROBLES: No. We are covering -- taking 21 money out of operating equipment to cover DU's and 22 computer software. 23 COMMISSIONER BELEW: Computer software. 24 COMMISSIONER BELEW: I move for approval. 25 JUDGE KELLY: Okay, motion's been made by 13 1 Commissioner Belew.
