It's been a long day 3 already. 4 This is a Special Commissioners' Court 5 Meeting, Wednesday, August the 18th, 3 o'clock in the 6 afternoon, and the Kerr County Commissioners' Court is 7 now in session. 8 Remind everyone to turn their cell phones 9 off, to vibrate. And do we have any Commissioner's 10 comments? 11 COMMISSIONER LETZ: No. 12 COMMISSIONER HARRIS: (Shaking head no.) 13 JUDGE KELLY: Then we'll proceed to the 14 consideration agenda. First item is 1.1 consider, 15 discuss and take appropriate action to approve the FY 16 2021-2022 Kerr County wage adjustment. 17 MRS. DOSS: This is for the wage increase. 18 JUDGE KELLY: Miss Doss. 19 COMMISSIONER HARRIS: Remind everyone out 20 there we have Tom on the phone. 21 JUDGE KELLY: Commissioner Moser is one the 22 phone, and Commissioner Belew is absent today with a 23 death in the family. 24 MRS. DOSS: Well, good afternoon. This is 25 really to approve the wage adjustment across the board, 4 1 employee wage adjustment. One and a half -- 2 COMMISSIONER LETZ: One and a half percent? 3 MRS. DOSS: Yes, sir. 4 COMMISSIONER LETZ: I'll make a motion that 5 we approve the adjustment, and we approve one half 6 percent across the board pay increase. 7 COMMISSIONER HARRIS: Second. 8 JUDGE KELLY: Motion's been made by 9 Commissioner Letz, seconded by Commissioner Harris to 10 approve the wage adjustment at one half percent for 11 fiscal year 21-22. Any discussion? Those in favor say 12 aye or raise your hand. 13 COMMISSIONER MOSER: Aye. 14 JUDGE KELLY: Okay. Four zero, unanimous. 15 Item 1.2 consider, discuss and take 16 appropriate action to correct language on the current 17 PTO policy. Jennifer Doss. 18 MRS. DOSS: Yes, Sir. Under letter A., it 19 says full-time and part-time employees. We just need to 20 remove part-time. Further down on letter C, it's 21 self-explanatory, but we just need to remove the "and 22 part-time" under letter A, because everything else is 23 good. 24 COMMISSIONER HARRIS: I move for approval. 25 COMMISSIONER LETZ: Second. 5 1 JUDGE KELLY: Motion's been made by 2 Commissioner Harris, seconded by Commissioner Letz to 3 approve deleting the language -- what, part-time? 4 COMMISSIONER LETZ: Under paragraph A. 5 JUDGE KELLY: Any discussion? I think a 6 motion was made by Commissioner Harris and seconded by 7 Commissioner Letz. Miss Doss. 14 MRS. DOSS: Yes, Sir. We had a later in the 15 year new hire in the 198th that was on no grade and step 16 plan that did not fall in the cost estimate. We have 17 identified that and we just need to bring that employee 18 up to a Grade 21, Step 1. 19 COMMISSIONER LETZ: And is that on this 20 newest handout, Jennifer? 21 MRS. DOSS: I think that was in the backup. 22 But it's highlighted here. 23 COMMISSIONER HARRIS: About the 6th from the 24 bottom. 25 COMMISSIONER LETZ: I'll make a motion that 6 1 we approve the addendum to the compensation salary study 2 as recommended, which is the highlighted item on the 3 handout. 4 COMMISSIONER HARRIS: Second. 5 JUDGE KELLY: Motion's been made by 6 Commissioner Letz being seconded by Commissioner Harris 7 to approve the addendum to the compensation study salary 8 recommendations. DOSS: Thank you. 13 JUDGE KELLY: Thank you. 14 Item 1.4 consider, discuss and take 15 appropriate action on authorization to issue request for 16 proposal on the 550 Earl Garrett building to receive 17 bids for painting and flooring. Shane Evans. 18 COMMISSIONER LETZ: I'll handle this real 19 quick, Judge. We're not going to go out for bids on 20 this. I visited with John Bull, and with the Auditor, 21 and with the County Attorney, and with Maintenance, and 22 it's going to delay that move-in quite a bit if we go in 23 there for the flooring and the painting, and the two 24 doors that needed -- or four doors -- or two doors that 25 need to be added. That amount will exceed fifty 7 1 thousand so we'll have to go out for competitive bids. 2 We are going to go forward with the 3 painting, which is about 18 thousand -- a little bit 4 over 18 thousand dollar amount. And add the doors of 5 15 thousand, which is both well below the -- or the 50 6 thousand competitive bid, and we will address the 7 flooring next year at a future date, future budget. 8 JUDGE KELLY: Okay. Very well. Then that's 9 all we have on the open meeting. We -- oh, excuse me, 10 Commissioner Moser. 11 COMMISSIONER MOSER: Nothing. Go ahead. 12 JUDGE KELLY: So we're going to recess and 13 go into executive session to discuss out items 2.2a and 14 b. A is consider, discuss and take appropriate action 15 on the possible hiring of a Kerr County Extension Agent. 16 And B is consider, discuss and take 17 appropriate action regarding Kerr County Extension 18 Office personnel salaries. So with that, we'll ask you 19 to leave, if you would. This shouldn't take long, and 20 out back in open session shortly. 21 (Executive Session.) 22 JUDGE KELLY: It is now 3:12 and we're 23 coming back into open session. The next item on the 24 agenda is any action to be taken as a result of 25 executive session. 8 1 So on the first one is there a motion on the 2 hiring of a Kerr County Extension Agent? 3 COMMISSIONER LETZ: I'll make a motion that 4 we hire -- or recommend the hiring of Justin Klinksiek. 5 JUDGE KELLY: K-L-I-N-K-S-I-E-K. 6 COMMISSIONER LETZ: Correct. 7 COMMISSIONER HARRIS: Second. 8 COMMISSIONER LETZ: And the salary, I 9 believe -- well, the salary will be determined by the 10 District -- what is it -- 11 COMMISSIONER HARRIS: District 10. 12 JUDGE KELLY: AgriLife Representative? 13 COMMISSIONER HARRIS: Yes. 14 JUDGE KELLY: Very good. So we have a 15 motion and a second to hire Justin Klinksiek as the Kerr 16 County Extension Agent. Any discussion? 17 For those of you that don't know him, he's a 18 very impressive young man on the interview. Very 19 impressive. 20 COMMISSIONER HARRIS: Had two very good 21 candidates. 22 JUDGE KELLY: And he is originally from 23 Bandera County, so we're bringing somebody closer to 24 home. 25 Actually two out of 28 candidates that we 9 1 interviewed. 2 COMMISSIONER LETZ: That applied and we 3 interviewed the final two. Both of them outstanding. 4 Justin slight edge. And his previous extension work has 5 been with McCulloch County. 6 COMMISSIONER HARRIS: From Bandera 7 originally. 8 COMMISSIONER LETZ: Anyway -- 9 JUDGE KELLY: Okay. With that I'm going to 10 call for a vote. Those in favor say aye or raise your 11 hand. 12 JUDGE KELLY: Aye. 13 COMMISSIONER MOSER: Abstain. 14 JUDGE KELLY: Okay. So that would be three 15 zero one. Three O one. Okay. 16 Then item 2.2(b) consider, discuss and take 17 appropriate action regarding Kerr County Extension 18 Office personnel salaries. 19 COMMISSIONER LETZ: Judge, I'll make a 20 motion that we increase the salary of the 4-H 21 Coordinator by three percent. 22 COMMISSIONER HARRIS: I second that. 23 JUDGE KELLY: Okay. Got a motion by 24 Commissioner Letz, second by Commissioner Harris to 25 raise the salary of the 4-H Coordinator three percent. 10 1 Any discussion? 2 COMMISSIONER LETZ: That would be 3 effective -- 4 JUDGE KELLY: October 1. 5 COMMISSIONER LETZ: October 1. 6 COMMISSIONER HARRIS: Right. Exactly. This 7 person has gone above and beyond over the last 14, 15 8 months since we were -- while we were out an extension 9 agent, and there was a hiring freeze by AgriLife and got 10 put off and put off, and this person has worn two hats, 11 and just gone -- done an outstanding job, so I think 12 it's warranted. 13 JUDGE KELLY: Any further discussion?
