It 2 is Monday, August the first, 2022. It is 9 o'clock in 3 the morning, and this is a Special Commissioners' Court 4 meeting, and Court is now in session. 5 And I apologize, we don't have public input 6 today on the agenda. We'll go first to the 7 consideration agenda 1.1 is to consider, discuss and 8 take appropriate action to approve revised payroll 9 schedule for FY 2021 and 2022. Miss Soldan. 10 MRS. SOLDAN: I put this on the agenda at 11 the request of Rosa. After talking with her and Tanya, 12 with open enrollment happening in August and not closing 13 towards til the end of August, the calculation of 14 adjustments to benefits will only give her -- HR about 15 two days to enter into the system before our first pay 16 in September. 17 Normally, when we have three paid days in a 18 month, we deduct benefits from the first and second 19 paychecks and that pays for the following month. We 20 have three pay days in September. We'd like to deduct 21 the second and third to give HR more time to do those 22 calculations and adjustments in the employee record. 23 COMMISSIONER BELEW: I move for approval. 24 COMMISSIONER LETZ: Second. 25 JUDGE KELLY: Got a motion and a second to 4 1 approve revising the payroll schedule for -- was it a 2 month? 3 MRS. SOLDAN: For one month, in September. 4 JUDGE KELLY: September. Any discussion? 5 COMMISSIONER LETZ: I'll make a comment. I 6 want to thank Tracy and HR. We all sat down, I don't 7 know a week or so ago, and went through it. And this 8 year is different in trying the figure out how to make 9 all these adjustments happening herein, salaries and 10 benefits and all that happen. And I think that we came 11 out to a really good solution. This among other things 12 that they will be doing, changing some things around. 13 So I want to thank both those offices. 14 JUDGE KELLY: So those in favor raise your 15 hand. SOLDAN: Thank you. 17 JUDGE KELLY: Miss Shelton, do you want to 18 go ahead and do the budget amendments and pay bills, or 19 do you want to wait until after executive session? 20 MRS. SHELTON: We can do it right now, that 21 would be great. We can go ahead and get started on it. 22 But I am ready for the second agenda item. 23 JUDGE KELLY: It's at 2 o'clock. 24 MRS. SHELTON: Oh. Oh. 25 JUDGE KELLY: It's at 2 o'clock. And 1.2 5 1 and 1.3 are at 2 o'clock. So we need to move on to 2.1, 2 which is budget amendments. 3 MRS. SHELTON: Okay. So we have two budget 4 amendments before you. There's actually three different 5 departments involved. One of them -- the largest one is 6 to cover the unemployment insurance. We've been 7 notified that we need to increase our reserve. And that 8 was about 19 thousand dollars, so that has been 9 included. That was pulled from contingency. 10 And the last one is the PDO for the grant. 11 And it just has to be approved by Commissioners' Court; 12 not by the grant, because it's under ten thousand for 13 the years amount budget adjustments that have been done. 14 COMMISSIONER LETZ: Okay. I move for 15 approval. 16 COMMISSIONER HARRIS: Second. 17 JUDGE KELLY: We have a motion and second to 18 approve the budget amendments as presented. Any 19 discussion? Those in favor raise your hand. Unanimous, 20 four zero. 21 Pay bills 2.2. 22 MRS. SHELTON: Yes. We have invoices for 23 your consideration $13,800.00. 24 COMMISSIONER HARRIS: I move for approval. 25 COMMISSIONER BELEW: Second. 6 1 JUDGE KELLY: Motion by Commissioner Harris 2 and second by Commissioner Belew to pay the bills as 3 presented. Miss Shelton. 21 MRS. SHELTON: These are the amounts the 22 elected officials will be paid next year with the five 23 percent increase. 24 MRS. DOWDY: COLA increase? 25 MRS. SHELTON: Five percent COLA increase, 7 1 correct. Or wage adjustment. 2 MRS. DOWDY: Sorry. Wage adjustment. 3 COMMISSIONER LETZ: Don't go back there. 4 JUDGE KELLY: Any discussion? 5 COMMISSIONER HARRIS: This doesn't address 6 what I was talking about earlier, the elected officials 7 earlier, does it? 8 MRS. SHELTON: It is not included, based on 9 the earlier conversation. 10 JUDGE KELLY: Okay. Questions? 11 COMMISSIONER LETZ: Make a motion to approve 12 the schedule as presented for five percent salary 13 adjustment. 14 COMMISSIONER HARRIS: Second. 15 JUDGE KELLY: Got a motion and a second to 16 approve the proposed salary increases for elected County 17 and Precinct officials as presented. Any discussion? 18 Those in favor raise your hand. Unanimous. 19 Item 1.3 consider, discuss and take 20 appropriate action to approve the base salaries for the 21 elected officials for FY 22-23. Miss Hernandez. 22 MS. HERNANDEZ: Yes. I have before you 23 all -- (handing out copies.) This is the base salary 24 for all -- any new coming elected officials. 25 COMMISSIONER LETZ: Move to approve the base 8 1 salaries for Kerr County elected officials as presented. 2 COMMISSIONER BELEW: Second. 3 JUDGE KELLY: We got a motion and second to 4 approve the elected officials base salaries as 5 presented. Any discussion? 6 COMMISSIONER HARRIS: Yes. I still can go 7 back and beat that dead horse to death. That one 8 salary, does that reflect the five percent increase that 9 we were discussing about that one elected official? 10 Does it, Rosa? 11 MS. HERNANDEZ: I believe it does not. 12 MRS. SHELTON: I don't believe it does 13 either. Because it's a base, and it won't be 14 applicable. 15 JUDGE KELLY: Okay. So we have a motion and 16 second. Any other discussion? Those in favor raise 17 your hand. Unanimous. Four zero. That's all we have 18 on this agenda, is that correct? 19 MRS. STEBBINS: One more thing, Judge. Go 20 back to 3.1(b). You need to take action on that item in 21 open Court. 22 JUDGE KELLY: 3.1(b) consider, discuss and 23 take appropriate action to interview and possibly hire a 24 firm to assist with Human Resources Department. 25 COMMISSIONER LETZ: I did some calculations 9 1 between the present salary that we have with HR, was 2 higher than I though it was, it was 77 plus salary. You 3 take the rollups, and it comes up to about 96 thousand 4 dollars, a little bit over, almost a hundred thousand 5 dollars annually. 6 Bottom line is, the cost to hire the interim 7 person will be somewhere between 10 to 15 thousand 8 dollars above the amount in that salary. 9 JUDGE KELLY: If they work for a full year 10 at 40 hours a week. 11 COMMISSIONER LETZ: If they work three 12 months 40 hours a week. But we calculated it through 13 the end of this budget year. But it'll be between 10 14 and 15 thousand dollars. Even if you go three months 15 it's 480 hours -- no three months -- it's three months, 16 90 days. It would be -- still going to be a little over 17 more than that salary line item has by about 10 -- 18 somewhere 10 to 15 thousand. 19 I mean Tanya and I were looking at it. But 20 basically the hourly rate, including benefits was almost 21 $47.00 an hour, and was going up to $75.00 an hour. 22 COMMISSIONER BELEW: Well, we've got to the 23 end of the budget year time wise. 24 COMMISSIONER LETZ: Right. 25 COMMISSIONER BELEW: So if we just decide 10 1 we're going to keep the budget static, and make a 2 gentlemen's effort to find somebody that will motivate 3 them. 4 COMMISSIONER LETZ: Right. I'm just saying 5 that it may take another 10 to 15 thousand dollars, and 6 you know, probably closer to 11 or 12 it looks like, 7 but -- 8 COMMISSIONER BELEW: But we don't have that 9 yet. 10 COMMISSIONER LETZ: We don't know. But if 11 we do, it would come out of contingency if we need that 12 extra money. 13 COMMISSIONER BELEW: Well, or we could find 14 somebody this month. 15 COMMISSIONER LETZ: Right. 16 JUDGE KELLY: Well, what we're talking about 17 doing is hiring an HR consultant to provide interim 18 services for up to 90 days. That's what we're talking 19 about, 90 days. And that is not the headhunter search 20 for the HR Director; this is separate. 21 COMMISSIONER BELEW: And that's worked on a 22 percentage, right? 23 COMMISSIONER LETZ: No. We don't know yet. 24 But this would be bringing in somebody with experience 25 in local government to be interim person for up to 90 11 1 days, and we'd also do a cursory review of the 2 Department and things of that nature. 3 COMMISSIONER HARRIS: And we -- I assume 4 we -- they would come here and we'd interview them and 5 everything, and make -- 6 COMMISSIONER LETZ: They don't choose the 7 person; we choose them. They will send a candidate in 8 and if we like the person, if it's a fit, and we can 9 work it out. 10 JUDGE KELLY: This is the -- this person 11 would be probably a retired local government HR 12 director. Anything else on this? 13 COMMISSIONER LETZ: I'll make a motion that 14 we authorize the Judge to sign the agreement with SGR 15 for an interim HR Director. 16 JUDGE KELLY: Okay. Is there a second? 17 COMMISSIONER HARRIS: Second. 18 JUDGE KELLY: We got a motion and a second 19 to hire SGR Consultants as our interim HR Director. 20 COMMISSIONER LETZ: And at the rate of 21 $75.00 an hour for a period not to exceed 90 days. 22 JUDGE KELLY: Any other discussion? 23 COMMISSIONER LETZ: And then just wanted to 24 comment. And the agreement needs to be form approved by 25 the County Attorney prior to your signature, Judge. 12 1 MRS. STEBBINS: I've had a look at it and 2 the only recommendations that I have is that you include 3 the County Judge as contact person, and then the person 4 to sign the agreement as well. 5 JUDGE KELLY: Okay.
