The 2 Court will come to order. It is Monday, July the 19th, 3 2021. It's 1:30 in the afternoon, and this is a Special 4 Meeting of the Kerr County Commissioners' Court. 5 What we have on the agenda is 1.1 consider, 6 discuss and take appropriate action to approve 7 amendments to the Rx Technology agreement. Bruce 8 Motheral and Paul Elliott. 9 MR. MOTHERAL: Good morning, Gentlemen. 10 What this is is a modification to the one we signed 11 previously. And what has happened is we've found some 12 servers we did not need to upgrade for different 13 reasons. 14 But we did -- and during that investigation, 15 we did find some database software that does need to be 16 purchased, and that's what the difference is is 17 $8,185.00. 18 COMMISSIONER MOSER: Bruce, you got in the 19 weeds. I thought we were going to talk about looking at 20 the full -- 21 MR. MOTHERAL: That's later. That's later. 22 COMMISSIONER MOSER: Well, why start in the 23 weeds with 8 thousand dollars. I don't know how that 24 fits or what. 25 MR. MOTHERAL: Okay. We approved the 4 1 updates for the CJIS compliance. 2 COMMISSIONER MOSER: The what? Updates of 3 what? 4 MR. MOTHERAL: For CJIS, Criminal Justice 5 Compliance. These are modifications to that. 6 COMMISSIONER MOSER: Okay. All right. 7 Good. So this is just for the current -- 8 MR. MOTHERAL: Correct. 9 COMMISSIONER MOSER: -- agreement. It's not 10 looking at the full -- 11 MR. MOTHERAL: No. 12 COMMISSIONER MOSER: No. I'm sorry, I 13 apologize. I thought it was looking at the -- 14 MR. MOTHERAL: No. 15 COMMISSIONER MOSER: -- whole thing. Okay. 16 All right. 17 COMMISSIONER LETZ: So these -- I'm kind of 18 where Commissioner Moser is. These two handouts -- 19 MR. MOTHERAL: One is the old one and one is 20 the modified one. 21 COMMISSIONER BELEW: It says original on top 22 of it. 23 COMMISSIONER LETZ: So the amendment is what 24 we're looking at is to revise that old agreement? 25 MR. MOTHERAL: Correct. 5 1 COMMISSIONER LETZ: Now I understand. 2 COMMISSIONER MOSER: So can you give us a 3 term of "30 thousand foot view" of what we're looking at 4 here? An explanation? 5 MR. ELLIOTT: The State requires certain 6 pieces to be at a certain level to be compliant with the 7 State for the CJIS system. And the SQL Databases 8 followed doing that, which was additionally, you know, 9 farther back than we figured that we would be able to 10 get you passing in the audit that's coming up by 11 September first. 12 But what we're looking at we had to get a 13 SQL up there that's going to be a part of that audit, so 14 we need to make sure that we're upgrading SQL versions 15 than what you have which no longer receives updates. 16 JUDGE KELLY: This is the CJIS compliance 17 part of the contract. 18 MR. MOTHERAL: Correct. 19 JUDGE KELLY: And that's going to be eight 20 thousand more than what we thought? 21 MR. MOTHERAL: Correct. 22 MR. ELLIOTT: And that's just the difference 23 in the SQL. 24 MRS. STEBBINS: Judge, I -- 25 COMMISSIONER BELEW: I move for approval for 6 1 this. 2 MRS. STEBBINS: Will you make that subject 3 to my review, I have not -- 4 COMMISSIONER BELEW: Oh, you haven't looked 5 at it? 6 MRS. STEBBINS: No. 7 COMMISSIONER BELEW: Yes. I would make 8 that. 9 COMMISSIONER LETZ: Second to your motion. 10 JUDGE KELLY: So we got a motion by 11 Commissioner Belew, seconded by Commissioner Letz to 12 approve the proposed amendment to the Rx Technology 13 contract. Any discussion? 14 COMMISSIONER LETZ: Just a question. On the 15 pricing, there's a unit pricing and the quantity. The 16 unit price the -- the cost to install it, or is it the 17 cost of the upgrade, or is it a combination of both? 18 MR. ELLIOTT: The cost of the upgrade, and 19 you need two. 20 COMMISSIONER BELEW: So we already have a 21 contract with them, they're doing this stuff. 22 COMMISSIONER LETZ: I know. On the unit 23 pricing what it is. It's just the cost of the upgrade 24 because -- 25 MR. ELLIOTT: It's the cost to purchase the 7 1 license, and you need two of them, you have two servers. 2 COMMISSIONER HARRIS: And this is contingent 3 on the County Attorney -- 4 COMMISSIONER BELEW: The County Attorney's 5 review of the contract. 6 JUDGE KELLY: Okay.
