It 2 is Monday, November the 6th, 2023. It's 9 o'clock in 3 the morning and the Kerr County Commissioners' Court is 4 now in special session. 5 What we have today will be an Executive 6 Session. I'm going to call the agenda item, which is 7 item 1.1(a) Consider discuss and take appropriate action 8 on interviews and possible appointment of the Kerr 9 County Clerk to fulfill the unexpired term of office. 10 And with that, we'll go into executive 11 session and invite Ian Collum. 12 (Executive Session.) 13 JUDGE KELLY: Okay. It is 9:56, and we're 14 coming out of executive session. And the next item on 15 agenda is 2.1 action as may be required on matters 16 discussed in Executive Session. 17 COMMISSIONER LETZ: I'll make a motion that 18 we offer the position to Ian Collum at a salary of 19 $77,378.21, which is the base pay for that position. 20 COMMISSIONER HARRIS: Second. 21 JUDGE KELLY: We got a motion and a second 22 to appoint Ian Collum to be the new Kerr County Clerk. 23 Any discussion? 24 COMMISSIONER PACES: I'll just make one 25 comment. In general, I would prefer to appoint someone 4 1 who is not going to run for the office so that we don't 2 tip the scale in anyone's favor; however, in this 3 circumstance because of the events that have taken 4 place, the need to have continuity, and because Ian's 5 doing a great job and has the full support of his staff, 6 I believe we need to make an exception and go ahead with 7 this appointment. And that's all I'm going to say. But 8 normally, I think it's a mistake. 9 COMMISSIONER HARRIS: I don't have a problem 10 with it one way or the other myself. But anyway -- 11 JUDGE KELLY: Any other comments? 12 COMMISSIONER OVERBY: No. 13 JUDGE KELLY: Well, I enthusiastically 14 enforce the appointment of Ian Collum. I think he's 15 done a marvelous job. He took over under very tough 16 circumstances, and had the good sense to ask me a lot of 17 questions. And I apologized for every question he 18 asked. I told him when in doubt check it out, and 19 you've done an excellent job of doing it, and we look 20 forward to your leadership in the upcoming 14 months, 21 and hopefully we'll see what happens in the election. 22 So with that, those in favor say aye. 23 Opposed? Unanimous. And welcome. 24 COMMISSIONER PACES: Congratulations. 25 MR. COLLUM: Thank you. 5 1 JUDGE KELLY: Okay. Then I guess we need to 2 go ahead and get our oath ready. 3 MRS. GRINSTEAD: We have to get a bond, so 4 we're not going to be able to do it today. 5 JUDGE KELLY: No, not trying to do it today. 6 But next step is you have to get a bond. Jody will take 7 care of that. And then once we get that, there's two 8 oaths you have to take. One is for the duties of the 9 office, and the other one is an anti-corruption oath 10 that the state requires. And we'll do that either later 11 today or -- well, probably tomorrow or the next day 12 until we get the bond. 13 COMMISSIONER OVERBY: May be Monday to get 14 the bond. I just did that.
